Abstract

AbstractNetwork models of UKM based similar products are grouping UKM agent based similar produc¬tion business, so that it can synergize the various forces in the production and marketing of UKM products. The purpose of research to find a model of UKM based grouping similar products in District Umbulharjo, Yogyakarta. The research method was descriptive qualitative attempted to describe in depth the phenomenon of UKM in developing business group. The data collected with interviews and focus group discussions to collect data and information direct from UKM. The results showed that the formation of groups of UKM largely goverment follow the instructions in order for the distribution of grants to UKM. However, this model is prone UKM group disbanded, due to the formation of groups of motives for wanting to get help, then when the help runs out group disbanded. While the formation of group-based UKM and similar products tend to be initiated from the gras¬sroots can thrive as Batik Studio Jenggolo Pandean Village, Batik Jumputan Batikan (BJB) group at the Annual Village, District Umbulharjo. With a group of similar products can synergize the strengths of UKM, so as to increase production and ready to face the global market.Keywords: UKM agent, networking, similar products, global marketsAbstrakModel UKM berbasis jejaring produk sejenis adalah pengelompokan pelaku UKM berbasis produk sejenis sehingga bisa mensinergikan berbagai kekuatan dalam produksi dan pemasaran produk UKM. Tujuan penelitian untuk menemukan model pengelompokan pelaku UKM berbasis produk sejenis di Kecamatan Umbulharjo, Kota Yogyakarta. Metode penelitian adalah deskriptif kualitatif yang berusaha menggambarkan secara mendalam fenomena UKM dalam mengembangkan kelom¬pok usaha. Dengan teknik pengumpulan data interview dan FGD untuk menggali data dan infor¬masi langsung dari pelaku UKM. Hasil penelitian menunjukkan bahwa pembentukan kelompok UKM sebagian besar mengikuti petunjuk pemerintah dalam rangka untuk pendistribusian bantuan dana kepada pelaku UKM. Namun kelompok UKM model ini rawan bubar, karena motif pemben¬tukan kelompok karena ingin mendapat bantuan, maka ketika bantuan habis kelompokpun bubar. Sedangkan pembentukan kelompok UKM yang berbasis produk sejenis dan diprakarsai dari gras¬sroots cenderung bisa berkembang dengan baik seperti Sanggar Batik Jenggolo Kelurahan Pandean, kelompok Batik Jumputan Batikan (BJB) di Kelurahan Tahunan, dan kelompok usaha olahan pangan lainnya. Dengan demikian ada sinergi berbagai kekuatan pelaku UKM, sehingga mampu meningkatkan produksinya dan siap menghadapi pasar global.Kata Kunci: Pelaku UKM, jejaring, produk sejenis, pasar global

Abstract

The transformation of the bureaucracy into a necessity. One way transformation of the bureaucracy in the public service is the application of information and communications technology (ICT) in the public service. Information Communication Technology innitiative and application in local govern-ment should transform local government bureaucracy in public service. In Bantul, however, ICT in-nitiative and application has not successfully transformed local government bureaucracy in public service. This study will assessed on the impact of ICT innitiative and application on the bureaucracy transformation in public service. The mix research method is choosen in order to answer and analy-sis the phenomena in depht. The research found that the influence of the ICT’s innitiative on the bureaucracy transformation in the Bantul District is only 18 %. The low effect of the implementa-tion of the system of ICT in those cities is affected by strong patronage culture, the hierarchical organizational structure and centralized regulation on local government structure, low capacity e-leadership of middle range leader, and no delegation from top leader to middle management.Transformasi birokrasi menjadi keharusan. Salah satu cara transformasi birokrasi dalam pelayanan publik adalah penerapan teknologi informasi dan komunikasi (ICT) dalam pelayanan publik. Praksarsa dan implementasi Teknologi Informasi Komunikasi di pemerintah daerah harus mengu-bah birokrasi pemerintah daerah dalam pelayanan publik. Di Bantul, bagaimanapun, Praksarsa dan Implementasi ICT belum berhasil mengubah birokrasi pemerintah daerah dalam pelayanan publik. Penelitian ini akan dinilai pada dampak Prakarsa dan Implementasi ICT pada transformasi birokrasi dalam pelayanan publik. Metode penelitian campuran yang terpilih untuk menjawab dan analisis fenomena. Penelitian ini menemukan bahwa pengaruh Prakarsa ICT pada transformasi birokrasi di Kabupaten Bantul hanya 18%. Pengaruh rendah dari pelaksanaan sistem ICT di kota-kota dipengaruhi oleh budaya yang Patronase yang kuat, struktur organisasi hirarkis dan regulasi terpusat pada struktur pemerintah daerah, kapasitas rendah e-kepemimpinan middle leader, dan tidak ada delegasi dari top leader ke middle management.

