Abstract

Roadside parking makes a large contribution to local revenue if managed properly. However, in its implementation, there have been many practices of "illegal parking" which have made the management very bad and caused losses to the parking users. Thus, government collaboration in parking management is important to involve all relevant stakeholders involved as a whole, forming cooperation, both in consensus and in decision making. This study focuses on-street parking management strategy from a collaborative governance perspective. This study used a descriptive qualitative method with the research location in the city of Semarang. Data collection was carried out through in-depth interviews with related agencies, apart from observing and documenting. From observations in the field, the researchers found that the Semarang City Government has not performed its function optimally as the main pillar in determining policies related to parking management. For this reason, a management strategy with a government collaboration concept approach that involves several stakeholders is needed to solve the parking problem collectively. With the concept of collaborative governance, it will reduce irregularities and monopolies in the implementation of parking management.

Abstract

This research focuses on the Formulation of Regional Regulation Policy Number 3 of 2017 concerning the Riau Malay Customary Institution, Dumai City. This study aims to examine the process of formulating a Perda policy by the Dumai City DPRD and related institutions. This study used a descriptive qualitative approach, in which the informants were determined by purposive sampling from various related agencies. The results of the study found that the process of determining Perda policies follows the direction of the prevailing laws, but the compilation process has not been carried out in a holistic manner, it is lacking in depth, especially in the phase of setting the policy agenda. In this context, it was found that the identification of the problem was not very deep related to the problems and peculiarities of the local cultural, customary and historical conditions. Apart from the Perda, there is also no clear framework for protecting, defending and fighting for the fate of indigenous peoples and local communities. Furthermore, in the drafting phase, it has not yet mobilized public participation, including providing public space and public discussions. In fact, this shows the openness in the formulation phase of the Perda. The interesting thing here is that the concept of the Perda in broad terms refers too much to the Perda of the Riau Provincial Malay Customary Institution. So it is advisable to clarify the concept and frame work "so that it is affective in achieving the mission and goals of the Riau Malay Customary Institution. This study concludes that the Perda is more oriented towards micro interests, namely internal organizations, besides the need to have a legal basis, it can also be used as a basis for obtaining grant allocation from the Dumai City APBD.

Abstract

The lack of community participation, coordination between actors is still low, actors aren’t yet closely connected, no binding agreement, domination and lack of commitment by government actors are the reasons why the solid waste management policy didn’t run well. According to sustainable development goals, consistent and committed cooperation is needed among the actors. The importance of this research is to analyse the network of policies on waste management. This study uses DeLeon and Varda's and Thomas and Grindle’s. Data collection uses interview with informants selected through purposeful technique and document studies. This study uses qualitative method. The result is the policy networking of solid waste management at Semarang District has almost fulfilled these seven characteristics. It can be more optimal because the actors that represent don’t include business and media actors, the hierarchical power structure, and the inevitable domination of government actors. Supporting factors include elements of participation, pluralism, and openness. The inhibiting factor is the element of collaboration that hasn't been achieved due to the lack of cooperation with business actors. The results above can be used as a reference for widening the collaboration, especially between business actors, community actors, and media actors in waste management in Semarang District.
