Abstract

Qatar's diplomatic crisis broke out when Saudi Arabia, the United Arab Emirates, Bahrain, and Egypt, known as the Arab Quartet, cut their diplomatic ties with Qatar in 2017. The Arab Quartet alleged Qatar of being a supporter of terrorism due to its proximity to Iran and certain terrorist organizations. The termination of diplomatic relations happened along with a media war between the two parties. The four countries carried out propaganda to win international public opinion during the crisis. Qatar, which was threatened, used public diplomacy as a counter-attack. This article employs the concept of three dimensions of public diplomacy by Joseph S. Nye, which was later developed by Mark Leonard, as a theoretical framework. Required data were collected through online media investigation and interviews. Research findings show that all three dimensions of public diplomacy were found in Qatari public diplomacy enforcement through Al-Jazeera related to its diplomatic crisis with the Arab Quartet, namely routine, strategic, and long term communication.

An interesting phenomenon occurred in Ibun Subdistrict since there was a significant change in the number of voters in the 2014 presidential election where Prabowo received more votes than Jokowi, while in 2019, Jokowi received more votes than Prabowo. The research method in this research was explanatory quantitative research methods by collecting data from the results of questionnaires and documentation. The structural equation model (SEM) analysis method was also carried out to determine the effect of the dependent variable on the independent variable. Based on the findings obtained from this research, the researcher found that four variables greatly influenced the electability of candidates, namely media, the intensity of volunteer visits, religion, and role models. Psychological, sociological, and rational factors map voter behavior so that this can be applied in Ibun Subdistrict. The psychological aspects are represented by the media and role models; the sociological aspect represented by religion, while the rational aspect is represented by the figure of the candidate. Therefore, to increase the electability of candidates, they should imoprove positive image in the media, the intensity of volunteer visits, social piety from religious factors, and relationships with local community leaders.

Selection of informants using a snowball sampling technique, and using social movement theory. There are three parts to this theory: 1) Complaint theory. Public disappointment over a candidate pair’s disqualification and consider the election organizer unfair; 2) Mobilizing structures theory. Analyze the voluntary movement of empty boxes to gather mass support and sympathizers during the election; and 3) Framing theory. Analyze the use of issues and methods of spreading the issue. This research found that the empty box phenomenon in Makassar Regional Head Election, unlike in the elections in other areas where the single candidate did not have an opponent, in Makassar, one of the candidate pairs was disqualified due to violation. It made the community, supporters, and the success team feels disappointed with the General Elections Commission’s decision. This disappointment also resulted in the emergence of the empty box volunteer movement. Movements of empty box volunteers to gather mass support and sympathizers through door-to-door socializing, leaflets, flyers, and banners call to action to win empty box and use social media and online media as campaign tools.
