Abstract

The issue of bureaucratic neutrality is a serious problem that continues to recur in implementing local elections (Pilkada) in Indonesia. Reflecting on what happened in the 2015 and 2017 North Sumatra Simultaneous Pilkada, this study aims to revive bureaucratic and political relations. Public services. This study uses a qualitative approach with data obtained through in-depth interviews with bureaucratic apparatus in the local government, The North Sumatera Election Provincial Commission (KPUD), The North Sumatera Election Supervisory Agency (Bawaslu), Independent Monitoring Institutions, Lecturer of Public Administration Universitas Sumatera Utara, observation and documentation. The results of this study emphasize the importance of State Civil Apparatus (ASN) to return to neutrality in increasing public trust in the bureaucracy. The results of this study emphasize the importance of ASN to return to neutrality in improving public confidence trust in the bureaucracy. This article argues for collaborative supervision conducted by various elements of government and society as an alternative strategic step to maintain the neutrality of State Civil Apparatus.

Abstract

Gurukinayan Village is being relocated because this village is located in the Disaster Prone Areas Region (KRB) III. Gurukinayan Village was relocated to a safer place so that the community could have a decent life. Relocation has been slow due to government support still low, both political and administrative support. This research identifies the community's opinion on the relocation of settlements, analyzes the location of the relocation destination and examines what happens in the settlement relocation plan. Bardach states there are criteria for looking at independent relocation in the village of Gurukinayan, these criteria complement legaly, political acceptance, and robustness in conditions of administrative implementation, and improvability. The method used is a qualitative research method. Research data obtained through observation and interviews, also includes literature review and data from government organizations that require independent relocation. Based on the research results, in the eradication of the Mount Sinabung eruption disaster, there have been recommendations for the design of financial problems policies and the availability of ready-made funds that can be accessed by the Karo Regency BPBD. However, efforts to improve policies to create alternative solutions have not yet arrived at plans to make preparations for effective improvement of the eruption of the Mount Sinabung disaster. The results of this study offer a new concept, namely the discussion of the implementation of the Sinabung eruption disaster management policy must be supported by the community, protection, and professional organizational capabilities so as to be able to support access to law and political policy and support resilience in conditions of administrative implementation and improvability.

Abstract

Desa Buluh Naman merupakan desa yang memiliki sumber daya alam yang dapat dikelola dengan baik sebagai tempat wisata alam yang menjanjikan, di mana di desa tersebut terdapat sebuah mata air yang keluar dari celah batu, yang rasanya asam dan perih rasanya bila mengenai mata, terletak di perladangan Pestap yang dinamai dengan Lau Macem. Berdasarkan hasil observasi, permasalahan yang terjadi adalah: 1) minimnya pemahaman kewirausahaan dan pengetahuan mengenai potensi keuntungan yang dapat diperoleh dari mengelola kawasan wisata alam yang dimiliki oleh masyarakat desa Buluh Naman, 2) belum adanya pendampingan dan penyuluhan bagi masyarakat agar mereka dapat memiliki kemampuan dalam mengelola dan memanfaatkan sumberdaya alam. Kegiatan Program  Pengabdian Mono Tahun dosen wajib mengabdi guna mendorong tumbuhnya kesadaran masyarakat akan potensi desa pariwisata, tumbuhnya minat masyarakat untuk melakukan upaya-upaya menata destinasi wisata yang pada gilirannya bermanfaat sebagai wahana usaha ekonomi keluarga dan terbentuknya kelompok masyarakat usaha pendukung pengembangan destinasi wisata desa baru sehingga menjadi obyek wisata alam yang ramai dikunjungi wisatawan untuk menambah Pendaparan Asli Daerah (PAD) bagi Desa Buluh Naman.

