AbstractIn the document of Strategic Planning Year 2010 - 2014, Balikpapan State Polytechnic has set quality objectives to be achieved of which is to produce graduates who master the application of Information Technology. To achieve this goal, one of the programs that are launched is System Strengthening Program in Academic and Student Affairs with target availability of facilities gradually LMS and CMS. LMS (Learning Management System) is growing rapidly with the progress of ICT (Information and Communication Technology) in the form of the Electronic Learning System or e-Learning System. E-Learning is the educational system that uses an electronic application to support the development of teaching and learning activities with media computer networks, intranets and the internet either. With e-Learning allows the educational process without face to face and through the development of science to students can be conducted continuously. E-Learning models that will be implemented is Blended Learning, or learning method that combines e-Learning systems with conventional methods or face-to-face model.. Keywords: e-Learning, Blended Learning, Learning Managements System Abstrak Dalam Rencana Strategis Tahun 2010 – 2014, Politeknik Negeri Balikpapan telah menetapkan sasaran mutu yang ingin dicapai di antaranya adalah menghasilkan lulusan yang menguasai aplikasi Teknologi Informasi. Untuk mencapai sasaran tersebut, salah satu program yang dicanangkan adalah Program Penguatan Sistem Akademik dan Kemahasiswaan dengan sasaran Tersedianya Fasilitas LMS dan CMS secara bertahap. LMS (Learning Management System) berkembang pesat seiring kemajuan TIK (Teknologi Informasi dan Komunikasi) dalam bentuk Sistem Pembelajaran Secara Elektronik atau e-Learning System. E-Learning adalah sistem pendidikan yang menggunakan aplikasi elektronik untuk mendukung pengembangan kegiatan belajar mengajar dengan media jaringan komputer, baik intranet maupun internet. Dengan e-Learning memungkinkan terjadinya proses pendidikan tanpa melalui tatap muka langsung dan pengembangan ilmu pengetahuan kepada mahasiswa bisa dilakukan secara terus menerus. Model e-Learning yang diimplementasikan adalah Blended Learning, atau metode pembelajaran yang menggabungkan antara sistem e-Learning dengan metode konvensional atau tata muka (face-toface). AbstractBalikpapan State Polytechnic currently has a scientific journal that has been published on a regular basis, but so far it is still used in some print media have limited side to create and publish. Along with the development of information technology today, we need a media that can help the print media is limited by the online system. The objective and target of this research are to design, build and test online scientific journal of state Polytechnic of Balikpapan. Selection of online media is used to be accessible anytime and anywhere. With the online journal of information systems State Polytechnic of Balikpapan is to provide convenience in the management of information systems journals and the development of information technology in the field of online publishing.Keywords: Information System, Online JournalAbstrakPoliteknik Negeri Balikpapan saat ini sudah memiliki jurnal ilmiah yang sudah terbit secara berkala, namun sejauh ini masih menggunakan media cetak yang dalam beberapa sisi memiliki keterbatasan untuk membuat dan menerbitkannya. PERTAABI adalah Perkumpulan Tenaga Ali Alat Berat Indonesia, yang merupakan organisasi dari para tenaga ahli alat berat Indonesia yang kompeten dan profesional. Asosiasi yang dibentuk dalam rangka pengembangan kompetensi dan alih teknologi dari para praktisi pada ruang lingkup teknologi alat berat, agar memiliki kemampuan berkarya, berkontribusi serta menjadi mitra terbaik pemerintah dalam pembangunan negeri. Tempat pelaksanaan program Pengabdian Kepada Masyarakat (PKM) di Perkumpulan Tenaga Ali Alat Berat Indonesia (PERTAABI) wilayah Kalimantan Timur yang bekerjasama dengan Perguruan Tinggi yang ada di Balikpapan. Sedangkan waktu pelaksanaan program bulan September 2022 s/d Desember 2023. Dari serangkaian program yang telah dilakukan dengan harapan agar para anggotanya mampu bersaing mempersiapkan Crew ahli alat berat menghadapi Masyarakat Ekonomi Asean (MEA) yang dimulai pada Desember 2015 yang lalu. Sedangkan buat Perguruan Tinggi dapat dijadikan mitra untuk menyiapkan tempat praktek lapangan (PKL) mahasiswa, praktisi sebagai dosen tamu, menyiapkan lapangan kerja dan menyiapkan tempat uji kompetensi sebelum mahasiswa lulus kuliah agar dapat bersaing di dunia kerja.

Monitoring electrical energy in the residential sector is necessary because the current use of electrical energy is less effective and is used very excessively and consumes more electrical power. So far, electrical power usage can only be seen through a kWh meter and only shows the cumulative amount of electrical energy used. However, the design limitations of analog panels only display aggregate consumption data, not real-time consumption data and allow direct monitoring in the field as well as manual recording, so more power is required and the process takes a long time. This research aims to design a real-time measurement system that is capable of monitoring electrical energy parameters for buildings in the residential sector for solar cell-based plants, so that consumers can monitor electricity consumption in real time via the internet. The research methodology is an experiment carried out using the monitoring system design method. Through a research scheme, collaboration with industry is proposed for 1 year with the first stage being hardware design, second being software programming. Hardware and software are connected so that the information presented can be accessed directly at that time. This device is designed to replace manual and conventional electrical energy measurement systems. The research results that will be obtained are a design for a real-time electrical power consumption monitoring system in the housing sector. The output is information on electrical energy consumption through off-line and on-line application media which is displayed on a desktop application on a computer, where the data delivery system is via communication

Solar Power Plants (PLTS) have become one of the solutions to meet the need for clean and sustainable energy. However, like other electrical systems, PLTS is also susceptible to disturbances and problems that can interfere with its performance and reliability. This study aims to design and build a voltage and current protection system at the PLTS inverter output to protect the 1-phase induction motor from damage due to unstable voltage and current. The protection system used is Over/Under Voltage Protector, and MCB for overvoltage and undervoltage protection and load current limitation, in order to protect electrical equipment connected to the PLTS system. The test results show that the protection system implemented on the Inverter Output can protect against overvoltage above 250 V, undervoltage below 185 V, and overcurrent.where if this happens then the electricity supply to the load will be automatically cut off

The type of inverter used greatly affects the efficiency of the PLTS in distributing electrical power to the load to be used. The use of an inappropriate inverter type will cause electrical equipment to quickly become damaged [4]. This study was conducted to help determine the type of inverter that is more appropriate for use in a PLTS system with inductive and resistive loads, so that the quality of the electrical power produced is maximized. This study compared the 1000 Watt Pure Sine Wave Inverter and the 1000 Watt Modified Sine Wave Inverter by measuring the waveform, voltage output value, current output value, power output value, voltage Total Harmonic Distortion (THD) value and current Total Harmonic Distortion value. The final results of the study showed that the Pure Sine Wave Inverter was superior in producing output power, had lower voltage and current distortion values and could produce output waves with a pure sine shape
