Abstract

The government of Pematangsiantar Municipality is one local government that has interpreted the regulations of Government Regulation (Peraturan Pemerintah/PP) Number 61/2010 and has started to implemented its regulation by issuing Municipal Regulation (Peraturan Walikota) Number 13/2012 regarding on Guides for Information and Documentation Service Management Within Governmental Institution of Pematangsiantar as guidance procedures. This paper dis-cusses about the things that affect to implementation of this policy. Collecting data of this study is using field research. The finding of this study is there are eight things that affect to implemen-tation of PP No. 61/2010 on Pematangsiantar City Government. First, the standardize about policies and objectives; Second, the resources; Third, communication and strengthening the ac-tivities of the implementing agencies; Fourth, characteristics of the implementing agencies of public policy; Fifth, condition of social economic and political development; Sixth, the disposi-tion implementor or the attitude of the implementers of public policy; Seventh, the existence of the plan and the placement of the task correctly; Eight, Existence of compliance and the re-sponse implementing agencies.Keywords: Local government, regulation, public services.

Abstract

The research examined the effectiveness of decentralization program on the healthcare sector at the provincial level in the context of political and administrative decentralization. It adopted qualitative approach and employed the technique of in-depth interview, observation on documentation. Informants consist of public servants, practitioners, community and relevant stakeholders. The implementation of decentralization does not work that ideal for some reason: the devolution and the decentralization programs are not conducted simultaneously, mutually support and complimentary; the lack of local apparatus capabilities to understand and carry out the principles and the practices of the programs in the field; the limitation of financial sources and support to conduct the programs.

Abstract

Gurukinayan Village is being relocated because this village is located in the Disaster Prone Areas Region (KRB) III. Gurukinayan Village was relocated to a safer place so that the community could have a decent life. Relocation has been slow due to government support still low, both political and administrative support. This research identifies the community's opinion on the relocation of settlements, analyzes the location of the relocation destination and examines what happens in the settlement relocation plan. Bardach states there are criteria for looking at independent relocation in the village of Gurukinayan, these criteria complement legaly, political acceptance, and robustness in conditions of administrative implementation, and improvability. The method used is a qualitative research method. Research data obtained through observation and interviews, also includes literature review and data from government organizations that require independent relocation. Based on the research results, in the eradication of the Mount Sinabung eruption disaster, there have been recommendations for the design of financial problems policies and the availability of ready-made funds that can be accessed by the Karo Regency BPBD. However, efforts to improve policies to create alternative solutions have not yet arrived at plans to make preparations for effective improvement of the eruption of the Mount Sinabung disaster. The results of this study offer a new concept, namely the discussion of the implementation of the Sinabung eruption disaster management policy must be supported by the community, protection, and professional organizational capabilities so as to be able to support access to law and political policy and support resilience in conditions of administrative implementation and improvability.

Abstract

Pengawasan Lalu Lintas merupakan salah satu bentuk upaya yang dilakukan pemerintah dalam menjamin kelancaran arus lalu lintas. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan kapasitas Dinas Perhubungan Pemerintah Kota Binjai dalam pengawasan lalu lintas. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa Kapasitas Dinas Perhubungan Pemerintah Kota Binjai dalam Pengawasan Lalu Lintas masih belum maksimal. Hal ini dapat dilihat dari perlunya peningkatan kualitas sumber daya manusia; infrastruktur, teknologi dan sumber daya keuangan belum memadai dalam mendukung kinerja; kepemimpinan strategis belum dilakukan secara maksimal; program dan manajemen proses belum efektif serta hubungan dan kerjasama dengan pihak lain belum optimal. Dinas Perhubungan Pemerintah Kota Binjai perlu melakukan peningkatan kapasitas dalam pengawasan lalu lintas di Kota Binjai

