Abstract

Potensi sumber daya alam yang dimiliki sebagian besar wilayah terluar Indonesia adalah sumber daya kelautan dan perikanan. Hal ini dapat dipahami mengingat Indonesia merupakan negara kepulauan dimana aspek kelautan menjadi sangat dominan. Berdasarkan Peraturan Presiden Republik Indonesia Nomor 78 Tahun 2005 Tentang Pengelolaan Pulau-Pulau Kecil Terluar terdapat 92 pulau terluar. Sangat menungkinkan apabila sektor perikanan dan kelautan dapat menjadi basis dan andalan pengembangan ekonomi wilayah perbatasan tersebut. Namun demikian, dalam kenyataannya wilayah-wilayah perbatasan dengan basis perikanan belum banyak yang berkembang. Metode penelitian yang digunakan adalah studi kasus dengan lokasi penelitian di Kabupaten Nunukan Kalimantan Timur. Hasil penelitian menunjukkan bahwa CPUE penangkapan adalah 95 kg/trip dengan komoditas unggulannya meliputi tenggiri, arut, udang putih, teri, bawal hitam dan bawal putih. Terjadi praktek Illegal Unreported Unregulated (IUU) yang dilakukan oleh kapal-kapal penangkap ikan dari Malaysia dan Pilipina yang menggunakan alat tangkap trawl, pancing dan purse seine. Tindak pelanggaran yang sering terjadi adalah (i) pelanggaran wilayah, dalam arti bahwa para nelayan asing memasuki wilayah Indonesia, (ii) illegal fishing, (iii) penyelundupan. Produktifitas nelayan Kabupaten Nunukan masih relatif kecil dengan rata-rata 10 kg per hari.

Abstract

This research was conducted in Ternate Waters which is located in Fisheries Management Zone or WPP 715 (Maluku Sea, Gulf of Tomini, and Ceram Sea). DKP and LIPI (2001) reported that the level of exploitation on fish resources in this area is just reach to about 41.83%. To assure a sustainable capture fisheries in this management area, a study based on Code of Conduct for Responsible Fisheries (CCRF) criteria is needed so that the fisheries potential resources could be optimally utilized, to contribute a significant role in the local economy and fisher’s prosperity. This study was aimed to (1) identifying fishing units which are supporting the CCRF’s criteria, (2) determining an optimal composition of fishing units to be developed. The research was conducted using survey method. Scoring method and Linear Goal Programming are among the method of analysis applied. The result of analysis shows that most of the fishing units operating in the area are still fulfillling the CCRF criteria. The analysis also shows the most favourable fishing units to be furtherly developed for the area in ranking order, subsequently are : the handline, pole and line, and purse seine. The optimal composition of fishing units to be developed in the research area are : the handline 751 units, pole and line 33 units, and purse seine 86 units.

Abstract

Less on developing and contributing fisheries sector on Gross National Product (GNP), especially capture fishing efforts in Indramayu Regency, dominantly because of capital limitation and imprecisely capture fishing sector development. This research is trying to analyze financial feasibility of capture fishing sector and its relationship with financial institutions. The analyzing methods would be referred to Hanley and Spash (1993) there are Net Present Value (NPV), Net Benefit – Cost Ratio (B/C Ratio), Internal Rate of Return (IRR), Return of Investment (ROI), and Payback Period (PP). The results shows that capture fishing with payang, drift gill net (JIH) and state gill net (JIT) are capture fisheries efforts with good financial conditions (NPV Payang = Rp 169.798.012, NPV JIH = Rp 344.738.291, NPV JIT = Rp 454.465.535, and the other five capture fisheries efforts have NPV, B/C Ratio, IRR, ROI and PP appropriate with terms and conditions, then its could be more development and proper to get financial institutions support. Capture fisheries with fishhook and fishing line are not properly to be develop. There are four potential financial institutions which could support the capture fisheries efforts, but for now, only Jabar-Banten Bank and KPL Mina Sumitra which needed its actions. And the kind of credits/payments/ services which could be optimally used from Jabar-Banten Bank are Micro Credits and Peduli Credits, with each reaching Rp 422.400.000 and Rp 105.600.000 each year. KPL Mina Sumitra consist of Investment Credits, Micro Credits and Development Services are reaching Rp 9.280.000.000, Rp 928.000.000 and Rp 464.000.000 each year. There are financial institution which not needed its services because of the credits scale which offered are not suitable, the relations not connected, there are problems in collateral, and trust factor.

