Abstract

This paper examines implementation of micro credit policies of non-bankable Small Medium Enterpries (SME’s) in Sleman Regency in 1999-2000. It explores the impact of dynamic policy changing on rates, collateral, and legal aspects as the requirements to access micro credit program. This study employed a qualitative case study, to describe backgrounds, effectiveness, and policy impacts. The data collecting methods included interviews, obeservations, and focus group discussion (FGD). The participants have been set up. Two category of respondent: decision makers and street-level bureaucrats and (candidate) beneficiary program. The research was conducted in October 2016–December 2017. The results show that policy changing on rate, collateral and legality created impacts on the SME’s interest in accessing the credit. The participants of non-bankable SMEs showed that their interest decreased when there were further requirement to attach credit collateral and legal aspects. Therefore, the bankable SMEs become the groups which leverage the micro credit program. On the contrary, the program did not work effectively to entrepreneurs, the non bankable SMEs as the prime targetted group in Sleman. Meanwhile, the appearence of cooperative as an executing body, to which the nonbankable SMSEs,looking for capital. So, the capital from UPT PDPM should through two steps to to reach the non bankable SMEs. The Recommendation is Sleman Regency using adaptive policy to show their affirmation to non bankable SME’s facing the dynamic situation nowadays.

Abstract

This study aims to understand the debate on the issue of early prevention from the perspective of NU and NU women activist group. Why there is a difference between NU structures and NU women activist groups. What the knowledge regime that underlies the legitimacy of their attitude is. What are the interests behind differences in attitudes and knowledge regimes used. This study uses a qualitative method. The data was collected by interviewing the board of Muslimat NU, PP Fatayat NU, and PP Rahima and collecting documentation from books, journals, magazines, printed and online newspapers, official website, and mass media decisions. Data analysis techniques performed with data reduction, data display, and conclusion. The result shows that differences in attitudes about the issue of early marriage between NU structures and NU women activist groups stem from different perspectives and interests. Differences perspectives can be seen from differences in interpretation "baligh" as the basis for setting marriage age limit. The interest of the NU structures to accomodate early marriage practices are still prevalent among NU and maintain the status quo of the NU gender habitus. The interest of NU women activist groups is to contextually interpret fikih and to fight for the ideology of theological feminism prosecuting patriarchy within the NU gender habitus. NU Women’s activist groups can reproduce reason about gender relation in Islam that derived from the accumulation of social capital and cultural capital. Keywords: Power Contestation, Marriage Age Discourse, Early Marriage, Capitals, Habitus, Nahdlatul Ulama Women's Activist

Abstract

This study investigates whether the Indonesian regulators control Indonesian small and medium-sized enterprises (SMEs) with matching or mismatching empowerment strategies, in light of their strengths and current standing. Indonesian SMEs contributed approximately 60.34% to Indonesia’s gross domestic product (GDP) in 2018. In addition, Indonesian regulators have focused on financial support through credit policies and tax incentives. Indonesian SMEs have been standing on organizational readiness and readiness for change, based on their social networks and social cognition. It collected thirteen informants with different expertise and experiences. This study’s results suggest Indonesia’s regulatory body and financial institutions should consider the SMEs’ social cognition and organizational readiness for change. According to the current situation, to empower Indonesian SMEs, we recommend strategies such as achieving knowledge supremacy, creating an economic development board, as in Singapore, formulating comprehensive industry-wide policies, adopting omnibus laws, and implementing a shifting balance strategy. In other words, the Indonesian regulators should implement major reforms, which are similar to glasnost and perestroika in the former Soviet Union. This is to enhance Indonesian SMEs and achieve the goal of the Government of Indonesia (GoI) with respect to the optimal distinctiveness of Indonesia’s future economy. This optimal distinctiveness refers to the GoI’s policies, which focused on knowledge supremacy, an industry-wide regime, and research for empowerment.

Abstract

This paper analyzes stagnation of fertility rate decrease in Indonesia. Population balance can be achieved by controlling fertility. Indonesian survey of demography and health in 2012, however, shows no significant difference of fertility rates from similar surveys in 2002 and 2007. In addition to that, there are factors such as the shifting political paradigm in the developing world, change of local governance, and institutional change that influence the stagnation of fertility rate decrease. This writing recommends ways to accommodate balance between democratic system and effective achievement. Besides, the decrease of fertility rate also requires serious commitment and determination of local government to participate. For this goal, sociological and cultural model can be used as an alternative to transform the behavior of society.

Abstract

An identity negotiation process, initiated after the peace agreement was reached, is currently underway in Aceh. This can be seen, for example, in the activities of the women joined in the Inong Balee troop, the women's wing of the Free Aceh Movement (Gerakan Aceh Merdeka, GAM) formed in the late 1990s. Their participation as women combatants is inseparable from the strong ethno-nationalistic identity and ethno-political struggle that sought Aceh's independence. Today, more than twelve years after peace was reached in Aceh, the Acehnese ethno-political identity has experienced a transformation. Although it has not entirely disappeared, their activities have been framed as part of Indonesian nationalism. This finding emphasizes that nation is not fixed, but transformable and negotiable. The once ethno-political identity has become a social national identity. This paper attempts to understand how former woman members of GAM through a qualitative narrative. This paper attempts to answer why this has happened and how former combatants have negotiated their identities. Is there still a sense of Acehnese nationalism, as they fought for, and how has this intersected with their Indonesian nationalism since they became ordinary citizens?