Abstract

Banyaknya pelaku usaha mikro bidang produksi yang mengalami penurunan omzet dan pendapatan akibat krisis pandemi COVID-19 mendorong Pemerintah Provinsi Sumatera Utara mengeluarkan program pemberdayaan masyarakat untuk usaha mikro bidang produksi. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan program pemberdayaan masyarakat pelaku usaha mikro bidang produksi di dinas koperasi usaha mikro kecil dan menengah kota medan. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa program pemberdayaan masyarakat pelaku usaha mikro bidang produksi di dinas koperasi usaha mikro kecil dan menengah kota medan belum terealisasi dengan baik. Hal ini ditunjukkan dari kurangnya pengetahuan penggunaan teknologi dalam hal pemasaran sehingga membutuhkan kerja sama dengan beberapa market place dan kurangnya kesadaran usaha mikro bidang produksi untuk berpartisipasi menjadi binaan Dinas Koperasi Usaha Mikro Kecil dan Menengah Kota Medan.

Abstract

One of the impacts of the Covid-19 pandemic is the obstruction of public services. Online Adminduk Service is a service carried out by the Disdukcapil Pematangsiantar City which is regulated in the Minister of Home Affairs Regulation Number 7 of 2019 concerning Online Population Administration Services. In its implementation, problems are still found, namely the length of the account registration process, people still have to come to the Disdukcapil office, there are still many people who complain about the attitudes and behavior of employees and the lack of public understanding in using websites and using smartphones.

Abstract

Citizens fell difficult to access Sihobas. Online services which should make it easier to take care of the required population documents. The purpose of this study was to describe the effectiveness of the Population Administration Information System (Sihobas. Online) at the Simalungun Regency Population and Civil Registration Service. This study use a qualitative descriptive research method. The data obtained were then analyzed using the Martani and Lubis theoretical approach, which focused on the process approach as viewed from Human Resources, Facilities and Infrastructure and Population Documents. Through this research, it is known that Sihobas. Online is not running effectively, this is because currently Sihobas. Online is not activated and cannot be accessed by the public in an indefinite period of time.

Abstract

Abstract: The Ministry of Agrarian Affairs and Spatial Planning/Head of the National Land Agency issues and implements a program in the land sector, namely the Complete Systematic Land Registration (PTSL), which is the first simultaneous land registration. This study describes in detail the implementation of the Complete Systematic Land Registration (PTSL) program in realizing orderly land administration at the National Land Agency of Medan City by using the Van Meter and Van Horn policy implementation models to determine the factors that contribute to PTSL policy. The research method used is a qualitative method in descriptive form. Data collection techniques were carried out by interview, observation and documentation. The findings in the research field concluded that the implementation of the PTSL program had been going well even though it was affected by the COVID-19 pandemic, thus requiring a refocusing of the budget to the health budget which resulted in fewer targets and realizations. Besides that, it is necessary to add juridical and physical personnel because human resources are important actors in a policy.Keywords: Program Implementation, Complete Systematic Land Registration (PTSL), Orderly Land Administration Abstrak: Kementerian Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional mengeluarkan dan melaksanakan program dibidang pertanahan yaitu Pendaftaran Tanah Sistematis Lengkap (PTSL) yang merupakan pendaftaran tanah pertama kali secara serentak. Penelitian ini untuk mendeskripsikan secara rinci implementasi program Pendaftaran Tanah Sistematis Lengkap (PTSL) dalam mewujudkan tertib administrasi pertanahan di Badan Pertanahan Nasional Kota Medan dengan menggunakan model implementasi kebijakan Van Meter dan Van Horn untuk mengetahui faktor yang berkontribusi dalam kebijakan PTSL. Metode penelitian yang digunakan adalah metode kualitatif dalam bentuk deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Hasil temuan di lapangan penelitian menyimpulkan bahwa implementasi program PTSL sudah berjalan dengan baik walaupun terkena dampak dari pandemi COVID-19 sehingga mengharuskan refocusing anggaran kepada anggaran kesehatan yang menyebabkan target dan realisasi menjadi lebih sedikit. Disamping itu perlunya penambahan tenaga yuridis dan tenaga fisik karena sumber daya manusia merupakan aktor penting dalam suatu kebijakan.Kata kunci: Implementasi Program, Pendaftaran Tanah Sistematis Lengkap (PTSL), Tertib Administrasi Pertanahan

