Abstract

Small and medium enterprises (MSMEs) in Cirebon Regency face several challenges, such as a lack of creating new ideas, a low level of quality of human resources, many MSMEs that do not have official legality and low access to capital.  This study aims to understand the implementation process of Cirebon Regent Regulation No. 44 of 2022 which regulates Micro Business Assistance in Cirebon Regency, the research was conducted using qualitative methods through a descriptive approach to describe the phenomena that occur. Policy implementation, according to an analysis based on George Edward III's theory, is influenced by four main factors: communication, available resources, attitudes or dispositions, and bureaucratic structure. These factors determine the success or failure of the policy implementation. The results showed that the implementation of the MSME mentoring policy in the Cirebon district, the implementation was considered quite successful but still less than optimal because there were several problems in it such as social media accounts that were no longer actively providing information, the quantity of mentoring policy implementers was still lacking, and there was no clear SOP in implementing the mentoring policy.

Abstract

Urban traffic congestion and the declining effectiveness of public transportation are among the main challenges in managing mobility in the city of Cirebon. In response to these conditions, the Cirebon City Government developed a Bus Rapid Transit (BRT) system as an alternative public transportation option, which was expected to improve the quality of mobility services for the public while reducing dependence on private vehicles. However, BRT operations were ultimately suspended in 2026 due to various issues affecting the sustainability of the service. This study aims to analyze the implementation of the Bus Rapid Transit (BRT) policy in Cirebon City, identify the factors that have prevented the policy from achieving the desired effectiveness in public transportation and reducing traffic congestion, and formulate directions for reformulating a more adaptive and sustainable public transportation policy. The study employs a qualitative method with a public policy approach. Data were collected through interviews, observations, and document analysis, and were analyzed using James E. Anderson’s public policy cycle theory, which encompasses the policy agenda, policy formulation, policy adoption, policy implementation, and policy evaluation. The research findings indicate that the primary issue with Cirebon City’s BRT does not lie in low public demand for public transportation, but rather in the mismatch between policy design and community mobility patterns, weak integration of transportation services, high reliance on local subsidies, and insufficient governance and sustainability of operational funding. These conditions have prevented the policy objectives of promoting a shift in transportation modes and reducing the dominance of private vehicles from being fully achieved. The reformulation of public transportation policy should focus on data-driven mapping of public mobility, the development of an integrated transportation system, the utilization of digital technology, the strengthening of sustainable financing schemes, and the integration of public transportation with urban spatial planning.

Abstract

This study examines the effectiveness of public service delivery in issuing Certificates of Residence at the Benda Village Office, Karangampel Subdistrict, Indramayu Regency. Public service effectiveness is crucial in ensuring administrative efficiency, community satisfaction, and good governance at the village level. The objective of this research is to analyze the level of service effectiveness and identify supporting and inhibiting factors in the issuance process. This study employed a qualitative approach with a case study design. Data were collected through observations, in-depth interviews, documentation, and literature review, involving village officials and community members as informants selected through purposive sampling. The analysis is based on Agus Dwiyanto’s framework of public service effectiveness, which includes productivity, service quality, responsiveness, responsibility, and accountability. The findings indicate that overall service effectiveness is categorized as fairly good. Service quality, responsiveness, and responsibility have been implemented effectively, reflected in accurate documentation, responsive communication, and adherence to procedures. However, productivity and accountability still face challenges, particularly due to limited internal coordination and the absence of formal feedback mechanisms. These constraints lead to occasional service delays and limited public participation in evaluation processes. In conclusion, while the service for issuing Certificates of Residence at the Benda Village Office is generally effective, continuous improvements are needed, especially in strengthening coordination and enhancing transparency and community involvement to achieve optimal public service delivery