Abstract

Usaha Mikro Kecil dan Menengah (UMKM) merupakan salah satu penopang perekonomian nasional di Indonesia. Berdasarkan data Kementerian Koperasi dan UMKM (2018), sebanyak 98,7 persen usaha di Indonesia merupakan usaha mikro. Dengan jumlah yang cukup besar tersebut, UMKM dapat menyerap 89,17 persen tenaga kerja dalam negeri. Mengingat tingginya kontribusi UMKM terhadap perekonomian nasional, berbagai kegiatan guna mengembangkan UMKM terus dilakukan oleh pemerintah. Salah satunya ialah dengan menjalin kemitraan dengan berbagai pihak sesuai dengan UU NO 20 Tahun 2008 tentang UMKM. Permasalahan utama adalah checking kemitraan yang kurang ketat dalam hal rekrutmen UMKM binaan. Penelitian ini bertujuan untuk mendeskripsikan kemitraan Dinas Koperasi dan UMKM Provinsi Sumatera Utara dengan PTPN 3 (Persero) dalam pengembangan UMKM di Kota Medan. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi, dan dokumentasi yang berkaitan dengan kemitraan antara PTPN 3 (Persero) dengan Dinas Koperasi dan UMKM Provinsi Sumatera Utara. Data yang diperoleh kemudian diinterpretasikan dan dideskripsikan menggunakan CSR Implementing Framework oleh Paul Hohnen (2007) yang mencakup 4 indikator yaitu Planning, doing, check, dan Evaluating. Dari hasil penelitian, CSR dalam bentuk kemitraan antara Dinas Koperasi dan UMKM Provinsi Sumatera Utara dengan PTPN 3 (Persero) sudah cukup efektif. Akan tetapi masih terdapat kekurangan dari segi checking UMKM binaan yang kurang ketat. Mekanisme rekrutmen UMKM binaan yang kurang ketat dapat menimbulkan tingginya angka piutang tak tertagih serta laporan yang tidak tertulis dalam tahapan checking dapat menjadi masalah. Ada baiknya pihak Dinas Koperasi dan UMKM Provinsi Sumatera Utara memberikan laporan secara tertulis sehingga apabila ada masalah di kemudian hari pihak Dinas Koperasi dan UMKM Provinsi Sumatera Utara dapat memberikan bukti bahwasannya mereka sudah melakukan tugas dan tanggung jawabnya dengan baik dan benar.Kata Kunci: Corporate Social Responsibility, Kemitraan, Pengembangan UMKM, Usaha Mikro Kecil dan Menengah.

Abstract

The results of this study have not gone well. This is due to the inability of the Medan City Transportation Service to provide strict sanctions so that there are still people (public transport drivers) who do not periodically test their vehicles. along 245.1 KM which causes a lack of supervision at every point in Medan City.

Abstract

The Medan City Government Resilience Service is responsible for the implementation of food which is structurally the authority of the Medan City Food Security Service. according to the main task and function, the Medan City Food Security Service must be able to empower all existing regional components/devices. Thus, with coordination among development actors, the implementation of food security in Medan City can be implemented successfully and efficiently. The research method used is descriptive qualitative. Techniques for collecting data were interviews, observations, and document recording. The data obtained are then analyzed by examining all the data that has been collected which is supported by the results of interviews with the effective coordination theory approach by Tripathi and Reddy (1994), namely direct relationships, initial opportunities, continuity, dynamism, clear goals, simple organization, formulation of authority and responsibility, effective communication, and effective supervisory leadership. The results of this study have not gone well. This is due to the inability of the Medan City Food Security Service to vary food, this program also causes dependence so that people do not have an effort to improve their nutrition, and the lack of supervision by the City of Medan so that there are people who misuse aid..

