Abstract

Green village is such an ideal dream of a settlement innovation with integrated management, fulfilling the health standard, equipped with environmental management facility and is built through social engineer movement. The starting point of green village development is government policy that proclaim Program Indonesia Hijau (Green Indonesia Movement). Minister of Environment Regulation Number 2 of 2012 has regulated programs aiming for green Indonesia. Besides, there is also Minister of Environment Regulation Number 19 of 2012 concerning climate village. In order to implement the programs aiming for green Indonesia, green village and climate village movements are needed.Community participation becomes the main point in the initiation of green village. Due to the important role of stakeholder, the synergy among actors is needed in order to create collaboration in developing green village. Considering the aspect of government policy, community active role needs to be regulated by Minister of Environment Regulation Number 17 of 2012 concerning Community Participation. Meanwhile, the realization of activities which fulfill the standard of green village is carried out through waste bank management, which is regulated by Minister of Environment Regulation Number 13 of 2012 concerning The Implementation of Reduce, Reuse and Recycle through waste bank.Some policies which are regulating from normative principle have been available in national level. Explicitly, these policies have close relationship.  These policies will be easier to be implemented if each of them has synergy, strengthen one another, and is followed by derivative policies in regional level. This paper investigates the evaluation of synergy relationship among policies and analyze the availability of derivative policies particularly in Daerah Istimewa Yogyakarta.

Abstract

The ageing society as a result of a longer life expectancy is an important phenomenon in the twentieth century. During the 1980s, the early of the first stage of long term development in Indonesia, the rate of life expectancy only reach the age of 43. It then increased sharply to 64 in the period of 1995-2000. In 1980s the number ofelderly people was 11,4 million and it is predicted that in 2000 it would upsurge to 22,2 - million. Consequently, the situation is also followed by the increasing elderly dependency ratio of Indonesian population from 10% to 13% within last 15 years. It appears, therefore, that this new trend would has important effect on the issues of demography, economy, social and public administration. This paper tries to reveal the problem of the ageing population in terms of public administration and social mechanism. Empirical study is conducted in Keboansikep as a typical industrial district, and Sriharjo as a typical rural- agricultural district. The objective of this study is to recognize the role of the family, social mechanism, nongovernmental institution and the government policy as the societal elements which have been contributing integratively in providing social security for the elderly. The theoretical basis for this kind social policy can be drawn from the concepts of equity, welfare and societal necessities. More importantly, however, there are some technical aspect of such social security which should be understood by the public decision makers.

Abstract

Recently, beaurocratic reformation creates a new political condition for many aspects in governmental development. Especially, public services and political participation increase in the autonomy. Government has agenda to implement compulsory affairs independenly. Government has a program to increase good public services of civil servants. Functional career as part of civil servants is necessary to improve personnel’s capacity with functional career development. There are four aspects to develop functional career. Abstract

One of the contributing factors of high population growth in Desa Wonokampir, Kecamatan Watumalang, Kabupaten Wonosobo, Central Java is the high number of early marriage cases, which has an impact on the high birth rate. This study aims to establish a Youth Information and Counseling Center (PIK) based mentoring system for early marriage cases in the local area. The research is an applied research based on action research by providing educational information. Data were collected through participant observation with the local community. The results showed that some of the causes of the high cases of early marriage were family economic factors and education. Early marriage can have an impact on health, one of which causes stunting. This statement was also supported by the explanation from the Wonokampir village midwife. Stunting occurs due to the condition of the fetus which has not grown properly due to the early gestational age. In an effort to reduce the number of early marriages in Desa Wonokampir, the KKN-PPM UGM team took the initiative to establish a PIK-Remaja program in Desa Wonokampir. This PIK-Remaja program has collaborated with PLKB Kecamatan Watumalang and Midwife in Desa Wonokampir. They assist in providing materials and mentoring to the youth in Desa Wonokampir. The applied research of this PIK-Remaja program provides an understanding of adolescents through information and counseling services on early marriage, reproductive health and family planning for adolescents so that they will have a better understanding of the importance of early marriage and family planning. In order to support Regulation of the Head of BKKBN Number 88/PER/F2/2012 about Guidelines for the Management of Information and Counseling Centers for Adolescents and the goals of Sustainable Development Goals (SDGs) points.

Abstract

Sampah merupakan masalah yang serius khususnya di wilayah perkotaan dengan kepadatan penduduk yang tinggi seperti Kota Yogyakarta. Penelitian ini bertujuan untuk menganalisis program swadaya masyarakat melalui metode penerapan Takakura melalui pendekatan Participatory Action Research (PAR) dalam pengelolaan sampah organik Kampung Purbonegaran, Yogyakarta. Penuhnya kapasitas Tempat Pembuangan Akhir (TPA) Piyungan membuat pemerintah kota berinisiatif untuk membatasi timbunan sampah melalui beberapa regulasi. Keadaan ini menunjukkan betapa pentingnya inovasi pengelolaan sampah, salah satunya menggunakan Takakura. Metode pengomposan Takakura hadir sebagai bentuk inovasi pengolahan sampah organik dengan memusatkan fermentasi pengurai sampah sehingga tidak berbau. Penelitian dilakukan oleh Tim KKN-PPM Universitas Gadjah Mada melalui sosialisasi dan program aksi pembuatan komposter di Kampung Purbonegaran. Hasil pelaksanaan menunjukkan adanya minat dan partisipasi yang tinggi dari masyarakat Kampung Purbonegaran. Swadaya pengadaan keranjang Takakura adalah sebesar 35 orang dari 40 anggota, atau mencapai 80,7% anggota PKK. Perubahan sosial bertahap melalui pemahaman kognitif, tertanamnya kesadaran secara afektif, terbentuknya ketrampilan psikomotorik dan semangat perubahan perilaku secara konatif. Bentuk perubahan sosial ini diikuti penerapan metode Takakura dalam pengolahan sampah organik di 35 anggota PKK yang mewakili kepala keluarga. Keberhasilan program ini berkontribusi pada pencapaian tujuan Sustainable Development Goals (SDGs) untuk pelestarian lingkungan.
