Abstract

The bureaucracy is still marked by the low performance of human resources and the institutional apparatus; inadequate government institutional (organization) and management (management) systems; low work efficiency and effectiveness; low quality of public services; low welfare of civil servants; and the large number of laws and regulations that are no longer in accordance with the development of conditions and the demands of development, inefficient work mechanisms, the number of employees who are fat, the service process is slow, not modern or out of date, often misuses authority and the large number of KKN practices, is not responsive to the diversity of needs and local conditions. The research objective is to describe and analyze the implementation and process of bureaucratic reform in the performance of the State Civil Apparatus and its supporting and inhibiting factors. This type of descriptive research with a qualitative approach. The results showed that the Surabaya II State Civil Service Agency had difficulty in changing the mindset of employees. There is no specific arrangement of legislation in the Surabaya II Civil Service Agency. The National Personnel Agency has structured and strengthened the Organizational Structure and Work Procedures (SOTK) oriented towards Modern Organizations and Employees of a Professional and Dignified State Personnel Agency. The Surabaya City II Civil Service Agency carries out the preparation and refinement of the Operational Procedure Standards (SOP) in each work unit. In addition, the II State Civil Service Agency in Surabaya has difficulty developing Human Resources (HR), but has carried out supervision, accountability and improved quality of public services.

Abstract

Klampid New Generation (KNG) adalah adalah sebuah aplikasi dan website resmi yang diluncurkan oleh Dinas Kependudukan dan Pencatatan Sipil (DISPENDUKCAPIL) Kota Surabaya. KNG digunakan untuk memudahkan pengelolaan administrasi kependudukan melalui online, adapun macam - macam pelayanan publik yang dilakukan yaitu antara lain: Penerbitan Kartu Keluarga, Penerbitan KTP, Penerbitan Akta Kelahiran, Penerbitan Akta Kematian, Penerbitan KIA, Perubahan biodata KK, Penerbitan Akta Perceraian, Pindah Datang, Pindah Keluar Kota, Pindah Antar Kecamatan dll. Penelitian dilakukan agar dapat mengetahui efektivitas aplikasi KNG dalam pelayanan administrasi kependudukan khususnya pada penerbitan Kartu Identitas Anak (KIA) di Kelurahan Klampis Ngasem Kec. Sukolilo Surabaya. Metode penelitian yang penulis gunakan dalam menyusun penelitian  yaitu metode deskriptif dengan pendekatan kualitatif. Pengumpulan sumber data dilakukan melalui wawancara dan observasi secara langsung serta beberapa literatur dari beberapa jurnal. Hasil penelitian menunjukkan bahwa aplikasi KNG efektiv digunakan dalam penerbitan Kartu Identitas Anak (KIA) namun perlu adanya sosialisasi lebih lanjut kepada masyarakat terkait pentingnya KIA. Abstract

Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Provinsi memberikan kebebasan kepada pemerintah daerah untuk melakukan inovasi di bidang administrasi, terutama dalam hal pelayanan publik. Salah satu bentuk inovasi yang telah diperkenalkan adalah penerapan sistem pemerintahan berbasis elektronik atau e-government. Pemerintah daerah, baik di tingkat kota maupun kabupaten, memegang peranan penting dalam kesuksesan implementasi layanan publik berbasis digital atau e-government yang tidak dapat dihindari, termasuk dalam penerapan Kartu Tanda Penduduk (KTP). KTP Digital, yang juga dikenal sebagai identitas digital, merupakan sebuah kemajuan dari KTP Elektronik yang saat ini digunakan oleh masyarakat Indonesia. Tujuan penulisan ini adalah untuk menganalisis penerapan KTP Digital yang berbasis e-government dan memahami proses aktivasi layanan KTP Digital di Kelurahan Dr. Soetomo, Kecamatan Tegalsari, Kota Surabaya, sesuai dengan ketetapan dan peraturan perundang-undangan yang berlaku. Dalam penelitian ini, digunakan metode pendekatan kualitatif dengan pendekatan deskriptif.  Namun, ada pelaksanaannya e-government masih belum berjalan secara maksimal karena kurangnya informasi yang diberikan oleh aparat desa mengenai kebijakan baru terkait aktivasi KTP digital sebelum cetak ulang KTP.

