Abstract

Dampak Pandemi Covid-19 yang ditimbulkan dalam bidang konstruksi selain keterlambatan proyek, juga dalam distribusi material dan bahan konstruksi, pemangkasan tenaga kerja/buruh, pemangkasan jam kerja bahkan penghentian kerja sementara bagi proyek-proyek yang berada di zona merah. Namun di sisi lain, sektor konstruksi dalam negeri juga mengalami dilema karena Menteri PUPR Basuki Hadimuljono mengatakan pada kondisi pandemi Covid-19, jasa konstruksi terus berjalan dengan mengacu pada Instruksi Menteri PUPR Nomor 2/2020 yang telah diterbitkan pada 27 Maret 2020. Hal ini membuat sektor konstruksi mau tidak mau harus tetap berjalan dengan berbagai perubahan untuk menyesuaikan diri selama pandemi dan pasca pandemi. Metode Pengumpulan data yang akan digunakan dalam penelitian ini adalah survey dan instrument untuk pengumpulan data yang digunakan adalah kuisioner, yang akan disebar secara online atau offline. Metode analisis yang digunakan yakni Analisis Komponen Utama (Principal Component Analysis). Dari hasil penelitian ini dapat disimpulkan bahwa Faktor-faktor yang merupakan dampak pandemic Covid-19 bagi proyek Konstruksi sebagai berikut: faktor keuangan proyek, Faktor Pembatasan Wilayah (PSBB), Faktor tenaga kerja, Faktor material dan peralatan, Faktor Ketidakpastian Proyek, dan faktor mogok kerja. Ada beberapa  strategi yang dapat diterapkan pada penyelengaraan Proyek Konstruksi selama pandemic dan pasca pandemic, disesuaikan dengan komponen utama yang terbentuk. Untuk komponen Utama pertama, solusi yang dapat diterapkan adalah : 1) Pengontrolan arus kas Proyek secara efektif dan efisien; 2) Penerapan metode Analisa nilai hasil (earn value method) untuk mengontrol anggaran dan waktu proyek; 3) Menyiapkan anggaran tidak terduga proyek

Abstract

An efficient and effective irrigation canal management system greatly influences the distribution of water to the surrounding community and the agricultural sector. To maintain it, periodic maintenance and evaluation is required so that the physical condition of irrigation structures continues to function optimally. For this reason, this study aims to assess the performance of the Way Pamali secondary irrigation canal, Lolongguba District, Buru Regency, Maluku Province. This research uses PU Regulation No. 12/PRT/M/2015 as a guideline for data analysis. While the research data was obtained through direct field surveys by assessing the physical condition of irrigation construction buildings and the surrounding area. The results showed that there was damage to the wall and floor of the canal on the Left Section (BA.Ki) 4 and the Left Section (BA.Ki) 6. The results of the performance index assessment of the carrier channel infrastructure were 59.80% on sections Ba.Ki.4 and of 57.05% on section Ba.Ki.6 with the title of "bad" Physical Infrastructure of the Carrier Channel (Secondary Channel). The total funds required for the rehabilitation of the physical irrigation structures are Rp. 2,486,731,000.- (two billion four hundred eighty six million seven hundred thirty one thousand rupiah).

Abstract

Project development nowadays is increasing, but on the other hand, the need for available quality resources is limited. The resources in question are human resources, materials and equipment. One very important factor is labor. If the workforce used is less skilled or not optimal in their work, then the results of the work will be poor. The quality obtained is not good and the productivity is low. The IAIN Ambon Laboratory Rehabilitation and Renovation Project really requires a careful calculation of the productivity of the workforce, so that an appropriate work system and the number of workers needed can be determined so that it can produce products that meet expectations. The analytical method used is the work sampling method where the percentage is obtained from adding effective work to ¼ essential contributory work, then dividing the sum by the total observations. The research results obtained LUR values ​​based on time divided into 2 (two) parts, namely the morning session from 08.00-12.00 and then the afternoon session from 14.00-17.00. The following results were obtained: A). The cleaning work was obtained: (Morning Time) Value Labor Utilization Rate (LUR) (85.21%) effective (82%), essential contributory (11%) and ineffective (7%). (Afternoon time) Labor Utilization Rate (LUR) (82.36%), effective (79%), essential contributor (12%), ineffective (9%). B). The best jobs obtained are: (Morning Time) Labor Utilization Rate (LUR) (90.10%), effective (88%), essential contributory (7%) and ineffective (5%). (Day Time) Labor Utilization Rate (LUR), (86.81%), effective (84%), essential contributor (12%) and ineffective (4%). C). Foundry work obtained: (Morning Time) Labor Utilization Rate (LUR) (86.56), effective (85%), essential contributory (8%) and ineffective (8%). (Day Time) Labor Utilization Rate (LUR) values ​​(87.50%), effective (85%), essential contributory (10%) and ineffective at 5%. From the work sampling results of overall sloof work on sloof work, the following are obtained: Labor Utilization Value Rate (LUR) (86.64%) effective (84%), essential contributory (10%) and ineffective (6%).