Abstract

The total catch from small scale demersal trawl fisheries is categorised into target catch and the bycatch. The target catch were identified during the research consists of 6 species which comprises of bago (Penaeus semisulcatus), jerbung (Penaeus merguiensis), kipas (Scylaroides squamosus), krosok (Parapenaeopsis sculptilis), ronggeng (Harpiosquilla rhapidae) and windu (Penaeus monodon) with the total catch of 271,59 kg (25,41%). The bycatch which is categorised as economic highly valuable consists of 4 species such as (Loligo sp) , kepiting (Scylla serrata), rajungan (Portunus sp) and sotong (Sepia sp) with the total catch of 154,97 kg (14,50%). Then the bycatch which low economic valuable consists of 30 species 642,27 kg (60,10%), from the total catch of 1068,83 kg. The morfology of fish were dominated by compress fish with the standard length range between 7 to 20 cm and width range between 0,2 to 2,3 cm.

Abstract

The export value of total fish was US $ 2.258 billions in 2007 and shrimp contributed US$ 1,029 billions. Export shrimp products have to comply with requirements defined by importing countries, such as USA and European Union. Several problems of Indonesia exports shrimp, such as detentions upon arrivals in importing countries has challenged to improve export shrimp product. Laboratory analysis on contaminants, such as Escherichia coli, nitrofurans and sensory evaluation of shrimps throught out chains of production was performed. Existing system such as implement-tations of Standard Sanitation Operational Procedures (SSOP) and Hazard Analysis Critical Control Point (HACCP) during production chains of shrimp were verified. Existing system would not yet perform efectively to prevent detention of shrimp product, since certification system has not been implemented holistically. Good handling practices (GHP) at both fishing vessells and collection places have not been in place. Improvement of the certification system covering SSOP,GHP/Good Aquaculture Practice, and HACCP implementation, monitoring for contami-nants, process inspection, and final product inspection on production from ponds to processing units has been developed. Health Ccertificate for export shrimp is issued based on monitoring for contaminants, process inspection and necessary laboratory analysis as a holistic and integrated system.

Abstract

Nowadays,venture capital is not  known on the field of marine and fisheries, while this sector has a problem in capital needed.  Challenges of capital needed  have became a classical problem on fisheries sector, so it requires a comprehensive solution by all parties.  The existence of venture capital on the one hand who actually provide the opportunity is big enough to bridge and help solve the problem.  But on the other hand, until this time there is no model for the appropriate use of venture capital in the fishery.  The goal of this research is to analyze the role of venture capital funding in the fishery, to analyze the impact/influence of the venture capital  fishery and determine the development of policy scenarios for the development of venture capital fisheries.  This research is conducted in the Tegal District because this area has a lot of fishermen who receive assistance from the venture capital PT Facilities Central Java Ventura. approaches of this reseach are descriptive analysis, regression analysisand Data Envelopment Analysis (DEA).  The results of  this research are venture capital have positif or significant influence to the performance of fisheries sector in Tegal District if its  operated appropriate with early criterias or terms of venture capital ditribution and it is need specific criterias terms in venture capital credit distribution, such as ship lifespan, fisherman experiences and capital quantity that distributed.   Key words: capture fisheries, performance, Tegal District, venture capital

