Abstract

The purpose of this study is to examine the implementation of performance-based budgets at Satker (Task Force) Polres (Resort Police) Ternate in terms of planning, implementation (including transparent and accountability), evaluation, performance measurement, effectiveness, and efficiency. using qualitative descriptive approaches with 5 informants and documentation study studies The outcomes revealed from the perspective of planning seen the process that has been procedurally seen the relationship between Renstra, Renja, and RKA and budget preparation done bottom up. However, several challenges remain in its implementation, particularly a shortage of HR expertise in linked roles. Aspects of implementation reviewed from transparency show that all members and functional units are aware of the budget allocation of each of these things seen from Kasatker's attention to socializing RKA/DIPA, in terms of accountability seen to comply with budgeting mechanisms and can be accounted for and can be assessed success or failure in the achievement of targets Evaluation is carried out on a regular basis to determine the extent to which budget realization has been achieved and to identify problems connected to budget use. The achievements of each strategic target indication are observed in performance measurement.

Abstract

This study aims to describe and describe the meaning of reality about the conception and unravel the legal observance of the managers of the Kie Raha Mandiri Regional Company by exploring the structure of their consciousness. The method used is a qualitative method, with the author chosen phenomenological approach, which is the stage of Husserl's transcendental phenomenological analysis. Husserl's transcendental phenomenology emphasizes subjectivity and uncovers the essence of experience through merging fact and ideal. The data sources used are primary and secondary data. In contrast, the technical data collection is Observation, Interview, and Documentation, as well as data analysis using Miles And Huberman's theory, namely, data collection, data reduction, display data, and concluding. The results showed that results of this study showed that: (1) the planning aspects were not apparent both in the short, medium, and long term, the management of the core business was ineffective, the amount of capital participation was not by the profits obtained; (2) Organizing is not based on administrative principles, both HR capabilities, specialization, task hierarchy, and authority and responsibility: (3) The actuating has not run optimally, the ability of the leadership is weak, and the ability of the SDM is limited: (4) the control function of the supervisory board is still weak until it suffers significant losses

Abstract

This study aims to investigate the influence of financial literacy and Sharia financial literacy on financial attitude and behavior. The population in the study were students of Khairun University and IAIN Ternate. A total of 188 respondents were involved and purposively selected as the samples. The study used validity and reliability tests as part of the instrument test. For hypothesis testing, a simple regression analysis was used. The results showed that all hypotheses were supported. The final part of the study discusses findings, conclusions, and suggestions for future research.

Abstract

The purpose of this research is to design a strategy for developing superior processed food products to encourage economic growth in South Halmahera Regency. Using a SWOT analysis, the research findings are increasing community participation in increasing their production capacity through collaboration with other institutions (SO strategy); 2) utilizing technology to enhance people's creativity create more competitive products (WO Strategy establishing a soft approach to the community to support government programs (ST Strategy); increas coordination with the village government to ascertain the program is successfully proven (WT strategy). The results of this study indicate that the government program in developing processed products has not been fully implemented by the community. Therefore, further research should develop by adding key informants.

Abstract

Riset terbaru di 2019 menyebutkan Bahwa indeks literasi keuangan masyarakat di kota Ternate termasuk masyarakat di Kota Ternate yang masih berada pada kondisi less literate, artinya masih banyak masyarakat yang belum melek dan teredukasi mengenai keuangan. Akibatnya, di kota Ternate marak terjadi investasi ilegal yang merugikan masyrakat, bahkan masyrakat dengan pendidikan tinggi sekalipun. Dalam menyelesaikan permasalahan mitra diatas diperlukan sebuah metode pelaksanaan yang efektif, yaitu metode partisipatif. Dimana pada metode ini mitra diberi keleluasaan untuk mengemukakan inovasi dan kreativitas mitra sedangkan pengabdi lebih pada mengarahkan. Program Pengabdian Kepada Masyarakat (PKM) ini memberikan fasilitasi dan transfer iptek kepada pihak mitra (UKM Bisnis) oleh Tim PKM yang mempunyai kepakaran di Bidang Manajemen Keuangan dan Manajemen Strategi. Melalui kegiatan pengabdian ini masyarakat terutama generasi muda di Kota Ternate memperoleh tambahan pengetahuan tentang literasi keuangan sehingga memiliki kemampuan dalam melakukan perencanaan keuangan dengan lebih baik, dapat menentukan produk dan layanan jasa keuangan yang sesuai dengan kebutuhan, memahami dengan benar manfaat dan risiko, mengetahui hak dan kewajiban serta meyakini bahwa produk dan layanan jasa keuangan yang dipilih dapat meningkatkan kesejahteraan masyarakat, serta terhindar dari aktivitas investasi pada instrumen keuangan yang tidak jelas.

