Abstract

The electronic ID card program has only been launched in the last few years. This aims at the effectiveness and efficiency of public services and minimizes illegal immigrants entering the country. In its implementation, the last few years have had many unexpected obstacles, such as cases of e-ID card corruption and lack of blanks. In this research, the aim is to know directly the function of e-KTP which in its implementation is given by one person and one database. The method used is qualitative to be able to know thoroughly. The results have been seen from this study are that the e-KTP function has actually been running but has not met the expectations of the community. Income is very much needed from improving individual personal data which is summarized in the e-KTP of each resident. Making e-KTP also plays a role in the follow-up process, namely data collection. That’s a government job and the provision of public services or public services so that an accurate and credible database can be created

Abstract

Kudus Regency is one area that successfully implemented Policy of Compulsory Basic Education 12 years since 2010 even before the central government issued a Policy of Compulsory Basic Education 12 years. In implemented this policy, Kudus Regency Government based on the Kudus Regency Regulation Number 2/ 2010 about Basic Education 12 Years and Regulation of Minister Education and Culture Republic Indonesia Number 80/2013 about Universal Secondary Education (Basic Education 12 Years). The success of Kudus Regency in implementing compulsory basic education 12 years policy is depending on the role of actors that depending in the implementation process. This research is using descriptive qualitative approach. The results of this research is the successful implementation of compulsory basic education 12 years policy in Kudus Regency can not be sparated from the synergy of multyactors’s role. The role of Central Government and Kudus Regency Government that is by issuing compulsory basic education 12 years policy, i. e Regulation Minister of Education and Culture Number 80/2013 and Kudus Regency Regulation Number 2/2010 about compulsory basic education 12 years, and their programs support. The private sector’s roles, is by providing scholarships and grants to infrastructure development of schools in Kudus Regency. The role of Kudus Regency society is provide full support and enthusiasm in implementing compulsory basic education in Kudus Regency.

Abstract

Indonesia is a country with rich and diverse natural resources. Batu is a city in Indonesia which popular because of its tourism potential. In the effort to develop the tourism, the Government of Batu designed several tourism policies. In tourism development, Government of Batu refer to sustainable development. This article tries to describe and analyze the role of Government of Batu to implement the tourism development policy based on the sustainable development paradigm. Research method used is descriptive qualitative using primary and secondary data. Data gathered through observation, interview, and documentation. This research found that the implementation of tourism policy in Batu has met the principles of sustainable development namely, economic welfare, sustainable environment, social justice, and living environment oriented. The Government of Batu plays significant role in creating the policy in general and regulating permissions, implementing prosociety policy and controlling private sectors investment in Batu.

Abstract

Malang City as one of the developed cities in Indonesia has a lot of development potential. Development in the city certainly has its own obstacles. Malang City is experiencing growth and an increase in population. This certainly affects all regional developments in this city. One of the obstacles to this development is a legal vacuum in the provision of a cemetery for the public interest which is carried out by local governments based on the Regional Government Law. This study aims to find out the gaps in the authority of local governments in land acquisition through the agenda of Reserve Funds and land acquisition in the public interest. This study used a normative legal method that takes regulatory data from the central to regional governments and analyzed it using legal theory and social analysis. This study concludes that the procurement of cemeteries by the local government can be carried out by means of a limited area of 5 hectares and can be submitted through a reserve fund. A reserve fund is established because large-scale developments cannot be completed in one fiscal year.

Abstract

Education is an important instrument in improving the human resources quality. Kudus Regency has implemented compulsory study since 2010 through Kudus Regency Regional Regulation Number 2/ 2010 about Compulsory Study 12 (Twelve) Years. While, Central Government issued compulsory study 12 year policy in June 2013 through Ministry of Education and Culture Regulation Number 80/2013 about Universal Secondary Education. Obviously, this is a bold step of Kudus Regency Government in improving the education quality at Kudus Regency. The research objectives are: to know, analyze, and describe about Implementation of compulsory study 12 years policy to increase education in Kudus Regency; and to know, analyze, and describe about supporting and inhibiting factors toward implementation of compulsory study 12 years policy to increase education quality in Kudus Regency. This research resulted that the implementation compulsory study 12 years policy in Kudus Regency has been successfully, viewed from the actor that completely carry out their duties and responsibilities; the existence of funding and programs from Kudus Regency Government and Central Government is supporting the mechanism implementation in accordance with the provisions. The compulsory study 12 years policy in Kudus Regency had positive impact in improving the education quality at Kudus Regency, it is seen from the increase of Gross Enrollment Ratio (GER) for secondary education from 60% in 2008 to 80,59% in 2013. The success in improving the education quality is also seen from achievement of Kudus Regency in obtained champions in various championships. The supporting factors are The content of the Kudus Regency Regional Regulation Number 2/ 2010 about Compulsory Study 12 Years and the Minister of Education and Culture Regulation Number 80/ 2013 about Universal Secondary Education which clear and easy to understand; the willingness of Kudus Society in receiving the compulsory study 12 years policy; the support funding and scholarships provided by Kudus Regency Government and Central Government. And the inhibiting factors are lack of quality and quantity of human resources (teachers) in Kudus Regency; lack of facilities and infrastructure in supporting the education; the facilities and infrastructure referred is the practice equipments for students that expensive; inequality in educational development at Kudus Regency, especially in rural area; the mindset of Kudus Regency society who ignore the education, especially in rural area; unpredictable conditions such as flood that rather frequently in Kudus, so that damage the education infrastructure. Keyword: Compulsory Study 12 Year Policy, Education Quality, Kudus Regency

