Abstract

Penolakan publik adalah suatu bentuk perlawanan oleh publik atau rakyat terhadap aturan-aturan yang ditetapkan pemerintah. Sedangkan kebijakan publik secara umum adalah arah tindakan yang mempunyai maksud yang ditetapkan oleh seorang  aktor atau sejumlah aktor dalam mengatasi suatu masalah publik. Permasalahan dalam penelitian ini adalah apakah publik dapat menerima kebijakan publik. Berdasarkan penelitian, beberapa kasus penolakan publik terhadap kebijakan publik antara lain peristiwa MALARI (Malapetaka Limabelas Januari) tanggal 15 Januari 1974, yang menolak kebijakan Presiden Soeharto yang dianggap terlalu tergantung kepada modal asing dan mengabaikan nasib rakyat kecil. Peristiwa tahun 1998 yang dipelopori mahasiswa di berbagai daerah, yang menuntut agar Presiden Soeharto turun dari kursi Presiden RI yang dianggap publik tidak pro rakyat kecil. Selama beberapa tahun usia kemerdekaan RI, kesejahteraan cenderung milik segelintir golongan masyarakat terutama yang menduduki jabatan strategis di pemerintahan, atau segelintir masyarakat yang memiliki kolega di pemerintahan. Demikian juga dengan peradilan, tajam ke bawah tapi tumpul ke atas. Kebijakan pemerintah menyikapi persoalan sosial tersebut acap kali tidak pro rakyat kecil sehingga rakyat melakukan perlawanan. Keberanian rakyat untuk melakukan perlawanan terhadap pemerintah semakin lama terkesan semakin anarkis dan brutal. Pemerintah harus menyahuti suara rakyat kecil yang getol dijanjikan sewaktu kampanye politik pada saat Pilpres maupun Pileg. Apabila pemerintah tetap acuh dengan berbagai persoalan yang dihadapi publik atau rakyat, dikhawatirkan rakyat akan melakukan perlawanan yang lebih anarkis. Oleh karenanya, untuk membangun pemerintahan yang baik disarankan agar pemerintah lebih pro aktif mendengar dan menyahuti keinginan rakyat.

Abstract

Penelitian ini bertujuan untuk mengatahui tentang Peranan DPRK Aceh Selatan dalam Pembuatan Qanun Kabupaten, hal ini dikarenakan DPRK Aceh Selatan juga mempunyai peran dalam pembuatan Qanun Kabupaten melalui Badan Legeslasi DPRK Aceh Selatan tersebut. Keseluruhannya ini peneliti rangkum dalam bentuk sebuah karya tulisan ilmiah yang peneliti beri judul “Peran DPRK dalam Pembuatan Qanun Kabupaten  (Study kasus kantor DPRK Aceh Selatan, Provinsi Aceh). Adapun tipe penelitian ini adalah deskriptif kualitatif yaitu dengan mengggunakan data-datanya yang di peroleh dari data, wawancara, catatan lapangan, dokumen pribadi, memo, dan dokumen resmi lainnya. Berdasarkan hasil riset peneliti yang peneliti lakukan di kantor DPRK Aceh Selatan, berdasarkan data sejak tahun 2010 sampai dengan tahun 2013 adalah DPRK Aceh Selatan telah berupaya bekerja dangan penuh tanggung jawab dan telah bekerja dangan semaximal mungkin. Namun dalam konteks peranan DPRK itu sendiri dalam pembuatan Qanun Kabupaten masihlah jauh dari harapan.