Abstract

Abstract: The People's Online Complaints Aspiration Service (LAPOR) is one of the innovations implemented by the government as a forum for the community to submit their complaints about the services provided by the government. This study is to describe in detail the effectiveness of the People's Online Complaints Aspiration Service (LAPOR) in improving public services at the Medan City Population and Civil Registry Service by using Duncan's theory of effectiveness to determine the factors that contribute to the LAPOR program. The research method used is descriptive qualitative. Data collection techniques were carried out by interview, observation and documentation. The findings in the field of research conclude that the effectiveness of LAPOR has not been going well, this can be seen from the community that considers the time given by the government to obtain reports is still relatively long apart from that the socialization carried out is still less effective. Keywords: Effectiveness; Public Service, Online Complaints; People's Online Complaint Aspiration Service (LAPOR)            Abstrak: Layanan Aspirasi Pengaduan Online Rakyat (LAPOR) merupakan salah satu inovasi yang di terapkan oleh pemerintah sebagai wadah bagi masyarakat dalam menyampaikan keluhannya atas pelayanan yang diberikan oleh pemerintah. Penelitian ini untuk mendescripsikan secara rinci efektivitas Layanan Aspirasi Pengaduan Online Rakyat (LAPOR) dalam meningkatkan pelayanan publik di Dinas Kependudukan dan Catatan Sipil Kota Medan dengan menggunakan teori efektivitas Duncan untuk mengetahui faktor yang berkontribusi dalam program LAPOR. Metode penelitian yang digunakan adalah deskriptif kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Hasil temuan dilapangan penelitian menyimpul-kan bahwa efektivitas LAPOR belum berjalan dengan baik hal ini dapat dilihat dari masyarakat menganggap waktu yang diberikan pemerintah untuk mendapatkan lapor masih tergolong lama selain itu sosialisasi yang dilakukan masih kurang efektif. Kata kunci: Efektivitas; Pelayanan Publik, Pengaduan Online; Layanan Aspirasi Pengaduan Online Rakyat (LAPOR)

Abstract

Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan Pelaksanaan Program Jaminan Kecelakaan Kerja (JKK). Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan teknik wawancara, observasi, dan dokumentasi. Hasil dari penelitian menunjukkan bahwa pelaksanaan program jaminan kecelakaan kerja (JKK) dalam meningkatkan jaminan sosial di pasar Sambas Kota Medan belum maksimal. Karena meskipun BPJS Ketenagakerjaan Kota Medan menjalankan kebijakan berlandasan hukum tetap saja ada beberapa alasan dimana SDM masih kurang maksimal. Kemudian sarana dan prasarana yang belum lengkap. Dalam sosialisasi karakteristik agen perisai menjadi sorotan utama karena memang tugas utama adalah menyampaikan pesan terkait program JKK pada pedagang, namun pedagang berasumsi sikap agen perisai belum begitu maksimal melayani pedagang yang tergabung dalam program JKK. Ditambah lagi masalah kondisi ekonomi sosial dan politik dimana untuk ekonomi merupakan paling banyak penekanan karena pedagang merasa pendapatan mereka kurang sehingga tidak ikut serta dalam program JKK dan salah satu masalahnya adalah pembatasan sosial skala besar di masa pandemi kemarin.

Abstract

This study aims to find out and describe how the Implementation of the Complete Systematic Land Registration Program at the National Land Agency of Simalungun Regency. This research uses descriptive research method with a qualitative approach. Data collection techniques were carried out by interviews, observation and documentation to key informants and key informants involved in the implementation of the Complete Systematic Land Registration implementation program. The data obtained were then analyzed qualitatively by reviewing all of data supported by Van Meter and Van Horn theory which included policy standards and objectives, resources, characteristics of implementing agencies, implementor dispositions, communication between organizations, and the economic, social environment, politics. From the results of the study, the Implementation of the Complete Systematic Land Registration Program at the National Land Agency of Simalungun Regency was found to be running well even though the existing human resources or implementing personnel were still lacking in quantity. So that implementation both in the field and at the office must work with an inappropriate workload.

Abstract

This study aims to determine and describe how the Karo Regional Disaster Management Agency's Capacity in Handling Siosar Relocation Houses Phase I, with a descriptive method with a qualitative approach that explains the phenomenon in depth through data collection such as interviews, observations, documentation, and literature studies. In this study, we used Horton's theory with indicators of organizational capacity assessment, including human resources, infrastructure, technology and financial resources, strategic leadership, programs and management, network cooperation and relationships with other parties. Through this study, researchers found that the capacity of the Karo Regional Disaster Management Agency in handling Siosar Phase I Relocation Houses was not maximized, judging from the indicators of human resources that were not maximized, where the educational background of employees was not in accordance with position placement, related to infrastructure, technology, and resources. related to the chief executive's strategic leadership not interacting with employees; related to programs and management where lack of knowledge causes errors in writing sub-districts in house certificates in stage I; and related to relationships with other parties that are not good due to a lack of communication and coordination, resulting in a lack of communication.
