Abstract

The development of a dynamic, unpredictable organizational environment is required for organizations to manage changes to survive. This research aims to explore the approach of managing change in the organization and the factors of resistance to change. This study uses this type of literature research, by tracing articles, books, and documents relevant to this study. The results found there are six steps in making organizational changes, namely: Forces for change, Diagnosis of the problem, Selection appropriate methode, impediment and limiting condition, Implementation of method, evaluation programe. While factors cause resistance to change, include: habits, fear of unwanted things, economic factors, lack of confidence in the work situation, fear of failure, loss of status or job security, no benefit gained from change. The success of changes in the organization is heavily influenced by leadership factors. Therefore, strong, visionary, and transformational leadership is needed to achieve the goals of change in the organization.

Abstract

This research aims to design a model of public policy drafting in governance that can ensure the continuity of democratic principles. The principle of justice and equality both economically, socially, and politically are these foundations of democracy. If this principle is applied in the running of the government management process will be able to guarantee every individual citizen so that good governance is achieved. This approach of research with Positivistic with survey method through a closed questionnaire that has been done test validity, normality, reliability of the questionnaire to the leader of regional device organization in Pandeglang District government environment. This research will contribute to the mechanism of public policy retrieval with the primary mission to minimize potential conflicts. Please note that in 2011 in Pandeglang District, there had been a religious conflict in the case of Cikeusik Ahmadiyah, and by Tirto.id, Banten declared as the Intolerant region. The results of this study show that government bureaucracy in providing public services such as education, health, and religion has paid attention to the aspects of equalization and social justice, but it requires acceleration for bureaucracy related to the challenges of growing public problems. The influx of the 4.0 Industrial Revolution is aligned with the disruption era, the bureaucracy has to make adjustments to provide public service with typical generations of baby boomers, generation X, millennial generation even now already on Z generation and Alpha generation are already native to the Internet. Penelitian ini bertujuan untuk merancang model penyusunan kebijakan publik dalam tata pemerintahan yang dapat menjamin kelangsungan prinsip demokrasi. Prinsip keadilan dan kesetaraan baik secara ekonomi, sosial, dan politik adalah fondasi demokrasi tersebut. Apabila prinsip ini diterapkan dalam menjalankan proses pengelolaan pemerintahan akan dapat menjamin setiap individu warga negara sehingga tercapai tata pemerintahan yang baik. Pendekatan penelitian ini bersifat positivistik dengan metode survei melalui angket tertutup yang telah dilakukan uji validitas, normalitas, reliabilitas angket kepada pimpinan perangkat perangkat daerah di lingkungan Pemerintah Kabupaten Pandeglang. Penelitian ini akan berkontribusi pada mekanisme pengambilan kebijakan publik dengan misi utama meminimalisir potensi konflik. Perlu diketahui bahwa pada tahun 2011 di Kabupaten Pandeglang pernah terjadi konflik agama dalam kasus Ahmadiyah Cikeusik, dan oleh Tirto.id, Banten dinyatakan sebagai Daerah Intoleran. Hasil penelitian ini menunjukkan bahwa birokrasi pemerintah dalam memberikan pelayanan publik seperti pendidikan, kesehatan, dan agama telah memperhatikan aspek pemerataan dan keadilan sosial, namun diperlukan percepatan birokrasi terkait dengan tantangan permasalahan publik yang semakin berkembang. Masuknya Revolusi Industri 4.0 ini selaras dengan era disrupsi, birokrasi harus melakukan penyesuaian untuk memberikan pelayanan publik dengan tipikal generasi baby boomer, generasi X, generasi milenial bahkan sekarang sudah ada generasi Z dan generasi Alpha sudah asli Internet.

Abstract

Health development is basically build quality of human life with the aim ofincreasing awareness, willingness and ability of healthy life for everyone to realize thedegree of public health as high. Problems related to health are the problems facedevery day by the people, and a serious concern for the government. Therefore, the indexmeasuring people's health is one of the efforts to determine the health status and healthproblems in an area. This study aims to describe how the index of health development inSerang District in 2016. The study was a descriptive quantitative research. The resultsshowed that the index of development of Health in Serang District is at 0.7709 with agood category. Of some indicators found that the indicators that need attention are theindicators related to access to water, access to sanitation, diseases caused by poorconditions of hygiene and healthy behavior such as diarrhea and hypertension. Averagepublic behavior that no support is smoking behavior, dental hygiene and handwashingmouth.

