Abstract

Kota Sabang merupakan salah satu daerah di Provinsi Nangroe Aceh Darussalam dengan struktur penduduk yang variatif. Meskipun demikian, konflik antar etnis sepanjang sejarah Kota Sabang tidak pernah terjadi. Ketika terjadi konflik Aceh tahun 1998 memaksa etnis non Aceh eksodus ke luar Aceh, sementara di Kota Sabang tidak demikian. Warganya tetap dapat hidup saling berdampingan diantara etnis yang berbeda. Penelitian ini bertujuan mengetahui faktor yang mendorong terciptanya kerukunan hidup antaraetnis di Kota Sabang. Data penelitian ini diperoleh dari observasi dan wawancara dengan beberapa warga kota Sabang. Hasil penelitian ini menunjukkan bahwa faktor yang mendorong terciptanya kerukunan antaretnis di Kota Sabang adalah karena masyarakat memiliki kekompakan serta saling mengenal satu dengan yang lain. Hal ini juga didorong masa lalu kota Sabang yang pernah memiliki status sebagai pelabuhan bebas, sehingga masyarakat sudah terbiasa berinteraksi dengan etnis berbeda.

Abstract

Penelitian ini merupakan jenis penelitian kualitatif.  Adapun informan dalam penelitian ini adalah seluruh pegawai yang terdapat pada Sub Bagian Keuangan Dinas Penataan Ruang dan Permukiman Provinsi Sumatera Utara yang berjumlah 27 orang. Pemilihan informan berdasarkan atas subyek yang menguasai permasalahan memiliki data dan bersedia memberikan data. Hasil penelitian menunjukkan bahwa Pegawai yang diikutsertakan mengikuti Diklat umumnya sudah memiliki latar belakang yang relevan dengan jabatan atau pekerjaannya. Pegawai yang telah selesai mengikuti Diklat pada umumnya memiliki kinerja atau prestasi kerja yang lebih baik dibandingkan sebelum mereka mengikutinya. Penyelenggaraan Diklat berupa Diklat dalam jabatan, diklat khusus dan bentuk sosialisasi yang berhubungan dengan pekerjaan pegawai sehari-hari. Untuk menjaga kontiniunitas pelayanan publik pada Sub Bagian Keuangan, pegawai yang dikirim mengikuti Diklat disesuaikan dengan volume kerja.

Abstract

Election is a way to choose a leader or people representative's and the only mechanism of power change in Indonesia. In it's relation with the election for district head and vice district head, the commitee's existence is included in the constitution of Indonesia number 7 2017 about the Election's Commitee. Therefore, it can be said that the Commitees determines the good and the bad in an election. Ad hoc acceptance system is one of the process in the General Election Commision in Medan for filtering the candidate for the Election's Commitee.  According to the General Election Commision Criteria to be the Election's commitee. Usually, the ad hoc acceptance system begin with announcement, registration, test and acceptance. Because of that, the General Election Commision need help from the public to participate in the Election. The purpose of this Observation is to know the ad hoc acceptance system to elect the district head and vice district head.

Abstract

Refers to the goal of Regional Head / Vice Regional Head which is to obtain local leaders who really pay attention to the people’s aspirations so that the people feel their aspirations considered by the leaders they choose. To know the leader that will be chosen by the people, KPU do the crawl towards the candidates based on the determined steps. The problems of this research are whether the determintaion of North Sumatera Region Head / Vice Regional Head General Election’s voters register is appropriate with the fixed regulation, and whether North Sumatera KPU finds obstacles to determine the accurate voters register. Based on the experience of the implementation of North Sumatera Region Head / Vice Regional Head at the last period, the voters register (DPT) determintaion has been done according to PP No. 17 Year 2005 and PP no. 25 year 2007. For the next General Election, to avoid the double voters in the voters register the DP Tools system will be done, by using the detection at the computer, if it is found the double voters then automatically one of them will be deleted. North Sumatera people is a compound people which is not easily provoked by the negative issues, although some riot happens in some region in Indonesia for the implementation of the regional Head General Election, then vice versa in Noeth Sumatera, the election process at some TPS runs smoothly without any obstacle. Regional Head and Vice Regional Head General Election on 2008 was successfully won by Saymsul Arifin, SE and Ir. Gatot Pujo Nugroho.