Abstract

Abstract: People political participation in regional leader election is an important aspect so General Election Comission (KPU) use special strategy to improve people participation in regional leader election application. The research uses qualitative research method with data collection technique in form of interview, observation, and documentation. It took place in General Election Commission (KPU) of Malang Regency. Informer in this research are KPU commissioner, with purpossive sampling technique. To review data validity. Research result are: 1. KPU of Malang Regency strategy in improving people participation in regional leader election of 2015, seen from three phases, they are formulation, which shown a clear socialization plan from KPU. Second phase is election, KPU do socialization to eight voters segments by their socialization method, which is direct meetup face by face, also mass media usage with their application adjusted with segment characterization. Third phase is resource allocation, which is by doing technical guiding to ad hoc committee. 2. Obstacles faced by KPU are the minimum budget, people aphaty responses, and limited KPU’s personnels amount. Keywords: Strategy, Political participation, Regional leader election Abstrak: Partisipasi politik masyarakat pada pelaksanaan pemilukada merupakan suatu aspek yang sangat penting sehingga Komisi Pemilihan Umum menggunakan strategi khusus untuk meningkatkan partisipasi masyarakat pada pelaksanaan pemilukada. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Informan dalam penelitian ini adalah Komisioner KPU, dengan penarikan sampel menggunakan purposive sampling. Hasil penelitian ini adalah: 1.Strategi KPU Kabupaten Malang dalam meningkatkan partisipasi politik masyarakat pada pemilukada Tahun 2015 dilihat dari tiga tahapan yaitu tahapan formulasi menunjukan ada kejelasan perencanaan sosialisasi dari KPU. Kedua tahap pemilihan tindakan, KPU melaksanakan sosialisasi kepada delapan segmen pemilih dengan metode sosialisasinya yaitu berupa tatap muka serta penggunaan media massa dengan pola pelaksanaanya disesuaikan dengan karakteristik segmen yang dituju. Ketiga tahap alokasi sumber daya yaitu dengan melakukan bimbingan teknis kepada panitia ad hoc. 2.Kendala yang dialami oleh KPU yaitu berupa minimnya anggaran, sikap apatis masyarakat, serta jumlah personil KPU yang terbatas. Abstract

Abstrack: Development in the desire by the community basically is the fulfillment of all the necessities of life. This is the condition felt by Indonesia. One of them does not fulfill the habitable living quarters. This research used descriptive method. The research aimed to find the results of research on the implementation of house program policies unfit for the improvement of people's welfare in Sumbergondo Village with various indicators in it, as well as the main elements that must be found in accordance with the points of the problem. The results showed; (1) Implementation of Policy of RS-RTLH on Improvement of Welfare Society produces policy system, good communication, Human Resources are qualified to accommodate all aspect, Dispotion society to such programs are responding positively and others are responding negatively, and a good Bureaucratic Structure ensures that all Sumbergondo Village programs are implemented; (2) Supporting factors of RS-RTLH for Community Welfare Improvement; (3) Inhibiting factors of the RS-RTLH for Increasing Community Welfare, were found. Lack of funding and lack of timeliness in implementation. Keywords: Implementation, Social Rehabilitation, Welfare. Abstrak: Pembangunan yang diinginkan oleh masyarakat pada dasarnya adalah terpenuhinya semua kebutuhan hidup. Inilah kondisi yang dirasakan oleh Indonesia. Salah satunya tidak terpenuhinya tempat tinggal yang layak Huni. Penelitian ini menggunakan metode deskriptif kualitatif. Penelitian bertujuan menemukan hasil implementasi kebijakan program rumah tidak layak huni terhadap peningkatan kesejahteraan masyarakat di Desa Sumbergondo dengan berbagai indikator di dalamnya, serta unsur-unsur pokok yang harus ditemukan sesuai dengan butir-butir masalah. Hasil penelitan menunjukkan; (1) Implementasi Kebijakan Program RS-RTLH Terhadap Peningkatan Kesejahteraan Masyarakat menghasilkan sistem kebijakan, komunikasi yang baik, Sumber Daya Manusia yang mampu mengakomudir segala aspek, Disposisi masyarakat terhadap program tersebut ada yang menanggapi positif dan ada juga yang menanggapi secara negatif, dan Struktur Birokrasi yang baik menjamin terselenggaranya seluruh program Desa Sumbergondo; (2) Faktor pendukung Program RS-RTLH Terhadap Peningkatan Kesejahteraan Masyarakat; (3) faktor penghambat Program RS-RTLH Terhadap Peningkatan Kesejahteraan Masyarakat adalah kurangnya dana yang diberikan dan ketidak tepatan waktu dalam pelaksanaan. Kata Kunci: Implementasi, Rehabilitasi Sosial, Kesejahteraan.

