Abstract

Kerjasama Pemerintah-Swasta (Public Private Partnership) dipandang penting untuk memenuhi ketersediaan sarana prasarana dan peningkatan pelayanan kebutuhan dasar masyarakat termasuk dalam pengelolaan parkir. Penelitian ini bertujuan untuk mengetahui bagaimana kemitraan dalam pengelolaan parkir sebaiknya dilakukan antara PD Pengelola Obyek Wisata Taman Kyai Langgeng dengan pihak swasta. Penelitian ini menggunakan pendekatan kualitatif. Pengumpulan data ditempuh melalui pengamatan, wawancara dan dokumentasi terhadap informan yang terlibat langsung dalam pelaksanaan kegiatan tersebut. Proses analisis data meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa : (1) Kemitraan pengelolaan parkir antara PD POW Taman Kyai Langgeng dengan pihak swasta harus dilakukan karena akan membawa dampak baik dan saling menguntungkan. (2) Pelaksanaan kemitraan dalam pengelolaan parkir di Taman Kyai Langgeng tidak hanya antara pemerintah dan pihak swasta tetapi juga memerlukan keterlibatan masyarakat

Abstract

This study analyses collaborative governance in sustainable ecotourism development in Magelang Regency, Central Java province. Strengthening the collaboration of the three actors is needed in developing ecotourism because it comprehensively regulates natural destinations responsible for the sustainability of natural life, economic activity, and community welfare simultaneously. To explain further the fundamental phenomena that occur in sustainable development. The goal is to create a new environmental friendly concept while also improving people's welfare, the economy, and peaceful social activities. Data were collected from in-depth interviews and observations. Interviews were conducted with 8 local government staffs, 22 ecotourism managers, and 42 communities around the destination. Then an analysis was carried out with Nvivo12+ to see the collaboration of sustainable Ecotourism governance in Magelang Regency. Three variables become benchmarks in the study: planning, implementation, and utilization. Each was measured by using six indicators. The study results showed significant local communities and businesses/private involvement in managing and developing ecotourism. Meanwhile, the local government actors need to strengthen their involvement and response in ecotourism development. So far, the response has been relatively slow and waiting for the independent development of destinations that the community has carried out. Therefore, in the future, it is necessary to strengthen collaboration to ensure effective management of natural resources in ecotourism, which can be achieved through the support and cooperation of local government agencies, businesses/private, and the communities.

Abstract

 ABSTRACT This study had an aim to saw how the impact of infrastructure development on food resilience conditions in Indonesia, focusing on Bali Province. The result of infrastructure development was one of the main factors in realizing the presence of Food Resilience in Indonesia, so the government needed to built supporting infrastructure intended for people who had conditions far from food resilience and good infrastructure. This research used a descriptive method, with taking data from literatur, document, journal, and internet. This study found that the impact of infrastructure development was closely related to the condition of a region's resilience; Bali Province was one of the provinces that had a high food resilence index score, even in the national food resilience index ranking, Bali Province had an index score of 85.15 making Bali Province as the first place in food resilience when compared to other provinces. The food resilience conditions of regencies/cities in Bali Province also showed high index scores; this could be seen in the last two years the position of Denpasar City, Tabanan Regency, Gianyar Regency, and Badung Regency to became cities and regencies that occupied the highest place in the national food resilience index score. Penelitian ini bertujuan untuk melihat bagaimana dampak pembangunan infrastruktur terhadap kondisi ketahanan pangan di Indonesia yang berfokus di Provinsi Bali. Perkembangan pembangunan infrastruktur menjadi salah satu faktor utama untuk mewujudkan hadirnya Ketahanan Pangan di Indonesia, sehingga pemerintah perlu membangun infrastruktur penunjang yang diperuntukkan bagi masyarakat yang memiliki kondisi jauh dari angka ketahanan pangan dan infrastruktur yang baik.Penelitian ini menggunakan metode deskriptif, dengan mengambil data dari kepustakaan, dokumen, jurnal, dan internetPenelitian ini menemukan bahwa dampak pembangunan infrastruktur menjadi sangat berkaitan dengan kondisi ketahanan suatu wilayah, Provinsi Bali menjadi salah satu provinsi yang memiliki skor indeks ketahanan pangan yang tinggi, bahkan dalam ranking indeks ketahanan pangan nasional Provinsi Bali memiliki skor indeks 85,15 menjadikan Provinsi Bali sebagai urutan pertama dalam ketahanan pangan jika dibandingkan dengan provinsi-provinsi lainnya. Kondisi ketahanan pangan kabupaten/kota di Provinsi Bali juga menunjukkan skor indeks yang tinggi, hal ini dapat dilihat dalam 2 tahun terakhir posisi Kota Denpasar, Kabupaten Tabanan, Kabupaten Gianyar dan Kabupaten Badung menjadi kota dan kabupaten yang menduduki posisi teratas dalam skor indeks ketahanan pangan nasional.