Abstract

Simplification of the structure and equalization of administrative positions is a bureaucratic streamlining program to realize fast, effective, and efficient public services, As is the priority program of the leadership of the president and vice president. The purpose of this study analysis is to analyze the effectiveness of the policy of equalizing administrative positions to functional positions in the Regional Secretariat of North Maluku Province. This study uses a descriptive analysis approach to explain and analyze the effectiveness of equalization of positions. The study data used is in the form of literature studies. The results of the study analysis show that the policy of equalizing administrative positions to functional positions has not been implemented effectively. The impact on the equalization of administrative positions into functional positions is still in accordance with the indicators of organizational efficiency. Administrative officers who are transferred to majority functional positions do not meet the educational and competency requirements required in the functional positions they will occupy, because the equalization of positions provides a lot of tolerance for the requirements of functional positions.

Abstract

The aims of this study were: (1) to find out and analyze the effect of financial knowledge on family financial management in the people of the East Tidore sub-district. (2) To find out and analyze the effect of financial knowledge on financial management moderated by lifestyle. The number of samples in this study were 100 respondents from family members in the East Tidore sub-district. The test tool used is simple linear regression analysis using the statistical package for social scientists (SPSS) 25 as a statistical test tool. The results of the study show that: (1) Financial knowledge influences family financial management in the East Tidore sub-district community; and (2) Lifestyle influences and strengthens financial knowledge on family financial management in the East Tidore sub-district community

Abstract

This study aims to examine the influence of islamic financial literacy towards the utilization of islamic banking services. Religiosity as a moderating variable. The sample in this study were customer of Islamic banking in Ternate City taken by purposive sampling method. The number of samples used were 100 respondents. The method of analysis of this research used simple linear regression analysis and moderated regression analysis with SPSS. The result of this research showed that Islamic financial literacy has a positive and significant effect to the utilization of islamic banking services. Meanwhile religiosity weakens the connection between islamic financial literacy and the utilization of islamic banking services.

Abstract

Women (fishermen's wives) in the coastal community of Guraping Village, North Oba District, Tidore Islands City play a very important role in maintaining the survival of their households. Because it often happens that the husband's source of income as the head of the family is relatively little. using methods; FDG, lectures, training and monitoring, The target of service activities is to fishermen's wives to manage good and healthy household finances. The output of this dedication is published in service journals, videos and online or print media. Results: held on Sunday, August 13, 2023, at the Guraping sub-district office office in North Oba district, the post-graduate PKM activity will be carried out at noon at 13.00 Wit until it is completed. The participants who attended for this PKM activity were 25 people consisting of fishermen's wives and young men from Guraping. Given the importance of women's role in the household, it is important to know the contribution made by women to meet their household needs.

Abstract

This study aims to determine and analyze the effect of regional original income and balancing funds on regional financial independence in regional governments in North Maluku Province. The sample in this study used a purposive sampling method. Based on the sample selection with the criteria, 11 local governments in North Maluku Province or 55 observation units were selected within a period of 5 years. The analytical method used in this research is panel data analysis. The results of the study show that regional original income has a significant positive effect on regional financial independence and the balancing fund has a significant negative effect on regional financial independence in each local government in North Maluku Province.
