Abstract

This article discusses the importance of building collaboration among agencies in managing student support service for the distance student in Universitas Terbuka/UT (Indonesia Open University/IOU). As a mass-scale university with the number of students more than 600 thousand scattered in 37 provinces in Indonesia and overseas, heterogeneous socio-cultural background, offering more than 200 study program, and semester test held simultaneously, UT should be able to recruit thousands of tutors, invigilator, and executive personnel to conduct academic activities in those region. UT should manage course development team (curriculum developers, modules developers, content experts, media specialists, and art designers, linguists, and also graphics developers). UT should also provide classrooms for academic activities, lab and computer to facilitate student support service. This condition implies that the availability of human resources and infrastructure, including a computer lab connected to the internet in each unit of study is a necessity. Therefore, in order to improve the quality of distance learning and to accelerate change of learning style from traditional-based to e-learning-based, collaboration between UT with local agencies is a must to ensure the availability of human resources and e-learning facilities. Artikel ini membahas tentang peranan kolaborasi antar lembaga dalam upaya meningkatkan kualitas pelayanan bagi mahasiswa peserta program pendidikan jarak jauh di Universitas Terbuka (UT). Model perkuliahan sistem jarak jauh mengharuskan pesertanya mempraktekkan belajar mandiri, menggunakan modul sebagai bahan belajar utama, dan memanfaatkan ICT sebagai media dalam proses pembelajaran. Bahan ajar dalam bentuk cetak dan non-cetak dikembangkan oleh tim pengembang yang meliputi pengembang kurikulum, pengembang modul, ahli materi, ahli media, ahli bahasa, dan ahli grafik. Bantuan belajar disediakan dalam bentuk tutorial secara tatap muka dan online bagi mahasiswa di setiap unit belajar di dalam dan luar negeri. Sebagai sebuah perguruan tinggi berskala massal dengan jumlah mahasiswa lebih dari 600 ribu, mahasiswanya tersebar di 37 propinsi di Indonesia dan luar negeri, menawarkan lebih dari 100 program studi, serta ujian semester dilaksanakan secara serentak, maka UT harus mampu merekrut ribuan tenaga akademik (tutor), pengawas ujian, dan tenaga pelaksana ujian semester di setiap wilayah unit belajar. Untuk melaksanakan ujian semester dan memberikan layanan bantuan belajar, UT juga harus mampu menyediakan pusat unit belajar di daerah (regional center), ribuan ruang ujian, ruang untuk tutorial serta fasilitas lab computer. Karena itu, kolaborasi antara UT dengan instansi pemerintah dan non-pemerintah di daerah harus dilakukan untuk menjamin kelangsungan kegiatan akademik di daerah. Demikian pula, ketersediaan SDM berbasis ICT yang berkualitas dan infrastruktur termasuk lab komputer yang terkoneksi dengan internet di setiap unit belajar harus menjadi prioritas demi terciptanya pembelajaran berbasis e-learning bagi mahasiswa UT di daerah.

Abstract

This article discusses the influence of initiations materials, discussion and assignments in online tutorial to the final scores of Strategic Management course at Batam UTs regional center. There were at least 23% of respondents who stated their disagreement on each statement in the instrument. However, initiation materials, discussion and assignments were significantly influenced the final score. The three independent variables were able to explain 72,8% of variance in courses final score. Artikel ini membahas pengaruh inisiasi, diskusi dan tugas pada tutorial online terhadap nilai akhir semester pada matakuliah Manajemen Strategi di UPBJJ-UT Batam. Terdapat paling sedikit 23% responden menyatakan ketidak setujuan mereka sebagai jawaban terhadap pernyataan yang diberikan pada instrumen. Namun demikian, secara statistik, inisiasi, diskusi dan tugas mempengaruhi nilai akhir semester matakuliah secara signifikan. Ketiga variabel ini mampu menjelaskan varians pada nilai akhir semester sebesar 72,8%.

Abstract

This article aims to report students perception on face to face tutorials at Universitas Terbuka. Three latent variables which are tutors performance, tutorial result and tutorial cost were investigated. The respondents were 100 students from Jakarta and 100 students from Bandung where each location consisted of 50 students from Faculty of Education and 50 students from Faculty of Economics and Faculty of Social Sciences. Data was analyzed by using Factor Analysis, Multivariate Analysis of Variance, Univariate Analysis of Variance, and t-test.The results were: (1) The majority of students gave positif respon to all of the statements, (2) 10 out of 48 staments on students perception have to be considered by UPBJJ-UT and UT management because 10%-13% of respondents gave low scores, (3) Student from Faculty of Economics and Sicial Science at UPBJJ-UT Bandung had higher scores in tutorial result than their colleagues from Faculty of Education (4) Student from Faculty of Education at UPBJJ-UT Jakarta felt that tutorial cost was more expensive than their colleagues from other faculties, (5) There was no significant difference between students from UPBJJ-UT Jakarta and Bandung based on their perceptions on tutors performance, tutorial result, and tutorial cost.