Abstract

Natural potential in agriculture has a very important role in meeting the food needs of the community, but due to the lack of empowerment of human resources, not all farmers can take advantage of the existing natural potential. For this reason, the role of the Department of Agriculture and Plantation of Dogiyai Regency is needed in community empowerment in the agricultural sector so that human resources can be empowered to manage the existing natural potential. The research method used in this research is qualitative research with data collection techniques using three ways, namely observation, interviews and documentation.Data analysis techniques used include: data collection, data reduction, data presentation, and drawing conclusions.The results of the study show that the empowerment program in the form of: a) Training and Coaching, b) Providing Counseling and Mentoring, and c) Providing Facilities and Infrastructure, has been running quite well but for now it is still hampered due to the Covid-19 outbreak.The inhibiting and supporting factors in the empowerment process carried out by the Department of Agriculture and plantations on farmers are Supporting Factors, in the form of: a) The existence of farmer groups, and b) The existence of community participation. Inhibiting factors, in the form of: a) Lack of agricultural extension experts, b) Lack of the next generation of agriculture, and c) Lack of clear institutions

Abstract

Ketenteraman, ketertiban umum dan perlindungan masyarakat merupakan salah satu urusan wajib Pemerintahan Wajib yang termasuk dalam pelayanan dasar yang harus dilaksanakan Pemerintah Daerah oleh Satuan Polsisi Pamong Praja, dimana untuk melaksanakan tugasnya saat ini belum bisa melaksanakan pelayanan kepada masyarakat dalam hal ketenteraman ketertiban umum dan pelindungan masyarakat secara maksimal dengan kondisi personil saat ini yang masih jauh dari minimal menurut regulasi yang ada, oleh sebab itu perlu adanya langkah alternatif untuk meminilaisir masalah tersebut dengan mengembangkan potensi-potensi di masyarakat untuk membantu menyelenggarakan ketenteraman, ketertiban umum dan pelindungan masyarakat di wilayah Kabupaten Sleman dengan pemberdayaan Satlinmas di Kabupaten Sleman. Metode penelitian ini dilakukan di Kabupaten Sleman, termasuk dalam penelitian deskriptif dan akan dianalisis dengan menggunakan metode kualitatif dengan mendeskripsikan realisasi sebuah peristiwa untuk memperoleh gambaran tentang fenomena yang terjadi dalam kaitannya dengan masalah yang diteliti. Hasil penelitian ini menunjukkan bahwa kontribusi Satlinmas dalam penyelenggaraan ketenteraman, ketertiban umum dan penyelenggaraan pelindungan masyarakat adalah dengan optimalisasi potensi Satlinmas di Kabupaten Sleman melaui kegiatan Deteksi Dini dan Cegah Dini, penyuluhan dan pembinaan, patroli, pengamanan, pengawalan, penanganan unjuk rasa dan kerusuhan masa dan penertiban. Hambatan yang dihadapi Satlinams dalam penyelenggaraan ketenteraman, ketertiban umum dan pelindungan masyarakat adalah belum optimalnya pendidikan dan pelatihan untuk anggota satlinmas, umur anggota Satlinmas lebih dari 50% lebih dari 50 tahun sedangkan dalam Peraturan Menteri Dalam Negeri Nomor 26 Tahun 2020 umur maksimal anggota Satlinmas adalah 60 Tahun dan dapat diperpanjang selama memenuhi persyaratan sampai dengan umur 65 Tahun, kurangnya minat anak muda untuk menjadi anggota Satlinmas saat ini, pemberdayaan personil Satlinmas belum dilaksanakan secara maksimal di tingkat Kalurahan maupun Kapanewon.