Abstract

Kulon Progo's Regency constitutes one of region at Yogyakarta’s Province who have potency of  fishery resources that needs to be developed. Fishery effort at Kulon Progo's Regency starts amends on year 2000 by wreaked its fishermen from outside regions, one of it comes from Cilacap.  This effort can pull local society for tries at the fishery area, although with medium and infrastructure that still circumscribed.  System approximate methods is utilized to analize fishery catches effort’s system at Kulon Progo's Regency.  Effort’s analyze include type establishment fishes out superior, effort productivity, technical aspect, social aspect, and financial aspect. SWOT’s analyze is utilized to determine strategy alternative and fishery effort catches development at Kulon Progo's Regency.  Result of the researches pointed that type fishes out superior at Kulon Progo’s Regency is tigawaja fishes (Johnius dussumieri), white pomfret (Pampus argentus), and lobster (Panulirus sp.).  Averagely haul productivity have gyration among 19,96 until with 32,22 kg per trip per year.  Tool catches in point be utilized is sirang's net or bottom gillnet.  Kulon Progo's Regency society works as farmer.  Profession as fisherman constitutes to main part time work of large part society at kulon Progo.  Acquired effort of bottom gillnet as big as Rp 132.812.500 per year, Ratio per Cost as big as 1,68 per year, and Payback Period as big as 0,24 year.  Strategy alternative which one that as priority in develop fishery catches effort in Kulon Progo, which is increasing medium and infrastructure of production, increasing arrest fleet, increasing human resources quality of fishery, and accelerate landing base fishes development.Key words: fisheries catch effort, Kulon Progo, system approaching

Abstract

The scads (Decapterus spp) in North Maluku waters is highly potential and the utilization in developing phase. However, there is an indication of overexploited found in the coastal waters. The aims of this research are: (1) to determine population parameters of Decapterus macarellus based on the biological approach; and (2) to find out fishing season of the scads. The research was conducted from January to December 2008, in the North Maluku waters. Data for the research consisted of primary and secondary data. The data were analyzed using methods of the growth coefficient and the length infinity, the length-weight relationship, maturity level in fishes, estimating the size at first maturity in fishes, fecundity and moving average analyses. The results show that growth of female D. macarellus was quicker than masculine, and both had a maximum length-growth at the age of 4 year. Growth pattern of D. macarellus had a specific characteristic, called "minor alometrik", meaning that length-growth was quicker than weight-growth of the body. The catch of D. macarellus was dominated by inmature species. The most maturity of the D. macarellus was found in March. The size at first maturity was reached at a length of 25,8 cm. Spawning took place in April or May. Fecundity ranged from 28875 to 84000 eggs with a total length of 268 to 310 mm. Fishing season of scads occurred from March to October with the peak season in August.

Abstract

This study is conducted on the waters of South Lampung Regency. It requires data and information on the potential natural resources, human resources, institutions, and facilities and infrastructure. The data and information on catchment fishery will become a priority for analysis. An analysis is also made to determine a standard for fish catching units covering biological, environmental, sustainable, and financial feasibility aspects. The next step is to conduct an integrated analysis of all aspects in relation to the development of seven fish catching units selected, to make priorities of development, and to determine the sensitivity of the development against any possible changes. It is expected that the analysis of fish resources and selection of fish catching units can solve the problems of catchment fishery in the region, and help fishermen to increase productivity. The increased fish production will give a significant contribution to the development of fish businesses and fishermen’s income. With an increased income, it is certainly expected that the fishermen’s welfare will also improve.

Abstract

Each input of economic development of marine and fisheries activities able to be measured/evaluated its works more interrelated with its input, output, outcome and its impact related with its contribution in national economics matters. Recently, the position of marine and fisheries in national development and economic has not at the position which able to be evaluated its works yet since formally it has not be inserted in national economic/ Gross Domestic Products (GDP). In other hand, the establishment of marine and fisheries department that has get fund from National budget (APBN) to manage and facilitate of marine and fisheries management able to be measured for its impact for national economics matters. The aimed of this research is to analyze the factors related with above matters consists of : VA, sub-sector of marine potential, perception of official and capacity building.The result of this research shows that inclusion of marine and fisheries sector in Gross Domestic Products (PDB) able to do that are : firstly, separate fisheries sub-sector from agriculture sector and then put in the marine and fisheries sector, secondly, potential of marine resources has high economics value to product such as coastal water has NPV USD 69.5 and IRR 30%. Thirdly, placement of marine and fisheries sector in PDB has supporting from related official but it needed to be supported by rearrangement of DKP structure organization.
