Abstract

This study aims to explain how factors, such as social and religious status, candidate figures, party identity, social and conventional media interactions, issue and program orientation, support of influential figures, and funds affect voter behavior in the 2019 Presidential and Vice Presidential Elections, to be precise in Ibun District. The study of voting behavior was developed because party identification or party loyalty did not have a strong influence, while what happened was that there were social divisions that had strong ties to voter behavior. An interesting phenomenon occurred in Ibun Subdistrict since there was a significant change in the number of voters in the 2014 presidential election where Prabowo received more votes than Jokowi, while in 2019, Jokowi received more votes than Prabowo. The research method in this research was explanatory quantitative research methods by collecting data from the results of questionnaires and documentation. The structural equation model (SEM) analysis method was also carried out to determine the effect of the dependent variable on the independent variable. Based on the findings obtained from this research, the researcher found that four variables greatly influenced the electability of candidates, namely media, the intensity of volunteer visits, religion, and role models. Psychological, sociological, and rational factors map voter behavior so that this can be applied in Ibun Subdistrict. The psychological aspects are represented by the media and role models; the sociological aspect represented by religion, while the rational aspect is represented by the figure of the candidate. Therefore, to increase the electability of candidates, they should imoprove positive image in the media, the intensity of volunteer visits, social piety from religious factors, and relationships with local community leaders.

Abstract

Indonesia’s policy of customary land regulation does not eradicate the problems faced by indigenous people. Disputes over customary land proprietary rights continue to occur even in this current era of decentralization and democracy. Departing from empirical phenomena, this study aims to uncover customary land policy dilemmas and explore strategies to reconstruct customary land policies in Indonesia. This study uses a qualitative approach to literature study methods. This study was conducted in Indonesia and uses various cases of customary land policy from the provinces of Riau, East Kalimantan, and Papua. The data collected in this study is derived from books, documents, journals, research results, and news in electronic media. The results of the study show that Indonesia has a policy dilemma in the regulation of customary land for a number of reasons. First, customary land policies governed by customary law and national law often result in disputes. Second, in relation to natural resources management, there is no synchronization and harmony between sectoral laws and the Basic Principles of Agrarian Law (UUPA). Third, the government is yet to create policies at the local level regarding the protection and recognition of customary land. Therefore, the ideal strategy of policy reconstruction is to create a synergy between government institutions and all stakeholders in the policymaking process of customary land regulation. The conclusion of this study is that the policy dilemma of customary land in Indonesia will continue to occur if the government does not involve the participation of indigenous people and groups of interest in the policymaking process of customary land regulation.

Abstract

This study aimsto explain the factors that led to the defeat of incumbent candidate ArsyadjuliandiRachman-Suyatno in the election of the Governor of Riau in 2018. This empirical fact is interesting to analyze because the incumbent pair is supported by the majority of seats in parliament and Riau is the base area of the Golkar Party. This study uses qualitative research methods using data collection techniques through interviews and document sources such as books, research journals, survey results, and articles in mass media and online media. The results of this study indicate that 4 factors led to the defeat of the incumbent pair in the election of the Governor of Riau in 2018 namely (1) Government performance that is not well socialized; (2) Machinery of political parties that have not worked optimally and effectively; (3) Effect of the ulama; and (4) Political branding of incumbent candidate pairs who are unsuccessful. The conclusion in this study is that candidate figures are important indirect regional head elections, but also a political marketing strategy is needed by carrying out political branding so that the message to be conveyed to voters towards candidate figures is acceptable so that they are ultimately chosen by the voters.

Abstract

This research discusses the modalities in the victory of migrant Minangkabau candidates in the 2019 Legislative Election. Minangkabau is one of the ethnic groups in Indonesia synonymous with a matrilineal kinship system and an institutionalized tradition of migrating. Migrating is a valuable capital utilized by Minangkabau migrant Legislative Candidates to gain support for votes in electoral contests. The research was conducted on two Minangkabau migrant Legislative Candidates who took part in the contestation in the Legislative Elections for the House of Representatives of the Republic of Indonesia. The research method is qualitative with a case study type. Data were collected through interviews with Minangkabau migrant candidates, voting communities, and people involved in winning candidates, such as traditional leaders and the Minangkabau community in the realm and overseas. The results of the research concluded that Fadli Zon (Gerindra Party Legislative Candidate, Electoral District of West Java V) and Jon Erizal (National Mandate Party Legislative Candidate, Electoral District of Riau I) as two of the Minangkabau migrants, the legislative candidates for the House of Representatives of the Republic of Indonesia succeeded in utilizing existing social capital and successfully elected in the 2019 Legislative Election 2019 contestation overseas. Both are considered to have good leadership figures, able to carry out the mandate, and caring, humane, and responsible individuals. Joined in the same social entity, namely the network of Minangkabau migrants who gather through the Minangkabau migrant community, the Minangkabau Family Association. Fadli Zon became General Chairman of the Central Executive Board of the Minangkabau Family Association, and Jon Erizal served as Vice General Chairman of the Riau Minangkabau Family Association. Besides building intensive communication with the community in the election contestation.