Abstract

As a follow-up to the privileges of Yogyakarta in the context of village development through Governor Regulation No.93 of 2020 concerning Cultural-Independent Villages, the government of Yogyakarta states that a village is a model for a plenary village with integrity and innovation that is enlightened and sovereign. The implementation of cultural villages must develop four pillars: the cultural village, the tourist village, the village-preneur, and the prima/women’s role village. To prosper the village community in the context of the privileged culture of Yogyakarta, the four pillars must be developed optimally. For this purpose, cultural-independent villages receive privilege funds between 1 and 1.5 billion rupiahs per year. Consequently, a problem arises: Can the cultural-independent village policy prosper the villagers? Or, is it true that the cultural bureaucratization can realize a plenary village through these four pillars? To examine these problems, researcher(s) collected data through interviews with stakeholders such as the Kundho Kabudayan (Department of Culture) apparatus, cultural village managers or village government, and cultural actors. Furthermore, the data were confirmed with document data so that they were more comprehensive to be analyzed qualitatively and in-depth related to the phenomenon of implementing cultural-independent villages and the dynamics. The results show that, in realizing villages with integrity and innovation that are enlightened and sovereign as an indicator of a cultural-independent village, there was no room to develop following the freedom and independence of the village. However, the villages had been determined by regional apparatus organizations with their standards in the forms of cultural village, tourism village, village-preneur, and prima/women’s role village. Another fact is that there is a cultural bureaucratization by the regional apparatus organizations appointed to the cultural-independent villages so that the villages lose their independence in developing their respective cultures, which are pretty diverse in customs and culture. Likewise, to improve the welfare of the people, a cultural-independent village does not guarantee the economic welfare of the community; in other words, a village with the status of a cultural-independent village may not necessarily have an impact on reducing poverty

Abstract

Desa Wisata Srikeminut merupakan salah satu Desa Wisata di Kabupaten Bantul. Desa Srikeminut sangat kaya dengan beragam potensi wisata alam dan budaya. Terdapat tiga titik wisata yakni Bukit Sriharjo, Ngepohsari, dan Padusan Banyu Bening. Dalam proses pengelolaan desa wisata ditemukan berbagai macam masalah seperti belum ada penataan soal lahan parkir, kurangnya pelatihan atau pendampingan, kurangnya keterlibatan masyarakat dalam proses perencanaan. Penelitian yang di gunakan adalah deskriptif kualitatif. Objek penelitian ini adalah Pengelolaan Desa Wisata Srikeminut dan kendala-kendala yang di hadapi di Kalurahan Sriharjo Kapanewon Imogiri Kabupaten Bantul Daerah Istimewa Yogyakarta. Teknik pemilihan informan penelitian adalah teknik purposive sampling dengan 8 orang informan. Teknik Pengumpulan data yaitu pengamatan, wawancara dan dokumentasi. Teknik analisis data yang digunakan meliputi: reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian adalah dalam proses pengelolaan desa wisata ada dua faktor penting yang perlu di lakukan yaitu: pengembangan dan kelembagaan. Pengembangan terdiri dari perencanaan, dalam proses perencanaan terlihat sedikit elitis dan perencanaannya tanpa ada pertimbangan terhadap antisipasi bencana alam. Pelaksanaan, dari sisi fasilitas baik sarana dan prasarana penunjang kelancaran aktivitas di tempat wisata masih kurang, misalnya soal jalan dan jaringan internet. Masih kurangnya koordinasi antara semua elemen yang terlibat dalam pengelolaan baik pengelola, pokdarwis, pemerintah desa dan masyarakat. Pembiayaan, masyarakat sudah mendapatkan manfaat dengan adanya penghasilan dari desa wisata namun masih belum ada regulasi khusus yang mengatur soal pembagian hasil. Pengendalian, proses pengawasan sudah di lakukan oleh kelompok pengelola dalam bentuk pertemuan atau musyawarah namun segala bentuk masukan dan kritikan sebagai poin evaluasi tidak di laksanakan. Kelembagaan, konteks kelembagaan yang di maksudkan disini adalah soal regulasi.

Abstract

Implementation of the Paras Village Fund Policy, Cepogo District, Boyolali Regency in Handling Corona Virus Disease (Covid 19), In Handling Covid-19. Thesis. Government Science Masters Program. STPMD "APMD'' Yogyakarta High School for Village Development. The Village Fund is part of the village finances which is one of the priority Village incomes to finance development expenditures and empowerment of rural communities. This study uses a qualitative descriptive method, using interview techniques, documentation and observations of village officials and community leaders in Paras village in analyzing the Implementation of the Paras Village Fund Allocation Policy, Cepogo District, Boyolali Regency in Handling Corona Virus Disease (Covid 19). The results showed that the implementation of the Paras Village Fund was very good because it had the expertise, available budget, adequate facilities and had the authority to implement the village fund allocation policy. The disposition between the parties in the implementation of the village fund allocation policy has gone well because the policy implementers have good knowledge and understanding and have a high commitment in carrying out their duties. The bureaucratic structure in implementing the village fund allocation policy has served according to responsibilities, carrying out tasks in accordance with the provisions being carried out, where the division of work is in accordance with the main tasks and functions, coordination between sections is going well based on SOPs in implementation related to village fund allocation used. the implementation of the village fund allocation policy has gone well, which already has a clear information transformation with the socialization, and has consistency regarding the clarity of information on the implementation of the Village Fund