Abstract

Kegiatan Abdimas dengan pola Itpek bagi Masyarakat (IbM) dilaksanakan di TK Darul Ulum jalan H. Suaemi Parung Tengah Kecamatan Bojongsari - Depok. Kegiatan dilaksanakan dengan tujuan untuk membekali sumber daya manusia (SDM) di TK tersebut agar mampu mengembangkan berbagai kebutuhan dalam menjalankan kegiatan pembelajaran, seperti: menentukan metode pembelajaran dan media pembelajaran, mengembangkan rencana program pembelajaran harian (RPPH), mengembangkan alat evaluasi hasil belajar yang tepat untuk menilai hasil belajar siswa. Kegiatan abdimas juga memfasilitasi tersedianya sarana dan alat permainan yang mendukung kegiatan pembelajaran. Strategi pendekatan dalam abdimas dilakukan dengan metode penyuluhan dengan rincian kegiatan: Analisis situasi dan kondisi TK Darul Ulum Duren Mekar Urun pendapat dengan pimpinan dan para guru TK Darul Ulum tentang strategi pelaksanaan kegiatan Penyegaran dalam penyusunan RPPH Penyegaran pemanfaatan Metode dan Media Pembelajaran matematika di PAUD Penyegaran pengembangan assesmen di PAUD Program abdimas telah dilaksanakan sesuai dengan rencana kegiatan dan anggaran. Kegiatan berjalan efektif selama 3 bulan dan mengacu pada permasalahan yang dihadapi mitra. Para guru merasa terbantu dengan adanya kegiatan seperti ini. Terutama terkait dengan topik-topik yang disampaikan pada setiap sesi kegiatan dan juga terkait dengan terwujudnya alat-alat permainan dan media pembelajaran yang mereka perlukan. Berdasarkan evaluasi dari mitra, program ini dipandang penting untuk dilanjutkan mengingat banyaknya manfaat yang telah diperoleh dari kegiatan ini. Seandainya dapat dilanjutkan, mitra berharap pelaksanaan kegiatan ini dapat mencakup bidang-bidang lainnya, seperti keterampilan seni.

Abstract

The background of this research is that the utilization of teacher certification allowances has not been maximized, has not been able to improve teacher competence, and has not seen the impact of certification on improving learning. This study aims to analyze the implementation of teacher certification allowance policies in Nunukan Regency; including knowing the inhibiting factors and strategies to overcome these obstacles. The theory of policy implementation used is from Van Meter van Horn (1975), which consists of Policy standards and targets; Resources Communication between organizations, Characteristics of implementing agencies; Social, economic and political conditions. The research approach is qualitative using case studies. Data collection techniques through interviews, observation, and documentation. Informants in this study were the Head of the Education Office, the Head of the GTK Department of Education, the Principal, and each school operator. The results showed that the implementation of the teacher certification allowance policy in Nunukan Regency was carried out well, this can be seen from the policy standards and targets that are used as a reference in its implementation, the adequacy of adequate human resources, facilities, and finances. Communication is also carried out well between the education office and the school. The characteristics of implementing agents, social, economic, and political conditions, and dispositions are also going well. The inhibiting factor for the implementation of this policy is that there are still teachers in schools who are unable to fulfill the teaching load 24 hours per week due to limited classes in each school and the additional duties of the teacher, namely as a homeroom teacher, OSIS coach, and extracurricular guidance.

Abstract

Environmental Management System (EMS) is one of the tools that can be used in environmental management. Slaughterhouses (RPH) are facilities, where animals are slaughtered for consumption as food products. This practice aims to assess and identify the current suitability/conditions at Jone Slaughterhouse (RPH) to the implementation of the Environmental Management System from ISO clause 14001. Practice shows that there are several documented ISO 14001 clauses such as organization (clause 4), Leadership (clauses 5.1, 5.3), planning (clause 6.1.3), support (clause 7.1), and performance evaluation (clause 9.1.2).This practice aims to analyze and identify the current suitability / conditions at Jone Slaughterhouse (RPH) to the implementation of the Environmental Management System from ISO clause 14001 to the operations of RPH Jone.This practice is useful as a study and information material as well as a study for interested parties to take concrete steps or policies in the development of the slaughterhouse business (RPH) based on the ISO 1400 Environmental Management System