Abstract

Abstract: To avoid abuse in implementing the Village Fund Allocation Policy (ADD), it is necessary to have accountability and transparency in the village administration's management of Village Fund Allocation, and to involve the village community as a whole so that it can guarantee ADD management well in implementing government activities and empowerment society. This type of research uses a quantitative descriptive approach, the main data source is primary data with a data collection tool that is a questionnaire or questionnaire that refers to the Likert Scale, the sample technique used is purposive sample, data analysis using multiple regression analysis. The results of the study were that the management of Village Fund Allocation had an effect on community participation of 0.549, and the transparency of the management of Village Fund Allocation had an effect on community participation of 0.443, while the influence of accountability and transparency in the management of Village Fund Allocation in community participation in Tulungrejo Village was 89.8%. The conclusion of the study shows that accountability and transparency have a positive and significant effect on community participation in the management of Village Alocation Funds (ADD) in Tulungrejo Village. Keywords: Accountability, Transparency, Community Participation ABSTRAK: Untuk menghindari terjadinya penyalahgunaan dalam mengimplementasikan kebijakan Alokasi Dana Desa (ADD), maka diperlukan adanya akuntabilitas dan sikap transparansi pemerintahan desa dalam pengelolaan Alokasi Dana Desa, serta melibatkan masyarakat desa secara keseluruhan agar dapat menjamin pengelolaan ADD dengan baik dalam pelaksanaan kegiatan pemerintahan dan pemberdayaan masyarakat. Jenis penelitian menggunakan pendekatan deskriptif kuantitatif, sumber data utama adalah data primer dengan alat pengambilan data yaitu kuesioner atau angket yang mengacu pada Skala Likert, teknik sampel yang digunakan adalah sampel purposive, analisis data menggunakan analisis regresi ganda. Hasil penelitian yaitu akuntabilitas pengelolaan Alokasi Dana Desa berpengaruh terhadap partisipasi masyarakat sebesar 0,549, dan transparansi pengelolaan Alokasi Dana Desa berpengaruh terhadap partisipasi masyarakat sebesar 0,443, sementara pengaruh antara akuntabilitas dan transparansi pengelolaan Alokasi Dana Desa terhadap partisipasi masyarakat di Desa Tulungrejo sebesar 89,8%. Kesimpulan penelitian menunjukkan bahwa akuntabilitas dan transparansi berpengaruh positif dan signifikan terhadap partisipasi masyarakat dalam pengelolaan Alokasi Dana Desa (ADD) di Desa Tulungrejo. Kata Kunci: Akuntabilitas, Transparansi, Partisipasi Masyarakat