Abstract

Aim and scope that research is namely whether the election smart home program has an influence on community political participation (case studies at the Medan city electoral commission office), and to find out whether election smart home programs have an influence on community political participation (case studies at the commission office Medan city elections). The form of this study is to use descriptive research with a quantitative approach with the aim of knowing the effect of variable X (free) with variable Y (bound). This research was conducted at the General Election Commission of Medan City. While data collection is done by distributing questionnaires, interviews and observations. The results of the study showed that there was an influence between the electoral smart actions towards public political participation in the General Election Commission of Medan City. This can be seen from the calculation of R-Sqare which is equal to 0.219 or equal to 21.9%, which means that there is a relationship between the Election Smart House variable (X) on the variable Political Participation of the Community (Y). The presence of Election Smart House (RPP) in Medan City is to increase the level of community participation in the city of Medan. With the presence of the Election Smart House (RPP) in the city of Medan, it is expected that the community can come to visit as a form of community participation to answer the low level of community participation.

Abstract

This study aims to find out how the role of the Family Planning Population Control Office, the determination of policies and programs in controlling the population growth rate in Medan City, besides that the author also wants to know the factors that prevent the Population and Family Planning Control Office from controlling growth residents in Medan City. The research technique used is a qualitative research method with interviews and observations. The research subject taking technique is using purposive and snowball techniques. From this technique, informants obtained, consisting of the Head of the Population and Family Planning Control Office, Head of the Family Planning Division, Head of Extension and Penggerak, Head of Resilience, Head of Population Control, Family Planning Field Extension, and the community who participated in the Family program. Planning or those who do not take part in the Family Planning program. Based on the research conducted, it was found several findings that the Office of Population and Family Planning Control has a role in suppressing population growth which includes coordination with government, community and private institutions in family planning activities, conducting family planning counseling, installing contraceptives and post-installation contraception. Obstacles in controlling population growth, namely the lack of skilled technical personnel, inadequate infrastructure, the influence of culture and the level of education of the community also become obstacles to DP2KB in carrying out their duties and functions.

Abstract

Badan kepegawaian daerah (BKD) merupakan perangkat pemerintah daerah yang mempunyai tugas melaksanakan penyusunan dan pelaksanaan kebijakan daerah di bidang kepegawaian serta dapat ditugaskan untuk melaksanakan penyelenggaraan wewenang yang dilimpahkan oleh Pemerintah kepada Bupati/Walikota selaku Wakil Pemerintah dalam rangka dekonsentrasi. Rumusan masalah merupakan menjelaskan peranan Badan Kepegawaian Daerah dalam pelaksanaan rekruitmen Calon Pegawai Negeri Sipil (CPNS) di Lingkup Pemerintahan Kabupaten Padang Lawas. Untuk menjelaskan Faktor-Faktor (internal dan Eksternal) yang menpengaruhi Badan Kepegawaian Daerah dalam peleksanaan rekruitmen CPNS dalam lingkup Pemerintahan Kabupaten Padang Lawas. Tipe Penelitian yang di gunakan adalah pendekatan Deskriptip-kualitatif yaitu mendeskripsikan jawaban permasalahan tentang Peranan Badan Kepegawaian Daerah dalam rekruitmen, dimana data yang dikumpulkan diolah dan dianalisis secara deskriptif kualitatif.  Adapun teknik pengumpulan data dilakukan dengan menggunakan Observasi yaitu melalui pengamatan langsung dilapangan atas kondisi riil yang terjadi dan Interview yaitu melalui wawancara langsung dengan responden, informan atau narasumber. Berdasarkan hasil penelitian diketahui bahwa implementasi kebijaksanaan PP No. 43 Tahun 2007 dalam rekruitmen calon Pegawai Negeri Sipil Daerah sebagai acuan yang harus dipedomani oleh Pemerintah Kabupaten Padang Lawas, Instansi penyelenggara dan unit instansi terkait, namun kenyataan masih sering terjadi konflik kepentingan antara berbagai unsur atau pihak baik antara pihak penyelenggara dengan unit kerja istansi terkait maupun dengan para tenaga honorer yang diangkat menjadi Calon Pegawai Negeri Sipil Daerah. Fakto-faktor yang menpengaruhi pelaksanaan Rekruitmen Calon Pegawai Negeri Sipil Daerah di Kabupaten Padang Lawas masih diwarnai berbagai tingkat kepentingan yang mempengaruhi efektivitas dan kelancaran pelaksanaan PP No. 43 Tahun 2007  tarik menarik kepentingan antara unit kerja instansi, pejabat eksekutif local, pejabat legislative dengan pihak penyelenggaraan terkadang menimbulkan polemic yang masing-masing pihak yang ingin meraih keuntungan dari pihak pelaksana rekruitmen Calon Pegawai Negeri Sipil Daerah.