Abstract

Effectiveness is the degree to which a social system reaches its goal. While performance is a result of a whole during a certain period in carrying out his duties. The National Narcotics Agency Sumatra Province serves to assist the recovery of narcotics addicts or abuse by means of outpatient rehabilitation. As for the outpatient rehabilitation involves teams of doctors and nurses trained, Standard Operational Procedure that is conducted by a team of medical assesment service is to know the degree of severity and therapeutic rehabilitation plan for the client. This type of research is qualitative research methods focusing to clinical performance effectiveness pratama in outpatient rehabilitation for addicts of narcotic drugs. The nature of this research is descriptive. The location of the research carried out in the way of West V William Iskandar Market Numbers.1A Field Estate. The results showed that the performance of the employees Klinik Pratama is said to be quite effective due to obstacles. Factors that play a role in achieving clincial effectiveness pratama is the achievement of targets, adaptability, job satisfaction, and responsibility. The existing barriers in the form of skimpy budgets, a lack of medical personnel and the lack of infrastructure repair facility.

Abstract

Pengawasan sebagai salah satu fungsi manajemen dalam suatu organisasi atau instansi pemerintahan, pelaksanaannya sangat perlu untuk dimaksimalkan karena dapat mengurangi dan mencegah secara dini terjadinya penyimpangan – penyimpangan atau penyelewengan dalam berfungsi sebagai sarana peningkatan profesionalisme kinerja pegawai, melalui peningkatan kinerja, sehingga dapat memberikan pelayanan kepada masyarakat sesuai dengan yang diharapkan dan kegiatan usaha unit – unit pemerintah dapat tercapai secara berhasil dan berdaya guna, dilaksanakan sesuai dengan tugas pokok, fungsi, rencana atau programnya, pembagian dan pendelegasian tugas, rumusan kerja, pedoman pelaksanaan dan peraturan perundang –  undangan  yang berlaku.  Penelitian ini bertujuan untuk mengetahui bagaimana peran camat dalam mengawasi kinerja pegawai dikantor camat medan denai kota medan. Metode yang digunakan dalam pengamatan ini adalah deskriptif dengan pendekatan induktif dalam mengumpulkan data, penulis menggunakan teknik wawancara dan dokumentasi. Dari hasil penelitian menunjukkan bahwa pengawasan oleh Camat sudah baik yang dibuktikan melalui tiga indikator yaitu pemantauan, pemeriksaan, dan evaluasi. Baiknya pelaksanaan pengawasan Camat berpengaruh kepada kondisi disiplin kerja pegawai/aparat Kecamatan yang masuk dalam kategori cukup, dilihat dari tiga sub indikator yaitu ketaatan terhadap jam kerja, ketepatan waktu dalam menyelesaikan tugas, ketepatan waktu dalam menyelesaikan tugas dan tingkat pelanggaran terhadap peraturan.

Abstract

Role is a set of expectations imposed on an individual who occupies a certain social position. This  study  aims  to  determine  the  role  of  village  government  in  improving  the  quality  of administrative services to the community in the Office of Village Head Aek Korsik. The method of research  used  is  a  descriptive qualitative  method approach  that  focuses  on  the  role  of  village  government in improving the quality of administrative services to the community at the Head Office of Aek Korsik Village Aek Kuo Sub-district, North Labuhanbatu Regency. The results  showed  that  the quality of administrative services in the Head Office of Aek Korsik Village Aek Kuo Sub-district, North Labuhanbatu  Regency  has  applied  Tangible,  Reliability,  Responsiveness,  Assurance,  and Emphaty dimensions and their indicators. However, there are still some indicators that have not run in accordance with the expectations of the community, including the inconvenience of service places including facilities and infrastructure that have not been complete, the employee has not effectively used SOP (Standard Operating Procedure) in the service process, and there are still employees who are not friendly in the service process.

Abstract

Village development planning is very important, because from this development plan the direction of village development is determined. The aspirations of the community in the village development planning process are very much needed, so that it has become an obligation of the village government to accommodate community aspirations in the development planning process in the village. The aspirations of the community can be accommodated by involving the Village Consultative Body (BPD), because basically the Village Consultative Body (BPD) is a means for village communities to channel their aspirations to assist village government in the development planning process in the village. The research method used in this study is qualitative research methods, in which the process of data collection is done through observation, interviews, and documentation studies on informants who are considered to have the potential to provide information about the role of Village Consultative Bodies (BPD) in the development planning process in Bandar Village Klippa. From the results of the research that has been done, the Village Consultative Body (BPD) in Bandar Klippa Village has carried out its functions and duties well as a working partner of the Village Head and also to accommodate and channel community aspirations so that the development planning desired by the community is created. However, the Village Consultative Body (BPD) in Bandar Klippa Village was less active in coming directly to absorb and gather aspirations from the community.