Abstract

Abstract: Development means something changed to be better, which related with environment. Reconstruction of people which relation with environment cleaned was still orientation to the rubbish-handling, so cleaned of environment have to always be attention. The aim of this research is recognizing the relationship between the integrated rubbish location concerning to the people attention about cleanliness environment. The research was descriptive qualitative. The data source were primary also secondary data. The data collecting were observation, interview and documentation. The technique of sample-taking was snowball sampling. Then the data was analyzed by reduce the data, data presentation and verification or resume the conclusion. To prove the valid data was used the triangulasi. The result of this research showed that the reconstruction concept of the rubbish location must be changed and based on reconstruction-planning, the discussion forum must be held, in which the village government and the cleanliness department work together in building it. It must be supported by the other departement. There were direct and indirect significancy between the reconstruction of rubbish location and cleanliness environment also people consideration in keeping their environment. Keywords: the reconstruction, people consideration, cleanliness environment. Abstrak: Pembangunan merupakan suatu perubahan menuju kearah lebih baik, yang saling berkaitan dengan lingkungan. Pembangunan masyarakat yang berhubungan dengan kebersihan masih berorientasi pada penanganan masalah sampah, sehingga kebersihan harus selalu diperhatikan. Bentuk partisipasi dalam menjaga kebersihan lingkungan sangat diharapkan lahir dari kesadaran masyarakat membuang sampah pada tempatnya. Tujuan penelitian ini untuk mengetahui hubungan pembangunan tempat pengolahan sampah terpadu terhadap tingkat partisipasi masyarakat dibidang kebersihan lingkungan. Jenis penelitan yang digunakan yaitu kualitatif, dengan sumber data: data primer dan data sekunder. Kemudian teknik pengumpulan data: observasi, wawancara dan dokumentasi sedangkan teknik penentuan responden: snowball sampling. Selanjutnya data dianalisi dengan reduksi data, penyajian data dan verifikasi atau penarikan kesimpulan. Untuk menguji keabsahan data menggunakan triangulasi. Hasil penelitian ini menunjukkan bahwa: pertama konsep pembangunan TPST melalui perencanaan, musyawarah maupun rapat dalam bentuk swadaya masyarakat beserta pemerintah desa dan Dinas Cipta Karya bekerja sama dalam pembangunan TPST. TPST mendapat dukungan dari masyarakat serta mendapat dukungan dari berbagi lembaga. Kedua ada hubungan antara pembangunan tempat pengolahan sampah terpadu terhadap tingkat partisipasi masyarakat dibidang kebersihan lingkungan baik secara langsung maupun secara tidak langsung, serta partisipasi masyarakat dalam menjaga kebersihan lingkungan mengalami peningkatan. Abstract

Abstract : The role of rural government on institutional management is the foremost unit of society development. Especially Rural-Own Enterprises , as the government program that has to be empowered in order to realize the good socio-economic empowerment of society by prioritizing the society participation and initiatives. The goal of this research is to knowing the rural government role on managing Rural-Own Enterprises and to knowing the Rural-Own Enterprises programs of Bumiaji village, Batu. This research is kind of a qualitative method. The research sampling that used is a purposive sampling with the informants like the Headman of Bumiaji village, the village Secretary, the Village Chief of Banaran, Head of Government Affairs, Rural-Own Enterprises Administrators, Rural-Own Enterprises administrator, and two residents of Bumiaji village. The data collection technique that used by the researcher were an interview, observation, and documentation. While the data analysis method that used is descriptive. The results of this research prove that the rural government's role of Bumiaji village in managing Rural-Own Enterprises is, as the formation and development's institution of Rural-Own Enterprises, as the training mediator and motivator of the organization's member formation and also as the controller of Rural-Own Enterprises. The Bumiaji Village's Rural-Own Enterprises programs are the establishment of the Village Prosperity Agency , The Association of the Drinking Water Users , and the Arjuna Gelora Management Agency. Keywords: Rural, Government Role, managing and Rural-Own Enterprises Abstrak : Peran Pemerintah Desa dalam pengelolaan kelembagaan merupakan unit terdepan pembangunan kepada masyarakat. Terutama Badan Usaha Milik Desa (BUMDes) merupakan program pemerintah yang harus diberdayakan dalam rangka pemberdayaan sosial ekonomi masyarakat. yang baik dengan mengedepankan partisipasi dan prakarsa masyarakat. Tujuan penelitian ini adalah untuk mengetahui Peran Pemerintah Desa dalam mengelola BUMDes dan mengetahui program BUMDes di Desa Bumiaji Kota Batu. Penelitian yang dilakukan merupakan penelitian kualitatif. Sampel penelitian mengunakan purposive sampling dengan informan yaitu Kepala Desa Bumiaji, Sekretaris Desa, Kepala Dusun Banaran, Kepala Urusan Pemerintahan, Pengurus BUMDES, Pengelola BUMDES dan sebanyak dua orang masyarakat desa Bumiaji. Teknik pengumpulan data yang dilakukan oleh peneliti adalah wawancara, observasi dan dokumentasi. Metode analisa data yang digunakan yaitu metode deskriptif. Hasil penelitian membuktikan bahwa peran pemerintah Desa Bumiaji dalam mengelola BUMDes yakni sebagai pembentukan dan pengembangan BUMDes, sebagai mediator pelatihan dan motivator terhadap terbentuknya pengurus dan organisasi BUMDes serta sebagai pengawasan. Sedangkan program BUMDES di Desa Bumiaji Kota Batu seperti terbentuknya Badan Kesejahteraan Desa (BKD), Himpunan Penduduk Pemakai Air Minum (HIPPAM) dan Badan Pengelola Gelora Arjuna (BAPEGAR).