Abstract

Salah satu upaya pemerintah dalam memberikan dan melindungi hak anak atas identitas diwujudkan dengan menerbitkan kebijakan Kartu Identitas Anak (KIA). Dengan itu pemerintah mengeluarkan Pernendagri Nomor 2 Tahun 2016 tentang KIA, KIA hanya diterbitkan oleh Disdukcapil Kabupaten/Kota.Tercantum dalam Pasal 2 peraturan tersebut, penerbitan KIA bertujuan untuk meningkatkan pendataan, perlindungan dan pelayanan publik serta sebagai upaya pemenuhan hak konstitusional warga negara. Kesadaran masyarakat di Kabupaten Deli Serdang akan pentingnya KIA sebagai upaya perlindungan dan identitas anak masih tergolong rendah. Dapat dilihat dari sasaran yang ada di Kabupaten Deli Serdang. Terdapat 22 kecamatan dan sasaran yang wajib memiliki KIA di Kabupaten Deli Serdang berjumlah 560.395 orang anak. Pada tahun 2020 jumlah sasaran yang memiliki KIA hanya 33.597 dari 584.327 anak. Target nasional sebesar 20% pada Kabupaten dan kota. Pelaksanaan KIA di Kabupaten Deli Serdang belum mencapai setengah dari jumlah anak di Deli Serdang dan juga target sasaran yang diharapkan. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif, dengan Teknik analisis data dengan reduksi data, penyajian data, dan penarikan kesimpulan. Untuk menjamin kebenaran informasi, peneliti menggunakan triangulasi data. Pengumpulan data dilakukan dengan teknik wawancara, observasi, dan dokumentasi yang berkaitan dengan implementasi kebijakan KIA dalam meningkatkan pelayanan publik di Disdukcapil Kabupaten Deli Serdang. Hasil penelitian menyatakan bahwa implementasi kebijakan KIAdalam meningkatkan pelayanan publik di Disdukcapil Kabupaten Deli Serdang sudah dijalankan. Dalam proses implementasinya Disdukcapil sudah melakukan koordinasi dengan kantor Camat dan bekerjasama dengan sekolah-sekolah yang ada di Kabupaten Deli Serdang. Namun dalam pelaksanaanya Disdukcapil terdapat kendala salah satunya karena adanya pandemi Covid-19. Hal tersebut mengakibatkan kurang maksimalnya sosialisasi kepada masyarakat. Masyarakat juga tidak merasakan manfaat dari KIA ini dikarenakan belum adanya pemanfaataan data melalui KIA oleh organisasi publik di Kabupaten Deli Serdang.

Abstract

The Medan City Micro, Small and Medium Enterprises Cooperative Service (UMKM) guide the provision of training, socialisation/counselling and assistance in the form of tools and funds following the needs of the UMKM sector. However, there are problems in UMKM coaching that are carried out, namely the weakness of UMKM data collection, UMKM coaching is still uneven, and there needs to be more assistance for UMKM actors who have received coaching. The research method used in this study is a qualitative descriptive research method. Data collection in this study was carried out by interview, observation, and documentation techniques. The data obtained were analysed using a qualitative organisational performance theory approach proposed by Moeheriono, including effectiveness, efficiency, quality, timeliness, and productivity. The results of this study indicate that the performance of the Medan City Micro, Small and Medium Enterprises Cooperative Service is effective because the coaching objectives have been achieved. Still, it could have been more efficient in terms of funds. The performance of the Medan City Micro, Small and Medium Enterprises Cooperative Service (UMKM) from quality indicators is good regarding transparency, conditional, participative aspects, and the balance of rights and obligations. However, it still needs to improve accountability and equal rights. Its performance has good timeliness and productivity.