Abstract

 ABSTRACT Integrated farm is a model for the management of local resources’ potential by integrating livestock and crops into eco-friendly farming (zero waste). It can be the answer for the country’s basic needs of food that is still dependent on imports. Most of the habitants of Argorejo and Argosari village work as farmers and ranchers. Although the formal education of rural people is still low due to low income, the average member of activities to get information, knowledge and management skills in agribusiness sectors to understand the practical, economical, and effective ways in business development. It facilitates adoption of innovation and the process of information absorption. Adoption of innovation is a process of mental or behavioral changes in the form of knowledge (cognitive), attitudes (affective), and skills (psychomotor) since one recognizes the innovation until one decides to adopt it after receiving it. This is qualitative research, with research material in the form of members of agribusiness activities in the intervention program called Mandiri Bersama Mandiri. The method used is descriptive analysis. The data is collected by interview, observation, and records related to the activities of the group. The result of Classification Analysis with Adopter type shows that 7 of the 8 groups in the facilitation of innovation adoption of integrated farms have: 6.7% to 14.3% innovator; 8.3% to 18.2% early adopter; and the rest is 71.4% to 77.8% early majority. One group has no innovator and up to 50% early adopter. The innovators of Mandiri Bersama Mandiri program include the most influential people that have important positions, such as group leaders, village officials, or persons who have knowledge. It indicates that the potential success of the intervention program is located on the adopter type that exists in each member, absorption of new innovations adoption, and succeed in the community empowerment program.

Abstract

Examination to Indonesia's current history shows that woman-movement is always exist from time to time. Gender equality, indeed has not been openly declared as mission of the movements. The author argues, however, that gender equality has been manifest in the spirit of shared-responsibility in overcoming the problems of the country defined at each era.

Abstract

Persoalan kemiskinan dan ketidakberdayaan menjadi gambaran umum masyarakat pesisir, terlebih yang terjadi pada perempuan pesisir. Isu rendahnya daya tawar pada perempuan pesisir hampir dirasakan di seluruh wilayah pesisir di Indonesia, dimana salah satunya di Kabupaten Batubara. Maka dari itu Dinas Perikanan Kabupaten Batubara membuat program pemberdayaan perempuan melalui pelatihan pengolahan ikan dan hasil laut yang inovatif. Penelitian ini bertujuan untuk melihat bagaimana diseminasi program pemberdayaan tersebut dilaksanakan, serta melihat apakah terjadi perubahan kondisi daya tawar perempuan setelah pelaksanaan program. Penelitian ini menggunakan pendekatan kualitatif dengan studi kasus. Teknik pengumpulan data dilakukan dengan observasi serta wawancara mendalam. Hasilnya menunjukkan bahwa program pemberdayaan ini belum berhasil mengubah kondisi daya tawar perempuan pesisir. Perubahan yang terjadi hanya pada peningkatan keterampilan dan menambah pilihan pekerjaan saja, sedangkan perempuan belum mampu berdaya mandiri secara ekonomi. Perubahan yang belum begitu terlihat diakibatkan dari struktur agensi dan struktur kesempatan yang belum memihak mereka. Terlebih perempuan harus memainkan tiga peran sekaligus yaitu peran reproduktif, produktif, dan komunitas yang membuat mereka tidak memiliki waktu yang cukup untuk mengikuti arahan dari Dinas Perikanan agar mendirikan usaha sesuai yang telah dilatih. Akibatnya mereka kembali lagi memilih bekerja sebagai penyisik ikan karena pengerjaannya tidak memakan waktu seharian dan setelah selesai langsung memperoleh uang di hari yang sama.The problems of poverty and powerlessness have become a general description of coastal communities, especially those of coastal women. The issue of low bargaining power among coastal women is almost felt in all coastal areas in Indonesia, one of which is in Batubara District. Therefore, the fisheries Service makes a woman empowerment program through innovative fish processing training. This study aims to see how empowerment programs are disseminated through training based on fish and marine product innovation-based processing, as well as to see whether there has been a change in women’s bargaining power after program implementation. This research uses a qualitative approach with case studies. The data collection technique was carried out by observation and in-depth interviews. The results show that this empowerment program has not been very successful in changing the conditions of the bargaining power of coastal women. Changes that occur are only increasing skills and increasing job options, while women are not able to be economically independent, and women’s awareness has not changed. Unseen changes also result from agency structures and opportunity structures that have not taken their side. Moreover, women must play three roles at once, namely a reproductive role, a productive role, and a community role that makes them not have enough time to follow directions from the Batubara Regency Fisheries Service to set up a business according to what has been trained. As a result, they returned to choosing to work as fish scrapers because it did not take all day and after they were finished they immediately earned money on the same day.

Abstract

This study aims to analyze the digitalization of democracy in the implementation of e-voting in Pilkades in Bantaeng Regency, South Sulawesi. This study is based on qualitative research by gathering data through observation, interviews and questionnaires. The results of this study indicate that, first, the implementation of e-voting policies as a political innovation is carried out by formulating policies, namely compiling regulation as the first step in the process of public policy innovation. Second, the process of implementing e-voting consist of several stages, namely the stages of the preparation, nomination, voting, final recapitulation and inauguration where the preparatory stage to the final recapitulation is not much different from the conventional Pilkades implementation (paper based). The difference lies more in the use of electronic systems. The form of using electronic application in voting through the direct electronic recording (DRE) system. Third, evaluation of the e-voting policy based on the five aspects evaluated related to the implementation of e-voting in village head elections, as a whole that the five aspects which include effectiveness, efficiency, fairness, adequacy and responsiveness can be stated that the process has been carried out properly in accordance with the indicators or standard e-voting implementation criteria in village head election. Furthermore, evaluation of fie aspects is also a concern for the government regarding improvement to the implementation of e-voting in village head election. With improvements in some of these aspects, it can be stated that the application of e-voting in village head election as a political innovation can be continued as part of the process of digitizing democracy.
