Abstract

Many countries open up to capital flows and commodity as part of globalization. On the other hand, many countries are looking at migration, related to cultural differences, as a threat to sovereignty and national identity. In the context of international migration, Indonesia has a fairly complex position. Analysing the relationship between international migration and foreign policy, the two of Myron Weiner framework that we can use are the security / stability framework (SSF) and the international political economy framework (IPEF). In the end, based on that two frameworks can be seen that the migration process affects foreign policy goals and the other way, like two sides of coin. Both the framework can serve as the basis to think that both sending and receiving countries can take a significant opportunity.Keywords :globalization, international migration, foreign policy, domestic policy

Abstract

United Nations as international organization issued an international convention to eliminate discrimination towards women, called CEDAW (Convention on Elimination of All Form of Discrimination Against Women). As the one of the nation that ratified the convention, Indonesia, adopted CEDAW articles that becomes UU RI No. 7 Tahun 1984. Indonesia agreed to prevent further discrimination towards women and implement all the policies written on those article. Unfortunately, the success and implementation of CEDAW is still doubtful, especially in political realm. The number of women political participation never reached 30% according to the affirmative action that is stated in Indonesian Constitution. The 2009 and 2014 general election showed that women’s representation in parliament in still low and not having significant change. The success of CEDAW can be seen from women’s political participation, measured by international indicator called GEM (Gender Empowerment Measure). GEM is used to measure shift and effectiveness of the implementation of CEDAW Convention in Indonesia, especially in political participation. This article concluded that CEDAW International Convention in political participation is not effective yet, considering the number of women in parliament not balanced with ratio of women citizen in Indonesia.

Abstract

Permasalahan lingkungan masih menjadi isu utama bagi negara-negara di Kepulauan Pasifik. Kawasan ini dikenal sebagai salah satu yang paling rentan terkena bahaya alam dan perubahan iklim di dunia.[1]  Penelitian terbaru menunjukkan bahwa setidaknya 8 pulau di Samudera Pasifik telah tenggelam akibat naiknya permukaan air laut.[2]  Ancaman serupa pun terjadi di Indonesia. Sebagai negara yang terletak di kawasan Pacific Ring of Fire dan dikelilingi tiga lempeng tektonik menyebabkan Indonesia menjadi wilayah yang rawan bencana. dampak perubahan iklim telah mengancam sekitar 2000 pulau akan tenggelam sebelum tahun 2050.[3] Melihat pada tantangan dan ancaman yang dihadapi oleh negara-negara di kepulauan Pasifik dan Indonesia, membangun kerja sama yang konstruktif untuk mengatasi permasalahan lingkungan yang terjadi menjadi hal yang penting. Tujuan dari penelitian ini adalah mengidentifikasi tantangan-tantangan keamanan lingkungan yang dihadapi oleh negara-negara kepulauan Pasifik, memetakan kerja sama yang sudah dilakukan antara Indonesia dengan kawasan Pasifik, dan mengelaborasi mengapa kerja sama ini penting. Penelitian ini mengandalkan metode kualitatif dengan teknik pengumpulan data melalui studi literatur. Penelitian ini berpendapat bahwa kerja sama yang dilakukan melalui kerangka kerja sama Selatan-Selatan dan Triangulat merupakan upaya untuk memperkuat peran Indonesia dalam menjalin hubungan dengan PICs dan untuk mengatasi tantangan lingkungan.

Abstract

This paper is based on a research that looked into the potentials of women as stakeholders in improving the protection of Indonesian women migrant workers abroad. It was designed based on the assumptions that an identification of the potentials of women at various levels and in various institutions may positively contribute to the efforts of finding solutions for the problems faced by women migrant workers and that rather than being seen merely as victims, women should be seen as actors who can actively participate in addressing the problems. This paper analyzes efforts made by a number of Indonesian women who are publicly recognized for their works in promoting the protection of Indonesian women migrant workers, both as state and non-state actors in the context of policy making. The focus is on how these women perceive the extend to which their efforts have been able to influence the policy making process. The discussion also includes how the women responded to the challenges and opportunities that they encounter as part of their learning process. The data for this paper was gathered through interviews with six prominent woman figures who are known for their work on the issue of women migrant workers. While confirming that as actors outside the government these women have made efforts to influence the policy making process, this paper showcases that the actual impact of their efforts is highly determined by the policy environment.

Abstract

In the last two decades, Sumba Island has experienced a shift in livelihood patterns after the extension of four regencies in the region. The change was initiated by Indonesia's development program through agro-industrial expansion in areas considered less fertile. In addition, the hilly characteristics of the region with vast grasslands and also the traditions of the Marapu indigenous people in Sumba have attracted the attention of the tourism industry. Therefore, indigenous communities have experienced a shift in land ownership systems and some of them have shifted to livelihood strategies of small farm management to non-agricultural activities, such as mining or becoming migrant workers. These changes also affect the gender division of labor and also the symbolic values of Sumba's indigenous people, such as weaving activities carried out by women. They utilize the skills they have acquired over generations to respond to these conditions and support their family's and community’s resilience. To understand changes in livelihood conditions, the meaning of symbols, and women's narratives, this research uses qualitative methods within the Sustainable Livelihood Framework with an ecofeminism perspective. This research discusses how the agency of women weavers in responding to changes in livelihood patterns amid the implementation of capitalist-patriarchal oriented development programs. The findings of this study show that the agency and activism of women weavers are influenced by affective historical factors by adapting the symbolic value of weaving customs into economic and emancipatory values. Abstract

China, as a developed country, has established bilateral cooperation with Brazil through investment in the Belo Monte project. This journal article further discusses the effectiveness of the Belo Monte project, a collaboration between China and Brazil. Based on constructivist theory, this cooperation is not only based on the interests of both countries, but also involves the implementation of rules and norms that recognize issues such as violence, conflict, and racial issues. The assessment of the Belo Monte project, which follows the criteria of the World Bank Group covering aspects such as wages, work duration, contract clarity, workload, and worker safety, shows that the Belo Monte project has succeeded in managing the aspects provided by the World Bank Group. The Belo Monte project through constructivist theory is considered quite effective and is able to fulfill and protect the human rights of individuals involved in the project and is in line with the principles of constructivism applied in bilateral cooperation between China and Brazil. Abstract

Education is viewed as being distant from the reality of students’ life. Through contextual learning, students suppose to understand social reality and to have skills also knowledge to prepare their lives after graduated. However, this contextual learning method is often not a priority for schools and teachers due to limitation in meeting curriculum standards as well as limited expertise of teachers to provide education that is in accordance with the lives and realities of their students. To fill the gap in the provision of contextual education, it is necessary to take an active role from various groups, such as universities through community service activities (pengabdian masyarakat) to complement primary and secondary schools teaching by introducing knowledge and skills connected to student’s experiences and social realities. Community service activities carried out by Department of International Relations and Informatics Engineering, Parahyangan Catholic University at Bani Yasin Sukabumi Islamic boarding school (pesantren) that aim to assist the pesantren with contextual knowledge and experience relevant to their students’ day to day environment. On the one hand, this activity provides students with local content such as agriculture for youth, migrant workers issues and process, basic literacy knowledge, and values ​​in the affective domain. Students can also connect their daily lives experiences with the introduced knowledge and skills in a pleasant atmosphere. This activity further encourages the importance of participation and collaboration for effective contextual learning process. On the other hand, this community service activity is constrained by the pandemic situation which hinders the process of reflection and optimization of students’ creativity to process the knowledge gained from this interaction into how they solve their daily life problems.