Abstract

Banten Province which stood by the passing of Law No. 32 on October 4, 2000. Ahead of the 13th anniversary of politics in Banten province was shaken by the arrest of Tubagus Chaeri Wardana (TCW) who is also the younger brother of Ratu Atut Chosiyah by the Corruption Eradication Commission (KPK) in a hand-catching operation which then detained Ratu Atut Chosiyah in the bribery case Pemilukada Lebak Regency 2013. The implementation of legislative elections will be the first test of the shock experienced by the Family Politics Clan Ratu Atut Chosiyah. This research uses quantitative approach method. Hypothesis in this research is with the shocks on Family Clan Ratu Atut Chosiyah then the level of election of family member Atut Chosiyah in legislative election year 2014 become low. Allegations of political observers about the fall of the RAC family's political clan after the arrest of RAC and TCW by the KPK proved to have no realities. Legislative Election 2014 is true to prove to the audience that the Atut family political clan is not exhausted and still stands firmly. The people still trust their political rights to be channeled by members of the RAC Family Clans. Thus members of RAC family already have the stability and political existence in the eyes of the people of Banten. The RAC Political Clan termed by many observers as the Political Dynasty has turned out to be a self-repairing system even though some elements have problems. Have a good regeneration system where other family members can continue their political clan in Banten. Conclusions regarding the election level of members of the RAC core family clan in 2014 Legislative Election in their respective districts (1) H. Andika Hazrumy has a very high degree of election, (2) Hj. Ade Rossi Khoerunnisa has a high degree of election, (3) Andiara Aprilia Hikmat has a very high degree of election, (4) Tanto Warsono Arban has a very high degree of election, and (5) H. Aden Abdul Kholiq has a very low level of election. Therefore, all stakeholders of democracy in Banten Province should be more participative and more concerned about politics, and mobilize elements of democracy such as political parties, interest groups, academics, press, NGOs to become watchdogs of democracy in Banten, so that Atut Chosiyah political clan re-entrenched strongly in Banten does not violate the norms and rules of law applicable in Indonesia.

Abstract

Tulisan ini bertujuan untuk mengidentifikasi kendala, peluang dan strategi pengembangan pembinaan usaha ekonomi produktif oleh PT. Indonesia Power Suralaya PGU di Kelurahan Suralaya Kecamatan Pulo Merak Kota Cilegon Provinsi Banten berupa pembuatan sambel krétég. Kajian dilakukan dengan metode mix method, dengan kuantitatif pendekatan survei kuisioner tertutup pada stakeholder kemudian didukung dengan kualitatif dengan melakukan triangulasi sumber dan teknik. Adapun Karakteristik responden dan informan yang diwawancara adalah para stakeholder pemberdayaan ini diantaranya pihak pemerintahan, media, civil society, serta dari privat sector di lingkungan Kelurahan Suralaya. Hasil kajian menunjukkan bahwa (a) kondisi tingkat gotong royong 75 persen; (b) kondisi toleransi di tengah-tengah warga sangat tinggi; (c) tingkat kerentanan konfilk yang terdapat di masyarakat 64 persen warga sulit berkonflik/ diprovokasi; (d) kondisi tingkat kerekatan dan saling tolong menolong dalam keluarga cukup tinggi; (e) tingkat partisipasi dan peran kelompok dalam pembangunan kelurahan, 94 persen berperan aktif. Berdasarkan hasil survei, observasi analisis yang dilakukan, maka dapat diperoleh kesimpulan, bahwa kendala pengembangan pembuatan sambal krétég melalui Omah Krétég Anggana adalah permodalan, strategi pengembangan sebaiknya dengan ekspansi pemasaran. Namun harus diawali dengan pengembangan sumber daya manusia karena merupakan faktor yang terpenting dari sebuah bisnis usaha serta perlunya colaborasi-bekerjasama dengan pemerintah daerah. Pada akhirnya team penulis mendorong untuk dilakukannya kajian tersendiri tentang keterkaiatan social capital yang sangat kental dengan institusi bisnis di Kelurahan Suralaya Pulo Merak Cilegon. ABSTRACT This paper aims to identify obstacles, opportunities and strategies for developing productive economic business development by PT. Indonesia Power Suralaya PGU, in Suralaya Sub-District, Pulo Merak District, Cilegon City, in the form of making krétég sauce. The study was conducted using the mix method, with a quantitative closed questionnaire survey approach to stakeholders then supported qualitatively by triangulating sources and techniques. The characteristics of the respondens and informants interviewed were the empowerment stakeholders including the government, the media, civil society, as well as from the private sector in Suralaya Village. The results of the study show that (a) the condition of the mutual cooperation level of 75 percent; (b) conditions of tolerance in the midst of citizens are very high; (c) the level of conflict vulnerability in the community 64 percent of the people are difficult to conflict / provoked; (d) the condition of the level of attachment and mutual help in the family is quite high; (e) the level of participation and group roles in village development, 94 percent play an active role. Based on the results of the survey, observations of the analysis carried out, it can be concluded that the constraints to the development of the making of krétég sambal through Omah Krétég Anggana are capital, development strategies should be with marketing expansion. But it must start with the development of human resources because it is the most important factor of a business venture and the need for collaboration with local governments. In the end, the team of writers pushed for a separate study of social capital that was very thick with business institutions in the Suralaya Pulo Merak Cilegon.

