Abstract

Abstract

UNWTO (2020) stated that the Covid-19 pandemic was the biggest crisis in the modern tourism industry. Areas with a high dependency on the tourism sector, such as Bali, since the more profound impact of this crisis. This study intends to quantify the pandemic's impact on industries closely related to tourism and the accommodation industry (i.e., star hotels, non-star hotels/hostels/villas/guest houses/home stays/cottages/other accommodation businesses). Using descriptive statistical analysis, the study examines the pandemic's impact on Bali's accommodation industry in terms of the number of businesses, employment, and the value added /output it produces compared to the pre-pandemic period (2019). From the analysis results, it was found that, in the two years of the pandemic, the accommodation industry in Bali experienced a decline in the number of businesses by almost a quarter for both star and non-star hotels. In terms of employment, almost a quarter of the workers in the accommodation industry lost their job, either becoming unemployed or moving to other business fields in 2020. Meanwhile, the value-added loss of the accommodation industry in Bali is estimated at 18.62 Trillion Rupiah during this pandemic.

Abstract

Tourism is one sector that generates a lot of labor migration, both between countries and between regions. Bali as one of Indonesia's tourism centers, has a number of foreign nationals or expatriates who work especially in the hotel industry and generally they are at the managerial level. This study examines the extent of the implications of the individualism-collectivism cultural dimension of Hofstede (1980) on expatriates in the hotel industry and how they can adapt to these cultural differences. A comparative analysis of the Individualism-Collectivism Index (IDV) from the countries of origin of the expatriates was carried out to be compared with Indonesia's IDV values as an approach to Bali's IDV values which are presented descriptively based on a study of literature. A significant difference was found between the Bali IDV values and the IDV values of the countries of origin of the expatriates, especially western countries such as the United States, Australia and the United Kingdom which have high IDV values (more than 50) indicating that their cultural dimensions are more individualism, while Indonesia's IDV value including Bali is low as a reflection of collectivism culture. Thus, expatriates assigned to hotels in Bali who come from countries with individualistic characteristics should adapt to the characteristics of local employees in Bali who tend to be collective by implementing collectivism characteristics in their human resource management, namely group performance based.

Abstract

This study employs a hybrid New Keynesian Phillips curve (NKPC) model, comprising the dynamic panel, spatial dynamic panel, and semiparametric spatial dynamic panel models, to examine the dynamics of regional inflation in Indonesia from Q1 1997 to Q2 2023. The latter model, which employed the inverse distance weight (IDW), was identified as the most optimal model. The findings indicated that the lagged inflation and output gap variables transmitted a notable impact on regional inflation of Indonesia. Furthermore, the significance of the spatial spillover parameters indicates the existence of spatial regional inflation spillover in Indonesia. Jakarta, Central Java, and East Java represent the three most significant focal points of inflation dynamics in Indonesia, exerting the greatest influence on other regions. While, South Kalimantan, Jakarta, and East Java were the top three regions experiencing the greatest impact from inflationary pressures originating elsewhere. Through sensitivity analysis, it was found that a flattened Phillips curve was present throughout the period under study. It is therefore recommended that policies be intensified with a view to controlling prices, strengthening policy synergies, and improving the efficiency of goods distribution channels, both for the focal point and for regions experiencing inflationary pressures as a result of spillovers.
