Abstract

Muara Sungai Cibuni, Tegal Buleud, Sukabumi terletak di perairan pantai selatan Pulau Jawa yang memiliki potensi besar dalam penyediaan glass eel (benih sidat) akan tetapi belum dilakukan penelitian. Penangkapan glass eel dilakukan pada malam hari ketika air pasang sehingga fase bulan akan mempengaruhi operasi penangkapan glass eel , oleh karena itu, penelitian ini bertujuan untuk mengetahui pengaruh fase bulan menangkap glass eel. Data yang dikumpulkan dari data hasil tangkapan glass eel harian nelayan dikumpulkan selama 12 bulan pada tahun 2015 dan kemudian data dianalisis dengan menggunakan rancangan acak lengkap (RAL) dengan mengelompokkan menjadi 4 fase bulan (semi terang, terang bulan, bulan gelap dan semi gelap). Dari hasil analisis menunjukkan bahwa hasil tangkapan pada fase bulan terang berbeda nyata terhadap fase bulan gelap dengan rata-rata hasil tangkapan glass eel di fase bulan terang 6.2 kg dan fase gelap 18.3 kg dan hasil tangkapan pada fase bulan semi terang tidak berbeda nyata dengan fase bulan terang, sedangkan fase semi terang berbeda nyata terhadap fase bulan gelap.

Abstract

Kabupaten Sukabumi merupakan salah satu daerah potensial penghasil lobster di Indonesia, khususnya di wilayah Teluk Palabuhanratu, lobster yang banyak tertangkap di daerahh ini adalah jenis lobster panulirus homarus dikenal dengan nama lobster Hijau pasir dalam bahasa Indonesia, banyak penelitian yang di lakukan ditempat lain menyatakan bahwa fase bulan memberikan pengaruh dan tidak pengaruh terhadap hasil tangkapan lobster. Maka penelitian ini mengamati pengaruh fase bulan terhadap hasil tangkapan lobster dan pengaruh fase bulan terhadap ukuran, yang berada di wilayah teluk Palabuhanratu. Data yang di kumpulkan merupakan data dari hasil tangkapan yang di kumpulkan pada pengumpul lobster dari mulai bulan Agustus sampai bulan Desember 2015. Fase bulan di bagi kedalam 4 kwadran, fase bulan semi terang (Kwadran I), fase bulan purnama (Kwadran II), fase bulan semi gelap (Kwadran III) dan fase bulan gelap (Kwadran IV) data fase bulan di ambil dari daftar almanak nautika. Ukran lobster yang tertangkap di bagi kedalam 3 ukuran yaitu KK (0.30-0.99 gram/ekor), SPK (100-200 gram/ekor) dan SPB ( 200-up gram/ekor). Hasil penelitian ini menunjukan bahwa hasil tangkapan lobster P. homarus di teluk Palabuhanratu tidak memberikan pengaruh yang berbeda secara signifikan terhadap fase bulan, ini berdasarkan hasil uji statistik dimana nilai P = 0.8917 (P > 0.05). Lobster tertangkap di semua fase bulan dan terbanyak di fase bulan semi terang (kwadran I) sebesar 41.90±11.7 (SE) kg. dimana lobster tersebut banyak tertangkap pada ukuran KK (0.30-0.99 gram/ekor) dan SPK (100-200 gram/ekor), berdasarkan trand hasil tangkapan selama setahun menggambarkan terjadi peningkatan produksi hasil tangkapan lobster pada bulan September sampai bulan Desember, hal ini bersamaan pula dengan di mulainya musim penghujan/musim barat.

Abstract

Competence crew of fishing vessels is one of the main factors supporting the success of fishing operations. Mastery of crew competence evidenced by a certificate of competence gained through education and training as well as certification testing crew of the fishing vessel by the competent authority. Crew competency standards fishing vessels must conform to the size of the vessel (ship’s length and gross tonnage) and area fishing operations. This study aims to assess the gap that occurs between the crew competency certificates fishing vessels with provisions of existing law in Indonesia as well as a contributing factor. Research has been done on the ship measuring more than 30 GT in Pelabuhanratu Nusantara Fishery Port and Fishing Port Ocean Nijam Zachman Muara Baru Jakarta. Primary data obtained from the evidence documents crew (BST, seaman books, Ankapin, Atkapin, SKK) who were on board. Secondary data were obtained from the Sijil Crew, SPB, vessel size (length and GT), the area of fishing operations as well as legislation on the manning of fishing vessels that apply in Indonesia. Data processing was performed using descriptive analysis with qualitative approach. The results showed the majority of the crew of the fishing vessel Indonesia does not have a certificate of competence in accordance with applicable regulations. This is caused by the publication dispensation SPB and certification test execution time constraints. The authorities should make clear deadline for publishing the dispensation of SPB and multiply the time and place of the certification test that is easily accessible by the crew.

Abstract

Approaching time is usually used as one of indicator on evaluating the successful of piloting’sservice level of ship in main port in Indonesia. However, in many main ports in some countries, this method is no longer used. This study is aimed to determine the significancy of approaching time as a standard in evaluating the piloting’s service in Indonesia.The research has been conducted in the Port of Tanjung Priok, where involved the respondents of pilotage personnels, ship captains, helmsman, and also some retired pilotage personnels which formerly have worked as pilotage. The data were analized using AHP (Analytical Hierarchy Process), AHP will describe the problem as multi-factor complex into a structured and systematic so easy to understand. The results showedthat 56.59% of respondences agree the approaching time is still important as an indicator on evaluating the service of pilotage, while 43.41% of them thought that it needs more considerations to use the approaching time as an evaluation indicator. It is important to note approaching time since it is a measurable workface in a shipping port in conducting the piloting service. This is caused that the pilotages still depend on the availabilities of all tools such astug boat in which the quantity and its capacity must still be raised again.