Abstract

Kegiatan pengabdian bertujuan untuk meningkatkan pemahaman dan pengetahuan siswa tentang perilaku hidup bersih dan sehat (PHBS) dan mengubah perilaku siswa dalam hidup bersih dan sehat. Sasaran pengabdian adalah 60 siswa SDN Muneng Kidul dan SDN Muneng Leres 3 yang terdiri dari kelas 4, 5, dan 6 serta 30 anak dari kelompok kelas TK A dan TK B di Kabupaten Probolinggo, Kecamatan Sumberasih. Metode yang digunakan ialah metode penyuluhan dengan tiga bentuk yaitu ceramah, diskusi interaktif, dan praktik. Praktik PHBS dan mengonsumsi makanan sehat memberikan siswa kesempatan untuk belajar secara langsung melalui melihat, mempraktikkan serta bermain cara mencuci tangan dengan benar atau membawa makanan yang sehat dari rumah (bekal) 4 sehat 5 sempurna. Hasil pengabdian menunjukkan bahwa adanya peningkatan dan perubahan pengetahuan, sikap dan tindakan siswa dalam mencuci tangan dengan benar dan mengonsumsi makanan yang sehat.

Abstract

Problems regarding the lack of collaboration, innovation, and ego between fields that can hinder the productivity of ASN performance. The East Java Provincial Government seeks to carry out bureaucratic reforms, one of which is to create an accountable government and is oriented towards changing effective daily work behavior by creating deep-rooted work culture values and ensuring that ASN complies with these values. This study aims to analyze the extent to which the implementation of ASN BerAKHLAK core values in the Bureau of Organization of the Regional Secretariat of East Java Province has been implemented. This research uses a qualitative and descriptive approach. The data analysis techniques used were data collection, data condensation, data presentation, and conclusion drawing. Data collected through interviews, observation, documentation, literature study and official documents of related agencies. The results of the research are based on the seven values of BerAKHLAK work culture, namely Service-Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative. The results showed that the implementation of the seven work culture values at the Bureau of Organization of the Regional Secretariat of East Java Province was carried out well as expected and was able to increase the productivity of ASN employee performance. Proven by providing services according to edicts, complying with the ideology of Pancasila, Sharing Knowledge, collaborative ASN Learning, innovations that support the implementation of tasks, namely the BerAKHLAK application, SI MAS BAIK, SuKMA e-Jatim. In addition, creating a GEMESPUL work environment, BU TATIK, paperless and the development of a corruption-free integrity zone

Abstract

The current rise in cases of domestic violence poses a serious challenge to the Surabaya City Government. One of the steps that must be taken is to formulate and implement a policy in the context of prevention and resolution. This research aims to analyze the challenges in implementing the PUSPAGA program within an evidence-based policy frame. This research uses qualitative methods with a descriptive type and interactive model analysis techniques from Miles and Huberman. Research in policy making tends to be ignored, evidence based policy has not been able to make the program achieve the envisioned goals and still needs improvement in the steps in making it, Pew MachArthur has prepared a working framework in the form of 5 backup components to make evidence based policy. As an improvement, researchers suggest optimizing the programs created by the government and conducting research for improvements in order to achieve the goal of improving the welfare of society.