Abstract

Penelitian ini dilatarbelakangi oleh kondisi pandemi Covid-19 sehingga pemanfaatan teknologi informasi dapat digunakan sebagai salah satu solusi pelayanan publik. Selain itu sebagai penanda terciptanya good governance. Untuk itu Pemerintah Daerah Daerah Istimewa Yogyakarta sejak tahun 2005 telah mengembangkan E-Office berupa Aplikasi Sistem Administrasi Perkantoran Pemerintah Daerah (SISMINKADA) untuk pengendalian surat menyurat. Tujuan penelitian adalah, pertama untuk mengevaluasi penerapan Sisminkada Pemda DIY di masa pandemi Covid-19 dan yang kedua untuk menganalisa faktor penghambat implementasi Sisminkada Pemda DIY. Penelitian ini menggunakan metode kualitatif dengan melakukan wawancara pada Pimpinan dan Staf Biro Umum Humas dan Protokol Pemda DIY sebagai pengambil kebijakan dan pengguna Sisminkada. Hasil penelitian ini menunjukan bahwa penggunaan Sisminkada dapat meningkatkan efisiensi dan efektivitas kinerja. Namun demikian masih terdapat beberapa faktor penghambat. Hasil penelitian ini dapat digunakan sebagai masukan untuk perbaikan aplikasi Sisminkada.

Abstract

The success of development programs does not only rely on the role of government, but also involves the role of the community. Currently, society is placed as a subject in development. The government's role as a regulator and facilitator means that the government is obliged to prepare a set of rules as guidelines for implementing the program. The community is given the opportunity to be involved in planning, implementation and accountability. This research aims to determine the role of government and community participation in development in Magelang Municipality, especially in the implementation of the Rodanya Mas Bagia program. The research method used is descriptive qualitative using a case study approach. Data collection techniques used were interviews, observation and documentation. Secondary data is obtained from documentation, statutory regulations, books, journals or other publications. Data analysis is carried out through the process of data collection, data condensation, data presentation and drawing conclusions. The research results show that: 1) the planning stage, the community provides input, suggestions, ideas in the process of preparing the RT profile and preparing the community activity plan (RKM); 2) implementation stage, the community is involved to become members of the Pokmas. The spirit of mutual cooperation and community self-help grows in this program; and 3) at the results utilization stage, the benefits of procurement of goods such as procurement of CCTV, street lighting, construction of study halls, RW halls and RT facilities can be felt. The suggestions given by the researchers are that procurement of goods in the future will be directed at productive activities that are sustainable with community empowerment and the proposed activities can be based on regional communities in one RW, the capacity and competence of Pokmas still need to be increased so that they are not dependent on assistant staff, and there is a need to form Regional Regulations to further strengthen community empowerment policies.

Abstract

Berpedoman Peraturan Gubernur DIY Nomor 93 Tahun 2020  tentang Desa/Kalurahan Mandiri Budaya. Kalurahan dapat memperoleh predikat mandiri budaya apabila Kalurahan telah mencapai empat predikat, yaitu kalurahan preneur, kalurahan prima, kalurahan budaya dan kaluran wisata. UMKM di kalurahan Sukoreno memiliki peran dan fungsi pada predikat kalurahan preneur, untuk itu perlu penguatan kelompok UMKM menuju UMKM hijau. UMKM Hijau memperpendek waktu kalurahan Sukoreno berpredikat kalurahan mandiri budaya. Sebab UMKM di kalurahan Sukoreno sebagian besar belum menyiapkan generasi kedua dalam mengelola bisnisnya, kususnya generasi penerus dari keturunannya. Data  menunjukan pergerakan UMKM generasi pertama dan sudah waktunya menyiapkan generasi kedua dan ketiga agar UMKM dapat berkelanjutan. Penguatan UMKM menuju UMKM hijau dilakuan dengan teknik FGD, diskusi terbuka dan curhat colaborative bahwa keberlanjutan sangat penting karena produk UMKMnya sudah masuk pasar nasional dan sebagian pasar global. Hasil pengabdian menunjukan ada kesadaran anggota keluarga untuk menjaga keberlangsungan bisnis keluarga melalui pembelajaran andragogi dari keluarga dan paguyuban.
