Abstract

The bureaucracy is still marked by the low performance of human resources and the institutional apparatus; inadequate government institutional (organization) and management (management) systems; low work efficiency and effectiveness; low quality of public services; low welfare of civil servants; and the large number of laws and regulations that are no longer in accordance with the development of conditions and the demands of development, inefficient work mechanisms, the number of employees who are fat, the service process is slow, not modern or out of date, often misuses authority and the large number of KKN practices, is not responsive to the diversity of needs and local conditions. The research objective is to describe and analyze the implementation and process of bureaucratic reform in the performance of the State Civil Apparatus and its supporting and inhibiting factors. This type of descriptive research with a qualitative approach. The results showed that the Surabaya II State Civil Service Agency had difficulty in changing the mindset of employees. There is no specific arrangement of legislation in the Surabaya II Civil Service Agency. The National Personnel Agency has structured and strengthened the Organizational Structure and Work Procedures (SOTK) oriented towards Modern Organizations and Employees of a Professional and Dignified State Personnel Agency. The Surabaya City II Civil Service Agency carries out the preparation and refinement of the Operational Procedure Standards (SOP) in each work unit. In addition, the II State Civil Service Agency in Surabaya has difficulty developing Human Resources (HR), but has carried out supervision, accountability and improved quality of public services.

Abstract

Tulungagung Regency is one of the development areas for dairy farming, where the area is a relatively suitable area for dairy cattle business because the temperature is cold, like the dairy center located in Sendang and Pagerwojo Districts because temperature and humidity are two factors of weather or climate. affect the production of dairy cattle, because it can cause changes in the heat balance in the body of livestock, water balance, energy balance and the balance of livestock behavior. Tulungagung Regency is one of the regions that has not implemented the Local Economic Development (LED) concept because the concept is still foreign to the Tulungagung Regency Government. The goal to be achieved by the author is to know, describe and analyze the Regional Government Strategy in Developing Local Economic Potential to Increase Regional Competitiveness in Dairy Farming Agribusiness at the Livestock Service Office of Tulungagung Regency.Keywords: Strategy, Local Economic Potential, LivestockKabupaten Tulungagung merupakan salah satu daerah pengembangan peternakan sapi perah, dimana daerah tersebut merupakan daerah yang relatif cocok untuk usaha peternakan sapi perah karena suhunya yang dingin, seperti halnya sentra peternakan sapi perah yang berada di Kecamatan Sendang dan Pagerwojo karena suhu dan kelembaban merupakan dua faktor cuaca atau iklim. mempengaruhi produksi sapi perah, karena dapat menyebabkan perubahan keseimbangan panas dalam tubuh ternak, keseimbangan air, keseimbangan energi dan keseimbangan perilaku ternak. Kabupaten Tulungagung merupakan salah satu daerah yang belum menerapkan konsep Local Economic Development (LED) karena konsep tersebut masih asing bagi Pemerintah Kabupaten Tulungagung. Tujuan yang ingin dicapai oleh penulis adalah untuk mengetahui, mendeskripsikan dan menganalisis Strategi Pemerintah Daerah Dalam Mengembangkan Potensi Ekonomi Lokal Untuk Meningkatkan Daya Saing Daerah Dalam Agribisnis Peternakan Sapi Perah Di Dinas Peternakan Kabupaten Tulungagung.Kata Kunci: Strategi, Potensi Ekonomi Lokal, Peternakan