Abstract

Penelitian ini bertujuan untuk mengkaji pengadopsian kearifan lokal masyarakat Dusun Butuh untuk pengembangan pariwisata Nepal van Java. Dusun Butuh mengalami lonjakan kunjungan wisatawan yang sangat signifikan mulai dari bulan Agustus hingga Desember tahun 2020. Fenomena tersebut dikarenakan viralnya Dusun Butuh di media sosial dan disebut sebagai Nepal van Java. Namun dibalik euforia kunjungan wisatawan ke Dusun Butuh, ada unsur lain yang menjadikan Dusun Butuh dikenal sebagai Nepal van Java, yakni pengadopsian kearifan lokal masyarakat. Penelitian ini menggunakan metode kualitatif deskriptif dengan pengumpulan data secara FGD, wawancara mendalam, observavsi, dan dokumentasi. Dari hasil penelitian, ditemukan bahwa Dusun Butuh berhasil mengelola dan mengadopsi kearifan lokal yang mereka miliki yang dapat ditinjau dari adaptasi masyarakat dengan lingkungan yang berada dibawah kaki Gunung Sumbing. Selain itu, pengetahuan dan kelembagaan lokal memberikan kontribusi terhadap pengembangan wisata Nepal van Java

Abstract

ABSTRACTThe development of Community Based Tourism (CBT) places the community as the main actor in various tourism activities so that the benefits are fully allocated to the local community. Ngargogondo Village has natural potential, human resource potential and strong cultural potential to be developed into a tourist attraction. This research was conducted with a qualitative descriptive method. The research location is in Ngargogondo Village, Borobudur District, Magelang Regency. Data collection techniques through FGD, interviews, observation, and documentation. Informants were selected by purposive sampling technique. The results showed that all aspects of Community Based Tourism (CBT) already existed in the implementation of tourism in Ngargogondo Village. From the aspect of environmental sustainability, the Ngargogondo Village government and parties involved in tourism activities have paid attention to environmental sustainability. This is because the preservation of nature is an attraction for tourists to visit Ngargogondo Village. From the aspect of local culture, this culture still exists in the people of Ngargogondo Village such as Topeng Ireng, Laras Madyo, Hadroh and Rampak Celeng although several other cultures have started to disappear such as Ketoprak, Jathilan and Ndolalak. From the aspect of community participation, the community has initiated the development of Menoreh Teraresing Tourism, Watu Putih Resort, Language Village and Rabbit Park. Then from the aspect of increasing community income, tourism in Ngargogondo Village has a very positive impact, especially for the absorption of labor in tourism objects and the expansion of the small and medium-sized enterprises (SMEs) market. Keywords : CBT; Tourism; Community ABSTRAKPengembangan Community Based Tourism (CBT) menempatkan masyarakat sebagai pelaku utama berbagai kegiatan kepariwisataan sehingga manfaat sepenuhnya diperuntukkan bagi masyarakat lokal. Desa Ngargogondo memiliki potensi alam, potensi sumber daya manusia serta potensi budaya yang kuat untuk dikembangkan menjadi daya tarik wisata. Penelitian ini dilaksanakan dengan metode deskriptif kualitatif. Lokasi penelitian di Desa Ngargogondo, Kecamatan Borobudur, Kabupaten Magelang. Teknik pengumpulan data melalui FGD, wawancara, observasi, dan dokumentasi. Informan dipilih dengan teknik purposive sampling. Hasil penelitian menunjukkan bahwa semua aspek Community Based Tourism (CBT) sudah ada dalam penyelenggaraan wisata di Desa Ngargogondo. Dari aspek keberlanjutan lingkungan, pemerintah Desa Ngargogondo dan pihak yang terlibat dalam kegiatan pariwisata telah memperhatikan kelestarian lingkungan. Hal ini dikarenakan kelestarian alam merupakan daya tarik wisatawan untuk berkunjung ke Desa Ngargogondo. Dari aspek budaya lokal, budaya tersebut masih eksis di masyarakat Desa Ngargogondo seperti Topeng Ireng, Laras Madyo, Hadroh dan Rampak Celeng walau beberapa kebudayaan lain sudah mulai hilang seperti Ketoprak, Jathilan dan Ndolalak. Dari aspek partisipasi masyarakat, masyarakat mempunyai inisiasi dalam pengembangan Wisata Terasering Menoreh, Watu Putih Resort, Desa Bahasa dan Taman Kelinci. Kemudian dari aspek peningkatan pendapatan masyarakat, wisata yang ada  di Desa Ngargogondo memberikan dampak sangat positif khususnya untuk penyeraparan tenaga kerja di objek wisata serta perluasan pasar UMKM. Kata Kunci : CBT; Pariwisata; Masyarakat