Abstract

One of the goals of accountability dalah application of the concept of service where it is a consciousness in order to restore the dignity of people in the region, providing educational opportunities in order to improve the quality of political democracy in the region, improving the efficiency of local public services and public services as well as closer to the community, increased acceleration of development in the region, reducing regional imbalance in development, is also expected that the implementation of the governing how good (good governance) which in the end is for the welfare of society. Formulation of the problem in this study that is how the application of the principles of good governance in Banten Provincial Government Education Department? This research used descriptive survey with quantitative research approaches. Objectives of this research is all education stakeholders in the province of Banten in this case the whole range of educational bureaucracy, all layers of civil society, and all employers who interact with the world of education. Mechanical determination of sample taken is quota sampling technique, the total sample will amount to 90 respondents. The conclusion of this study that the rate of application of the principle of good governance in the Department of Education when viewed on the principle of voice and accountability levels reached 46.75 application included in the category of poor governance.

Abstract

Religion is not only worth the rights, but also the value of the obligations. Violence in the name of religion can never be justified. Secular, symbiotic, or integrated are the choices of state-religion relations. Indonesia is not a secular country, nor is it a religious state, Indonesia is not religious. Religion is the government's business. This article focuses on the lack of worship facilities in Cilegon city other than mosques. This study aims to identify, analyze religious harmony governance in Cilegon city, Banten Province. The methods used are qualitative and descriptive, with in-depth interviews, observations, document studies, and website searches accompanied by triangulation of sources and techniques. The findings do not have the operationalization of regulations and middle ground practices of religious tolerance in Cilegon. The conclusion of governance practices has not been in accordance with the principles of good governance. For example, the establishment is not a negotiable synagogue, so that the toleration practices in de jure state there isn't a worship area, and furthermore, de facto states there is a worship area.

Abstract

Birokrasi hanyalah merupakan alat untuk mencapai tujuan organisasi. Birokrasi seharusnya terjaga netralitasnya, bebas dari pengaruh kepentingan elite politik kekuasaan. Termasuk dalam hal penempatan sumber daya manusia harus mengedepankan objektifitas dan bukan subyektifitas. Kasus birokrasi di Indonesia dalam perkembangannya telah melalui periode waktu yang sangat panjang dari jaman kolonialisasi sampai sekarang ini. Kajian ini dilakukan dengan cara systematic literature review, yakni dengan mengidentifikasi, menilai, dan mengintrepretasi seluruh temuan-temuan pada suatu topik penelitian untuk menjawab pertanyaan penelitian yang telah ditetapkan sebelumnya. Kajian ini menyimpulkan bahwa spoil system masih berlangsung pada kadar tertentu terutama pada jabatan-jabatan yang berinteraksi dengan keputusan politik. Reformasi birokrasi dengan mengedepankan prinsip merit system sudah mulai masif diterapkan pada proses recruitment aparatur sipil negara, sebaiknya dilakukan kajian inovasi birokrasi dimana rekruitment berbasis Computer Assisted Test diperluas pada proses seleksi pengisian Jabatan Pimpinan Tinggi sehingga menghasilkan aparatur sipil negata yang kredibel, profesional, competence, adil dan terbuka serta mampu menjawab tantangan jaman sesuai agenda grand design reformasi birokrasi di Indonesia.

Abstract

Based on the research conducted showed that the achievement of Serang District IPKM get value 0.7709, then the achievements IPKM Pandeglang get value 0.7575, achievement IPKM Cilegon City get value 0.8491, and the achievement of Tangerang City IPKM get value 0.8622. Four districts / cities that become the focus of this study all of which showed an increase of IPKM in the previous year. Some research recommendations are as follows: 1). Instilling public awareness of hygienic behavior and healthy (PHBs), 2) Collecting regions access to clean water minimal, and supply of clean water through community empowerment programs, 3) It should be disseminated oral health and dental examination and oral routine. 4) The need for a redistribution of the distribution of health personnel, 5) Optimizing the anti-smoking movement, especially in young children to reduce smoking behavior., 6) Control Card Healthy Indonesia, and 7) Support morally and politically to the establishment of the Faculty of Medicine in order to increase access to health workers lead to improvements in Banten in particular HDI HDI Health Affairs.Keyword: improvement, Health Sector Development Index

Abstract

Corruption behavior is not a culture. Culture is a positive value. Corruption behavior is a negative value, so corruption is not a culture. Many factors cause corruption to flourish in Indonesia, so from year to year it is difficult to eradicate it. This study tries to identify the causes or conditions underlying corruption in Indonesia. The method used in this study is Systematic Liteature Review (SLR), which is by identifying, assessing, and interpreting all findings on a research topic to answer the research questions that have been previously determined. The results of a theoretical study that individual behavior will be influenced by four things, namely motivation, ability, role perceptions, and situational factors, abbreviated as MARS. The conclusion of this theoretical study is that corruption behavior is the output of an individual's thinking system as a counterproductive behavior that is formed due to individual character factors and organizational culture's contribution. So eradicating corrupt behavior must be intervened with policies that focus on forming / motivating motivators, employee up-grading abilities, clarity of the role of individuals in the organization and system improvement, organizational culture that encourages employees to perform better.