Abstract

This study aims to determine the application and process of implementing regional regulation number 10 of 2012 concerning levies on cleaning services in Medan Tembung Subdistrict, Medan City. This study used descriptive qualitative method. Data collection techniques carried out were interviews, observation and documentation. Implementation of Regional Regulation Number 10 of 2012 concerning cleaning service levies in Medan Tembung Subdistrict (Medan City) has been running quite well in terms of the application of performance in the field and the readiness of the workforce to implement the regulation has been quite good. The constraints faced are infrastructure resource factors that have not been sufficiently adequate in implementing the performance carried out such as typper cars and motorized becak (Betor), which are still lacking in the needs needed.

Abstract

For education achievement purpose both regionally and nationally are now developed at school-based management, the system is expected to foster the ability of schools to manage the continuity of teaching and learning process. to obtain the data in this research conducted interviews, observation and documentation study of objects of research. According to research, the implementation of school-based management in SLB - Medan YPAC stakeholders are involved, the council consists of teachers, school committee, the foundation is guided by the educational curriculum. In the determination of policies such as the determination of hours of study, days off or to take the kids study tour, conducted by the school committee meeting. If the stakeholders agree with the policy set has just been implemented. Similarly, the maintenance of cleanliness and neatness of children enter school and after school, always communicated with the school committee so that the patterneducate and nurture children do together. Conclusions in the research that is, the preparation of school-based management planning on SLB - YPAC Medan involving all stakeholders such as councils of teachers, administrators YPAC, school committees and agencies. Inhibiting factor in planning school-based management of most of the school committee is not familiar with school-based management.

Abstract

Medan as one of the largest cities in Indonesia, the main attraction for the workers to earn a fortune coming from different regions. For workers who came from the outskirts of the city of Medan, most of them arrive in the morning and return late afternoon, while the others run to stay in Medan city in a matter of weeks or months. The problem in this study is, what are the factors that encourage mobility actors find work as a maid in the city of Medan. Is labor mobility affect female labor supply in the village. Is the Government District Percut Sei Tuan Deli Serdang taking action to reduce the rate of job mobility. Based on that research, the factors that drive mobility to the city of Medan is to supplement the family income or financial income. With the mobility of the population does not significantly affect the availability of labor in the village. District government's efforts Percut Sei Tuan to reduce the rate of mobility of people to the city of Medan was essentially no specific steps, only asked that the district government to travel to their place of work more carefully so it does not have an accident. The conclusion of this research is, the mobility of families due to economic factors, the availability of jobs in their village. Step Percut Sei Tuan district government to restrain the rate of mobility not only advised to be cautious road. For strengthening the rural economy, economic actors to connect capital district government with certain banks in the context of empowerment. District government through the Chief of the village should collect data on population mobility, then contact the users of their services in Medan that the perpetrators of mobility does not get abuse from her employer.