Abstract

Lahirnya Undang-Undang Nomor 6 Tahun 2004 tentang Desa merupakan langkah besarbagi desa karena telah memiliki otonomi untuk memajukan dirinya sendiri. Pemerintahdesa harus tanggap dalam merespon Undang-Undang tersebut untuk mensejahterakanmasyarakat melalui pembangunan desa. Namun demikian, pemerintah desa terkadanggagal dalam menjalankan tugasnya sehingga melahirkan lembaga-lembaga lain yangberbeda fungsi namun memiliki kinerja dan manfaat yang lebih baik. Salah satukeunggulan pemerintah desa yaitu menggunakan Undang-Undang Nomor 6 Tahun 2004.Langkah yang harus dilakukan adalah memperhatikan kapabilitas dan kapasitasorganisasi dengan memanfaatkan otonomi yang dimiliki oleh desa dalammenyelenggarakan pemerintahannya.

Abstract

Abstrak. Tujuan penelitian ini melihat ketahanan pangan berkelanjutan yang merupakan suatu kewajiban dan harus dilakukan untuk menjaga ketersediaan pangan khususnya padi. Pada saat ini di Sumatera Barat sedang maraknya terjadi alih fungsi lahan lawah. Alih fungsi lahan sawah ini disebabkan oleh pembangunan infrastruktur, perumahan, jalan, jalan tol, sarana umum dan fasiltas lainnya. Metode dalam penelitian ini menggunakan metode kualitatif dengan pendekatan rasionalistik. Hasil penelitian menyebutkan dengan adanya alih fungsi lahan sawah menyebabkan luas panen terhadap padi dan jumlah produksi padi terus berkurang. Pada tahun 2018 terjadi pengurangan luas panen dan produksi padi yang sangat signifikan dari tahun sebelumnya (2017) yaitu sebesar 220 ribu ha luas panen padi dan 1.4 juta ton produksi padi. Hal ini dinilai sangat berbahaya bagi ketahanan pangan yang berkelanjutan karena jumlah penduduk terus bertambah dan juga kebutuhan terhadap pangan juga semakin meningkat sedangkan jumlah produksi justru terus berkurang. Oleh karena itu perlu adanya peran dari semua unsur untuk mengkontrol dan mengendalikan lahan sawah serta pemerintah dengan segera membuat regulasi Peraturan Daerah untuk mengatur lahan sawah agar tidak terjadi alih fungsi lahan sawah secara berkelanjutan.Protection of Rice Fields in Achieving National Food SecurityAbstract. The purpose of this research is to see sustainable food security which is an obligation and must be done to maintain food availability, especially rice. The function of paddy fields is caused by the development of infrastructure, housing, roads, toll roads, public means, and other facilities. The methods in this study used qualitative methods with a rationalistic approach. The results of the study mentioned that the Land of rice field function caused the harvest area to rice and the amount of rice production continued to decrease. In 2018 there was a reduction in the vast harvest and rice production which was significantly from the previous year which amounted to 220 thousand hectares of rice harvest and 1.4 million tonnes of rice production. This is very dangerous for sustainable food security because the population continues to grow and also the need for food is also increasing while the number of production is steadily decreasing. Therefore, it is necessary to have the role of all elements to control and control the rice fields and government by immediately make the regulation of local regulations to regulate the field of rice fields to prevent the functioning of the rice field sustainability.

Abstract

This research aims to analyze the transformation of public services and agribusiness marketing through the innovation of the Magesty Public Services Portal and Plaza Tani in Magelang City. This research used a mixed method with qualitative and quantitative approaches—data collection techniques through interviews and surveys. The research subjects were application users, business actors, and Regional Apparatus Organizations in Magelang City who use the Magesty Public Services Portal and Plaza Tani services. The results showed that the transformation of public services and agribusiness marketing through the Magesty Public Services Portal and Plaza Tani innovation positively impacted the community and business actors in Magelang City. The recommendations are the need to improve service quality and more effective promotion to increase community and business participation in using these services.

The digital era influences various aspects of public leadership, especially in terms of transparency, efficiency, and community engagement. This leadership transformation includes technology adaptation, data-driven policy implementation, and digital skills development in public leaders. Digital leadership plays a vital role in accelerating the transformation of public services by creating a collaborative and responsive work environment, as well as encouraging innovation and transparency. In doing so, digital leaders can improve the quality of public services and strengthen public trust in the face of rapid demands for change.h.