Abstract

Competency development is crucial in managing State Civil Apparatus (ASN), but issues such as unmet training hours, unimplemented competency matrices, and an imbalance of competencies in government agencies have hindered ASN quality and professionalism. This study examines the impact of education and training programs on employee performance. Using a qualitative descriptive research method, the study involved six LLDikti Region IV employees who participated in Goods and Services Procurement Training. Data were collected through observation, interviews, and documentation, and analyzed using the Kirkpatrick evaluation model. The findings indicate that the training program effectively enhanced employee competence, performance, motivation, and alignment with organizational goals, though improvements are needed in certain areas. The study highlights the importance of training in improving employee performance by developing technical, managerial, and socio-cultural competencies. To optimize productivity and goal achievement, organizations should design training programs aligned with work needs, supported by ongoing evaluation, strategic investment, and strengthened monitoring. Abstract

Surabaya sebagai kota besar kedua di Indonesia menghadapi tantangan serius terkait permukiman kumuh, terutama di Kelurahan Kapasari yang terletak di Kecamatan Genteng. Dengan pertumbuhan penduduk yang mencapai 0,52% dan ketersediaan lahan yang terbatas, banyak penduduk berpendapatan rendah terpaksa tinggal di lingkungan yang tidak layak huni. Penelitian ini bertujuan untuk mengkaji strategi penanganan permukiman kumuh di Kelurahan Kapasari, mengidentifikasi kendala yang dihadapi, serta menilai efektivitas program yang telah diterapkan oleh pemerintah. Metode yang digunakan adalah kualitatif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa meskipun pemerintah telah melaksanakan berbagai program seperti bedah rumah dan penyediaan jamban, pelaksanaan sering terhambat oleh keterbatasan anggaran dan kurangnya koordinasi. Oleh karena itu, diperlukan strategi yang lebih terintegrasi dan berkelanjutan, serta peningkatan partisipasi masyarakat dalam program-program tersebut. Dengan langkah-langkah strategis yang tepat, diharapkan kualitas permukiman dan kesejahteraan masyarakat di Kelurahan Kapasari dapat meningkat secara signifikan.

Abstract

Official travel is carried out by authorized officials to attend invitations, meetings, seminars, and so on, especially in government. Service Travel Order (SPPD) as proof of accountability for carrying out official travel. In working on SPPD, it is not always smooth and timely because there are many obstacles that cause delays which have an impact on the slow disbursement of proposed official travel funds. Researchers used 4 main focuses in the study to determine the factors of SPPD delays, namely (1) Human Resources Factors, (2) Internal Control, and (3) Technology and information factors and. (4) Dominant Factors The research method used by researchers is descriptive qualitative with data collection techniques in-depth interviews, observation, and documentation. The results of this study are (1) Human Resources Factors, have worked quickly in accordance with existing regulations, (2) Internal Control, internal factors still cannot be controlled because the mobility of the leader concerned has a busy schedule resulting in a buildup of files and stagnation of the submission process. External factors can still be followed up by implementers regarding the timeliness of sending invoices, because invoices are the main administrative requirement in SPPD. (3) Technology and Information Factors, which still use manual methods in their work, namely using Microsoft excel, so that a lot of work is not automatic and synchronized between one file and another, (4) Dominant Factors, delays are dominated by the mobility of busy leaders and supporting documents that are submitted late. Abstract

Surabaya is the city with the second largest population in Indonesia and continues to experience an increase in population. This increase is related to the problem of fulfilling rights, interests, protection and public services. One of them is the acquisition of the right to identity which is part of civil rights and freedoms. This is the responsibility and commitment of the Surabaya City Population and Civil Registration Office to provide Digital Population Identity (IKD) services to the community. This research aims to know and understand the Implementation of Digital Population Identity (IKD) Services at the Surabaya City Population and Civil Registration Office. This research method uses qualitative methods with data collection techniques of interviews, observation and documentation. The theory used is the theory of policy implementation by Edward III (1980) quoted from Anggara (2018), including communication, resources, disposition and bureaucratic structure. The results of this study show that the implementation of Digital Population Identity (IKD) services at the Surabaya City Population and Civil Registration Office has been carried out well, but there are shortcomings with many people who do not know the use of Digital Population Identity (IKD) as a companion to KTP-el.
