Abstract

ABSTRACTThe Fisheries Management Area of Republic Indonesia or often abbreviated as WPP-NRI is a fisheries management area for fishing, conservation, research and fisheries development covering inland waters, archipelagic waters, territorial sea, additional zones and the Exclusive Economic Zone of Indonesia (ZEEI). Priority of selection work unit surveillance as the base pier becomes something very important because the pier of the surveillance vessel becomes a major requirement. The base pier is not just a place to moor the vessel but the base pier becomes a function of ongoing surveillance operations. In this case the facilities and facilities of the base pier should be able to provide facilities as well as ease in supporting surveillance operations activities.Problem in selection of prioritization unit of work is a complex problem, it needs a method to overcome them.TOPSIS is one of decision making method capable for solving the problem of multi-criteria, TOPSIS working principle is the chosen alternative should have the closest distance from the positive ideal solution and the farthest from the most negative solution.The result of testing on 11 alternatives in 6 criteria showed that development priority area for fisheries surveillance work units in WPP NRI 711 were: Batam (score 0,672) work unit Pontianak (score 0,671), and Natuna (score 0,647).The results of the ranking are to be used as a reference for determining the improvement surveillance strategy and to minimize losses due to illegal fishing of the natural resources in the region of WPP NRI711 in Indonesia.Keywords: TOPSIS, work unit, WPP NRI 711ABSTRAKWilayah Pengelolaan Perikanan Negara Republik Indonesia atau sering disingkat dengan WPP NRI merupakan wilayah pengelolaan perikanan untuk penangkapan ikan, konservasi, penelitian, dan pengembangan perikanan yang meliputi perairan pedalaman, perairan kepulauan, laut teritorial, zona tambahan, dan Zona Ekonomi Ekslusif Indonesia (ZEEI). Prioritas pemilihan UPT Pengawasan SDKP (Sumber Daya Kelautan dan Perikanan) sebagai dermaga pangkalan menjadi sesuatu yang sangat penting dikarenakan dermaga kapal pengawas menjadi suatu kebutuhan yang paling utama. Dermaga pangkalan bukan hanya sebatas tempat untuk tambat kapal saja melainkan dermaga pangkalan menjadi sebuah fungsi berlangsungnya kegiatan operasi pengawasan. Dalam hal ini adalah sarana dan fasilitas dermaga pangkalan harus mampu memberikan fasilitas serta kemudahan dalam mendukung kegiatan operasi pengawasan. Permasalahan penentuan prioritas pemilihan satker merupakan masalah yang komplek maka diperlukan suatu metode untuk membantu mengatasinya. TOPSIS adalah metode pengambilan keputusan yang mampu menyelesaikan masalah multi-criteria. Prinsip kerja TOPSIS adalah alternatif yang dipilih harus memiliki jarak terdekat dari solusi ideal positif dan terjauh dari solusi ideal negatif. Dari pengujian 11 alternatif dari 6 kriteria didapatkan prioritas pengembangan satuan kerja wilayah pengawasan perikanan di WPP 711 adalah: Satker Batam = 0,672; Satker Pontianak = 0,671 dan Satker Natuna = 0,647. Hasil perangkingan tersebut akan dijadikan acuan sebagai dasar penentuan strategi peningkatan pengawasanwilayah perikanan di WPP 711 sehingga mampu meminimalisasi kerugian negara akibat pencurian SDA di wilayah WPP 711 Indonesia.Kata kunci: TOPSIS, unit kerja, , WPP NRI 711

Abstract

Pangandaran is located in the southern coast of the Java Island. Some of Pangandaran fishers operate lift net (bagan) to catch fish and shrimp. During hauling process, the net is lifted manually using a roller that potentially harm the fishers. The purpose of this study was to design a mechanical roller that applicable for lift net. The analysis of design requirement, such as calculation of torque, horse power, and reduction power with gear mechanism for operating the roller were applied in this research. The results showed that the net lifting operation required 4.8 HP or 3.6 KW of diesel engine to power a hydraulic pump. For the maximum load, when the net is fully loaded with fish, the operation required 67.91 HP or 50.64 KW. It means power from the diesel motor was not enough to support at maximum load. Therefore, a gear mechanism with a ratio of 1:14 was applied. However, this method reduces the angular speed of the gear which leads to reduction on net pulling speed. Abstract

Decision-making to determine the working units for being prioritized to be developed in order to improve fishery monitoring in WPP-711 is imperative. The Ministry of Maritime Affairs and Fisheries should make no mismatch decision-making through long-term calculation and analysis. The problem of determining the priority of working units is a complex problem, thus it is required to find an appropriate method to avoid a missmatch decision. TOPSIS is a decision-making method capable of solving multi-criteria problems. TOPSIS working principle determines the alternative by considering the shortest distance from the positive ideal alternative and furthest from the ideal negative solution. To improve the performance of TOPSIS, this research is integrated with Fuzzy logic with the aim of giving the right numeric value preference. From the test of 11 alternatives of 6 criteria, the priority of development of fishery monitoring in FMA 711 is: Pontianak Working Unit= 0.917, Batam Working Unit = 0.791 Natuna Working Unit = 0.685 and Tanjung Pinang Working Unit = 0.607. Furthermore,  the ranking result will be used as the basis for determining the strategy in increasing the monitoring of WPP-711 to minimize State losses due to the illegal fishing within Indonesia’s WPP-711 Regions.

Abstract

The Pangandaran lift net is a traditional fishing gear used by fishermen to catch small pelagic species such as anchovies and rebon shrimp. The traditional operation technique makes the lift net become less productive and highly dependent on the strength of the fishermen who operate it. The purpose of this study is to determine the amount of power needed to lift the net and catch when haulling on the lift net so that it can be used as a reference as a design tool for towing a roller. The analysis used is the analysis to determine the extent of the structure of fishing gear, catches, Drag force, Buoyancy and Gravity. The results showed that in the lift net which has dimensions of length, width and height measuring 10 x 10 x 15 meters and with a catch per setting of 200 kg, the roller of lift net must be able to lift a minimum load of 4488.4 newtons if the load is already above the surface of the water. However, catches and fishing gear that are lifted by roller charts with a speed of 0.05 meters / second produce a load of 327.2 newtons when in the water column with a density of 1025 kg / m3. Then the minimum power required by a roller chart is 22.44 kw.

Abstract

In an effort to improve the welfare of fishing communities, the Community Service program is an alternative in empowering the economy of fishing communities. There is a fishing village in Paciran Village, Lamongan Regency, East Java which carries out fishing activities near the coast. These fishermen experience problems with the lack of lighting when carrying out fishing activities, apart from that, fishermen also experience problems with maintenance and repair of the motors used on their boats. To overcome this problem, Community Service activities were carried out using presentation methods and training methods (workshops) regarding the installation of solar panels on fishing boats and maintenance and repair of ship motors. This activity is able to motivate fishermen to use solar panels as an energy source for lighting their ships when carrying out fishing activities as well as giving fishermen the ability to carry out maintenance and repair of ship motors independently.
