Abstract

Religion is not only worth the rights, but also the value of the obligations. Violence in the name of religion can never be justified. Secular, symbiotic, or integrated are the choices of state-religion relations. Indonesia is not a secular country, nor is it a religious state, Indonesia is not religious. Religion is the government's business. This article focuses on the lack of worship facilities in Cilegon city other than mosques. This study aims to identify, analyze religious harmony governance in Cilegon city, Banten Province. The methods used are qualitative and descriptive, with in-depth interviews, observations, document studies, and website searches accompanied by triangulation of sources and techniques. The findings do not have the operationalization of regulations and middle ground practices of religious tolerance in Cilegon. The conclusion of governance practices has not been in accordance with the principles of good governance. For example, the establishment is not a negotiable synagogue, so that the toleration practices in de jure state there isn't a worship area, and furthermore, de facto states there is a worship area.

Abstract

Kajian ini dikhususkan pada dimamika relasi Islam, Islamisme dan demokrasi di Surakarta. Kajian dilaksanakan dengan melakukan wawancara terhadap beberapa aktivis Islam dan aktivis Islam politik. Analisis dilakukan dengan menggunakan teori sikap dan teori identitas untuk menjajagi sejauhmana sikap mereka terhadap praktik demokrasi, yaitu pemilihan kepala daerah dan pemilihan anggota legislatif. Seberapa kuat peran identitas ke-Islam-an mereka menyikapi pemilihan tersebut. Hasil kajian menunjukkan,  aktivis Islam non-politik terbagi  dalam dua kelompok. Satu kelompok dapat menerima demokrasi secara utuh tanpa dikaitkan dengan persoalan syariat, bahkan demokrasi  diangggap sudah sesuai dengan syariat. Sebaliknya, kelompok kedua  menerima demokrasi tetapi menekankan pentingnya memiliki pemimpin Islam. Kalaupun yang terpilih non Muslim, mereka bisa menerima tetapi dengan kondisi terpaksa. Sikap ini juga berlaku untuk pemilihan anggota legislatif. Kelompok Islam politik juga terbagi menjadi dua sikap yaitu kelompok Islamis-idealis dan Islamis-realis. Kelompok yang idealis total menolak praktik demokrasi termasuk pemimpin non-Islam. Kelompok realis, masih bisa menerima demokrasi tetapi haram memilih pemimpin non Islam. Praktik demokrasi di Surakarta untuk waktu yang tidak bisa ditentukan akan senantiasa dibayang-bayangi tiga fenomema. Pertama, dominasi sikap aktivis Islam yang menggunakan standar syariat menurut interpretasi mereka dalam memilih pemimpin politik. Kedua, dominasi sikap aktivis Islam politik yang lebih total dalam menggunakan standar syariat yaitu menetapkan keharaman dalam memilih pemimpin non Islam. Ketiga, sikap Islamis-idealis yang total menolak sistem demokrasi, meskipun pemimpin yang terpilih beragama Islam.

Abstract

This research seeks to explore the phenomenon of gotong royong in political funding, which occurred in several districts/cities in Central Java during the election momentum used as one of the political funding strategies. This study uses the concept of campaign funds, and campaign expenditure as an analytical tool. Political funding has an important role because it intersects with many aspects of political activity. Indonesia as a pluralistic and multicultural nation has a variety of local wisdom, one of which is the culture of gotong royong. Especially, practices in the context gotong royong that occurred in Central Java's based political funding of Pilkada, which used as case study in this research. It can be optimised in social terms, and also in the political context. The result of this research is an alternative to political funding that raises public confidence to revive the values of gotong royong culture in building a more established democratic society. Based on the case studies studied, local wisdom-based election political funding alternatives were identified based on several factors. The first factor is building sustainability from the cultural value of gotong royong. Second, through cultural values that are built and then supported by mutual understanding communication among existing stakeholders to strengthen and preserve local wisdom-based political funding. Thirdly, it forms the political awareness of the community, the political awareness of the community that is formed will support candidates who really have the competence to solve regional problems.  This research uses a descriptive qualitative approach by observing the dynamics of gotong royong culture as an alternative to political funding which makes this study interesting to be researched more deeply.