Abstract

In the community there are still many publik complaints in terms of the role of govrmment, which is still not well targeted by carrying out duties and responsibilities to the community should every govermment have the ability to further improve the quality of service. As determined by the governement agenciens in the districk pangururan Samosir districk is expected to improve the quality of the government’s more responsible performance as by the government in serving the community. In this case formulation of the formulation of the problem is how the role unit manager activities (upk) pnpm indendent in improving the welfare of society therough savings and loan lending as for the purpose of this study is to find out how UPK PNPM independent office in pangururan district samosir districk. The method in this research is qualitative by using technique of observation, interview and documentation based on the result is this study followed by analyzing the data obtained, then the result is the role of independent upk pnpm in improving the welfare of the community in the districk pangururan samosir districk can be said either. Seen from the progressof members of the spp group as well as, the role of independent UPK PNPM corres panding to the soup. Role

Abstract

Seeing the condition of today's society, there are still many complaints in terms of services they get from the government about the low quality of current services. As the spearhead to carry out direct services to the public should each district and government officials to have the capability in carrying out their duties as set by government agencies. Likewise with the subdistrict of Medan Belawan is expected to further  improve  the  quality  of  the  performance  of  the  apparatus  as  to  which  has  been  set  by  the government in the service of society. In this case the formulation of the problem is how the procedure for obtaining the Electronic ID card in District Office District of Medan Belawan. The purpose of this study was to determine how the service procedure specified in the management of Electronic Identity Card at the District Office District of Medan Belawan. The method in this research is qualitative by using observation technique, interview and documentation. Based on these results and continue to analyze the data obtained, then the result is evaluation of Electronic Identity Card service procedures at the District Office District of Medan Belawan be quite good. Can be seen with Electronic ID card service provided is in accordance with the procedure for obtaining a KTP Electronics, but only time in the administration which is not in accordance with standard operating procedures.

Abstract

Since the reform era marked by the end of the New Order, many changes in the system of government of the Republic of Indonesia. During the New Order government system presented in ways that centralized power leads to a powerful president as both head of state and the head of government. Failure of efforts to reorganize the bureaucracy have broad impact on the fate of the people, this is of course an impact on the process of democratization. The fate of the people worse off because of the quality of legal services that are not optimal and non-functioning of legal services will tend to distort the process towards justice and welfare. If want to make improvements and eliminate the bad impression the government, the bureaucracy reform effort is urgent given the vast implications for society. For reform the bureaucracy, such as the need to consider internal measures, align the orientation of the oriented democracy and not on power, bureaucrats determined to strengthen the commitment to change towards the better, to build a new culture because all this bureaucracy has a bad image, rationalization of the bureaucracy towards streamlining efficiency, strengthen the rule of law which is based on a clear and improve the quality of human resources.

Abstract

Village Secretary beam is a device that helps the Village Head of Government in the field of orderly administration and development as well as service and community empowerment. As Village Secretary, whose main task is to regulate and manage the financial administration and secretarial affairs inside the container structure of village government organizations, as well as helping the task of village head in governance, social services and rural development. The purpose of this study was to determine the role of Village Secretary Assisting the Head of the Village as well as the constraints. This study leads to the village secretary function to assist the village chief in village governance.this study is a descriptive study with a qualitative approach that describes the phenomenon of the field an then analyzing the facts. The data used is more dominant secondary data fitted with interviews and observations and research was conducted in the village and the Sembahe Baru village office. Based on the analysis of all sources of Informants collected in accordance with the needs of research, the role of the secretary of the village in the village head here helps researchers can conclude from the research that has been good enough role in helping chief Secretary Rural village in Sembahe Baru village.
