Abstract

Public services are all forms of service, which are the responsibility and are carried out by the central government and regional governments. One form of innovation in health services is known as the Social Security Organizing Agency (BPJS). BPJS has the goal of realizing the provision of adequate health insurance for each participant and his family members to fulfill the health needs of the Indonesian population. Innovation in health services through the BPJS program shows data on participant health satisfaction levels and satisfaction levels of partner health facilities describing the level of satisfaction of both participants and health facilities have increased. In 2017 the participant satisfaction index was 79.5 percent, while the health facility satisfaction index of 89.5 percent increased compared to 2016 with participant satisfaction at 78.6 percent and health facilities 76.2 percent, strategies to improve the quality of BPJS services through increased collaboration of health facilities, performance-based payments, optimization of roles and functions, developing e-claim management, and enhancing strategic partnerships with stakeholders. Innovations can be started from simplifying regulations, bureaucracy, arranging permits for issuing products that can be a solution for citizens.

Abstract

Poverty alleviation in rural communities is increasingly understood as a multidimensional development agenda that requires both social protection and community empowerment. This article aims to rethink poverty alleviation strategies by emphasizing the transformative potential of empowerment-based approaches in strengthening rural livelihoods and community resilience. Using a secondary data-based qualitative approach, this study analyzes relevant literature, statistical reports, and previous empirical studies on rural poverty reduction and community development. The article argues that sustainable poverty alleviation can be advanced by strengthening local capacity, expanding community participation, diversifying livelihoods, and improving access to education, health services, productive assets, and economic opportunities. Rural communities possess valuable social capital, local knowledge, mutual support systems, and adaptive livelihood practices that can serve as important foundations for inclusive development. Therefore, empowerment-based strategies should position rural communities not only as beneficiaries of development programs, but also as active partners in identifying opportunities, mobilizing local resources, and developing sustainable solutions. The article emphasizes the importance of collaborative governance involving government institutions, local leaders, community groups, civil society, and the private sector. Such collaboration can enhance the effectiveness of poverty alleviation by aligning formal development support with community-based initiatives. The article concludes that an empowerment-oriented model offers a promising pathway for rural poverty reduction because it promotes self-reliance, strengthens social resilience, and supports long-term socioeconomic transformation.

Abstract

Poverty reduction in Indonesia has increasingly moved beyond short-term welfare assistance toward a broader agenda of strengthening local economic resilience. This article examines how Koperasi Merah Putih can be positioned as a strategic local economic institution for supporting poverty resilience in Indonesia. Using a secondary data-based policy analysis, the study explores the relationship between poverty reduction, structural vulnerability, and the role of village-level cooperative institutions in strengthening community economic capacity. The article argues that poverty resilience requires more than declining poverty rates; it depends on the ability of local communities to access productive resources, stabilize household livelihoods, improve market participation, and build collective economic mechanisms that can protect vulnerable groups from future shocks. Koperasi Merah Putih is viewed in this study as a positive institutional innovation that reflects the government’s commitment to strengthening grassroots economic development. Through its potential roles in facilitating access to basic goods, local distribution networks, productive financing, food supply chains, and community-based enterprise development, the cooperative can support a more inclusive and adaptive model of poverty alleviation. The article highlights that the effectiveness of poverty resilience depends on the interaction between local institutional capacity, human development, employment opportunities, digital connectivity, and regional economic structures. By shifting the analytical focus from poverty reduction to poverty resilience, this study contributes to poverty governance literature and offers a policy-relevant framework for understanding how cooperative-based local institutions can strengthen Indonesia’s long-term poverty alleviation agenda.
