Abstract

Teknologi Informasi dan Komunikasi (TIK) yang berkembang pesat merupakan peluang besar bagi sektor swasta maupun pemerintah untuk memasarkan produknya. Melihat fenomena ini, maka Pemerintah Kota Magelang dalam hal ini Dinas Kepemudaan, Olah Raga dan Pariwisata (Disporapar) melakukan terobosan pemasaran menyesuaikan tren terkini, tidak hanya menggunakan cara konvensial seperti brosur, booklet dan beriklan melalui media cetak. Menghadapi era digital ini perlu langkah kreatif dan inovatif dalam pemasaran pariwisata. Penelitian ini bertujuan untuk mengidentifikasi kendala yang ditemui dalam mempromosikan pariwisata Kota Magelang dan menawarkan alternatif peluang promosi dengan memanfaatkan internet dan kerja sama dengan komunitas media sosial. Dengan kelebihan media sosial yaitu sederhana, global, dan interaktif, dapat menjadi cara baru yang efektif dan murah. Hal ini mengingat masyarakat semakin dinamis dan bersentuhan dengan internet dalam kesehariannya. Langkah yang telah ditempuh di antaranya memberikan edukasi pada kelompok sadar wisata agar memanfaatkan media sosial untuk promosi wisata lokal. Lebih jauh, komunitas pegiat media sosial penting dilibatkan menjadi mitra kerja pemerintah dalam mempromosikan wisata unggulan di Kota Magelang agar lebih viral. Ke depannya, pemerintah daerah dan pelaku bisnis pariwisata harus konsisten memanfaatkan media dan teknologi informasi sebagai sarana promosi kepada seluruh calon wisatawan dan pemangku kepentingan lainnya sehingga terbangun sistem informasi wisata Kota Magelang yang terintegrasi

Abstract

The success of development programs does not only rely on the role of government, but also involves the role of the community. Currently, society is placed as a subject in development. The government's role as a regulator and facilitator means that the government is obliged to prepare a set of rules as guidelines for implementing the program. The community is given the opportunity to be involved in planning, implementation and accountability. This research aims to determine the role of government and community participation in development in Magelang Municipality, especially in the implementation of the Rodanya Mas Bagia program. The research method used is descriptive qualitative using a case study approach. Data collection techniques used were interviews, observation and documentation. Secondary data is obtained from documentation, statutory regulations, books, journals or other publications. Data analysis is carried out through the process of data collection, data condensation, data presentation and drawing conclusions. The research results show that: 1) the planning stage, the community provides input, suggestions, ideas in the process of preparing the RT profile and preparing the community activity plan (RKM); 2) implementation stage, the community is involved to become members of the Pokmas. The spirit of mutual cooperation and community self-help grows in this program; and 3) at the results utilization stage, the benefits of procurement of goods such as procurement of CCTV, street lighting, construction of study halls, RW halls and RT facilities can be felt. The suggestions given by the researchers are that procurement of goods in the future will be directed at productive activities that are sustainable with community empowerment and the proposed activities can be based on regional communities in one RW, the capacity and competence of Pokmas still need to be increased so that they are not dependent on assistant staff, and there is a need to form Regional Regulations to further strengthen community empowerment policies.

Abstract

Bureaucratic reform requires changes in mindset, work patterns and performance of every state apparatus. However, often the implementation is still far from what is expected from the objectives of implementing bureaucratic reform. The aim of this research is to determine the extent to which bureaucratic reform has been implemented in order to realize good governance in the Kulon Progo Regency Government. This research uses a qualitative methodology by prioritizing interviews and documentation. As for the research results, it can be concluded that the implementation of Kulon Progo district bureaucratic reform has gone well with the achievement of a "BB" score of 78.05 from the Ministry of Administrative and Bureaucratic Reform. Changes to the RB Road Map for 2023-2026 to ensure that RB management runs effectively, is more structured, systematic and massive to achieve bureaucratic reform targets. However, there are still obstacles in its implementation, including implementation that is not evenly distributed because it is still considered the task of certain work units only, partially and individually, participation of leaders and subordinates is not yet optimal and the implementation of reforms is still largely a formality.
