Abstract

This study aims to determine the role of stakeholders in the regulation and guidance of street vendors in Tlogosari Kulon Village, Pedurungan District, Semarang City and to identify inhibiting factors in the implementation and management of street vendors. This research method uses descriptive qualitative, by collecting observational data, interviews, library research and documentation, interview techniques conducted to several informants including the Semarang City Trade Office, Semarang City Police Satpol, Tlogosari Kulon Urban Village, Street Vendors (PKL) in the Kelurahan Tlogosari Kulon and the Tlogosari Kulon Community. The results showed that the role of the Semarang City Trade Office as a policy creator, coordinating with other agencies and PKL Tlogosari Kulon, as well as building PKL Shelter Suryokusumo Market. The role of the community as an implementator is to provide active input in the regulation or preparation of public policies in the regulation and guidance of street vendors, both directly and indirectly. While the inhibiting factors are lack of effective communication, lack of human resources and a fragmented bureaucratic structure.

Abstract

Significantly there was an increase in the number of proposals work units that launchedthe Integrity Zone, but the increase of proposals number was not followed by the highlevel of work units breakdown towards Corruption-Free Areas and the Clean and ServingBureaucracy. Likewise, the BBWS Pemali Juana Semarang, which the value in themanagement of human resource indicators is still below the minimum value. This studyaims to analyze the implementation and factors that encourage and hinder theDevelopment of Integrity Zones Towards Corruption-Free Areas and the Clean andServing Bureaucracy in Balai Besar Wilayah Sungai Pemali Juana Semarang. Thisresearch uses descriptive qualitative approach. The results of the study show that thereare several obstacles in the implementation of policies towards WBK as follow (1) Thereare types of education and training that irrelevant to the duties and functions of the office,(2) Gaps in opportunities/rights to get education and training and other competencies,(3 ) Monev reporting has been carried out every six months, (4) The preparation of monevreports depend on the collection of SKP, (5) Short-term programs monitoring is difficult,(6) Employees pay little attention to SKP collection deadlines, (7) Employees pay lessattention to the achievements of their own performance, (8) There are employees makingmass SKP, (9) Period of individual performance measurement done every semester.

Abstract

Roadside parking makes a large contribution to local revenue if managed properly. However, in its implementation, there have been many practices of "illegal parking" which have made the management very bad and caused losses to the parking users. Thus, government collaboration in parking management is important to involve all relevant stakeholders involved as a whole, forming cooperation, both in consensus and in decision making. This study focuses on-street parking management strategy from a collaborative governance perspective. This study used a descriptive qualitative method with the research location in the city of Semarang. Data collection was carried out through in-depth interviews with related agencies, apart from observing and documenting. From observations in the field, the researchers found that the Semarang City Government has not performed its function optimally as the main pillar in determining policies related to parking management. For this reason, a management strategy with a government collaboration concept approach that involves several stakeholders is needed to solve the parking problem collectively. With the concept of collaborative governance, it will reduce irregularities and monopolies in the implementation of parking management.

Abstract

Lebak Regency as one of the districts that is still lagging behind in Banten Province, does not rule out the possibility of having the potential to be developed so that it can compete with other districts / cities in Banten Province. PKWp is the center of activities that are promoted later to be designated as Regional Activity Centers. There are two sub-districts included in the PKWp in Lebak Regency, namely Maja and Bayah. The problem that occurs is that it still relies on the agricultural sector so that it needs to be developed in the non-agricultural sector, limited supervision of spatial utilization, not yet supporting infrastructure facilities in the development of PKWp, and regional disparities between districts in Lebak Regency. The purpose of this study was to find out and analyze the development of PKWp in Lebak Regency and analyze the driving or inhibiting factors in developing PKWp in Lebak Regency. This study used qualitative research methods. The results of this study the driving factors in regional development, namely physical (education, health, economy and infrastructure) and investment, while inhibiting factors in regional development, namely social, productive population migration, government policies, trade patterns and trade activities.
