Abstract

Penelitian ini mendeskripsikan pengelolaan perubahan yang dilakukan oleh Kantor Badan Pertanahan Nasional Kota Tangerang dengan ditambahkannya waktu kerja pada hari Sabtu dan Minggu. Dengan metode kualitatif ditemukan bahwa: (1) Pegawai pada prinsipnya tidak keberatan dengan penambahan waktu kerja, namun seringkali mereka absen atau terlambat masuk kerja; tapi sebaliknya (2) Penambahan jam kerja pada waktu weekend ini ternyata tidak maksimal dimanfaatkan oleh masyarakat pengguna layanan; (3) Motivasi pegawai untuk mejalankan tugas weekend service adalah motivasi intrinsik (pegawai memanfaatkan fasilitas kantor untuk menyelesaikan tugas lain) dan motivasi ekstrinsik (upaya pimpinan meyakinkan pegawai dengan cara: penerapan kelompok kerja, insentif, fleksibilitas waktu kerja dan penggunaan teknologi). Disarankan agar dilakukan evaluasi berkala guna menilai manfaat program ini, baik bagi pegawai maupun masyarakat.

Abstract

This paper aims to find out the most appropriate strategy to develop community-based ecotourism on the Island of Maratua, East Kalimantan, Indonesia. This paper employs a descriptive research method with qualitative analysis techniques. Data was collected through observations, interviews, Focus Group Discussions (FGDs), and documentation studies. The data were further analyzed using the SWOT Analysis, which compares internal factor analysis system (IFAS) and external factor analysis system (EFAS). The results show that Maratua is in Quadrant III in the SWOT diagram. It means that community-based ecotourism on Maratua has an opportunity to develop despite internal weaknesses. It is suggested that in the future Maratua should be developed through a turn-around strategy, i.e., weakness–opportunity (WO) strategy, a redesign of the island, a strengthening of community capacity, a make-up of supporting facilities, and an improvement of social institutions.

Abstract

Bureaucratic reform is needed to make the government more efficient and effective. Purworejo District Attorney has implemented this bureaucratic reform since 2008. This study aims to describe the process of implementing Bureaucratic Reform at the Purworejo District Attorney in five aspects, institutional and organizational effectiveness, management, human resources, accountability and service. The method used is descriptive research with a qualitative approach. Interview data through interviews. The implementation of Bureaucratic Reform at the Purworejo District Prosecutor's Office was carried out in several stages, namely Phase I (2008-2009), Phase II (2010-2014), Phase III (2015-2019) and current conditions. Bureaucratic Reform at the Purworejo District Attorney has implemented the Integrity Zone to restore public trust, empower functional prosecutors to improve law enforcement, provide contact for public complaints, implement one stop sevices, use Information Technology to support their duties and functions. However, there are still some weaknesses, namely organizational organizations, organizations consisting of a combination of control functions and functions, responsible organization, and unsuitable employee placement.

Abstract

This research aims at identification of spatial plan zonation in rock fall prone areas. Research method applies hazard, vulnerability and risk analysis as an input for spatial modeling using Multi Criteria Evaluation (MCE). Research reveals that in Girimulyo is susceptible towards rock fall. In the last decades, there were 16 occurrences of rock fall that impacted to physical damages. Fortunately, such disaster did not cause any harm to human life. Therefore, research argue that physical vulnerability analysis can be analyzed, while social vulnerability cannot be analyzed further, since it had less data support. According to the research, there are more than 48 housing units located in hazard zone. Hence, local government should initiate structural mitigation to avoid further loss. Research also reveals that areas with high susceptibility will not directly consider as high risk zone, unless it has high vulnerability index. Example: areas along escarpment, where it has high susceptibility, but it has no element at risk in the area. Thereby, research tries to present zonation for prone hazard areas, using risk index. The result is quite representative, since possible areas to be developed is anywhere alongside road network. Indication of the area is produced from the multi criteria analysis. Multi criteria analysis is an essential method to combine spatial data and its attribute. Using such method requires more data input and expertise in justifying indicator to be selected.

Abstract

The popularity of New Public Management in the developed countries raises a question whether such a concept applicable in the Third World context. Relies on three focuses group discussion involving local bureaucrats, this article shows the desirability of New Public Management as model of local public administration, despite a strong awareness of the challenge they have to encounter.

Abstract

This study aims to analyze the effect of the Village Fund on poverty alleviation and improvement of basic infrastructure services for drinking water and sanitation in districts and cities in Indonesia. The need for evaluation of the Village Fund policy is a consequence of the implementation of fiscal decentralization to villages based on Law no. 6/2014. This policy has implications for an increase in transfer funds to villages of more than IDR 329 trillion cumulatively. Theoretically, fiscal decentralization to villages should improve public services and accelerate poverty reduction through local preferences matching and more efficient allocations. This research was a quantitative study using path analysis to test the hypotheses. Data were obtained from BPS and the Ministry of Finance for all districts/cities receiving Village Fund. The results show that The Village Fund had a significant effect on poverty reduc-tion nationally, although its contribution was very small, and the effect was not significant in districts/cities with low fiscal capacity. The Village Funds had an effect on increasing drinking water but not significant, on the other hand, it had a significant effect on districts/cities with medium or low fiscal capacity with low poverty rate. The Village Fund had an effect on improving sanitation but it was not significant nationally or in all districts/cities. The Village Fund for drinking water had no significant effect on poverty reduction nationally and for all districts/cities. The Village Fund for sanitation had no effect on poverty reduction nationally or in all districts/cities but it had an effect on districts/cities with low fiscal capacity and poverty rate even though it was not significant. The implementation of the Village Fund policy needs to consider the fiscal capacity and diversity of regional characteristics in order to make the effectiveness of the Village Fund more optimal.
