Abstract

ABSTRAK Penelitian ini mengambil lokasi di Kabupaten Konawe Selatan Propinsi Sulawesi Tenggara. Pengambilan sampel lokasi penelitian terdiri dari lokasi transmigrasi Jati Bali Kecamatan Ranometo dan lokasi transmigrasi Abenggi Kecamatan Landuno. Desa Jati Bali ditempati warga transmigran yang berasal dari Bali, sedangkan Desa Ahenggi berasal dari Jawa Barat. Penelitian mi bertujuan untuk (1) mengkaji kondisi sosial ekonomi transmigran Jati Bali dan Abenggi (2) mengkaji faktor-faktor yang berperan terhadap perbedaan kondisi sosial ekonomi transmigran Jati Bali dan Abenggi.Metode penelitian yang digunakan adalah survei lapangan dengan pengambilan data secara sampling serta analisis data sekunder. Penentuan sampel dilakukan secara simple random sampling. Jumlah sampel keseluruhan sebanyak 200 sampel, pada setiap desa diwakili 100 rumah tangga transmigran. Analisa dilakukan secara kualitatif dengan tabel frekuensi dan label silang. Hasil penelitian menunjukkan bahwa kondisi sosial ekonomi di lokasi penelitian berbeda. Organisasi kemasyarakatan, integrasi dan kontak sosial berjalan sesuai dengan kondisi budaya masing-masing. Kecenderungan tingkat pendidikan kepala keluarga transmigran Jati Bali dengan tingkat pendidikan menengah dan tinggi (88 persen) lebih haik daripada transmigran Ahenggi (26 persen). Pendapatan rumah tangga transmigran Jati Bali berada kisaran satu sampai dua juta rupiah perbulan 47 persen, transmigran Abenggi (53 persen) hanya berpendapatan dibawah satu juta. Kualitas rumah transmigran Jati Bali 53 persen dalam kategori baik, transmigran Abenggi hanya 13 persennya. Transmigran Jati Bali 70 persen memiliki harta lebih dari empat juta rupiah, transmigran Ahenggi 52 persen hanya memiliki harta kurang dari dua juta rupiah. Transmigran Jati Bali 38 persen mengalami perluasan lahan, Abenggi mengalami pengurangan lahan menjadi kurang dari satu hektar (31 persen). Transmigran Jati Bali (81 persen) bermata pencaharian di sektor perdagangan dan jasa, transmigran Abenggi 59 persen bermata pencaharian di sektor pertanian. ABSTRACT This study took place within the WakatobiRegency Southeast Sulawesi Province. Sampling locations consisted of transmigration sites in Bali Jati Subdistrict Ranometo and transmigration sites Abenggi Landuno District. Bali Jati village occupied by citizens of transmigrants from Bali, while the Village Ahenggi come from West Java. This research aims to (1) examine the socio-economic conditions and Abenggi Balinese transmigrants Teak (2) examine the factors that contribute to differences in socio-economic conditions and Abenggi Bali Teak transmigrants. The research method used was a field survey with a sampling of data retrieval and analysis of secondary data. Determination of the samples was done by simple random sampling. The number of total samples of 200 samples, at each village represented 100 households. Conducted a qualitative analysis with cross-frequency table and labels. Results showed that socio-economic conditions in different research sites. Social organization, integration and social contacts run in accordance with their respective culture conditions. The tendency of the education level of household heads Teak Balinese transmigrants with middle and high education level (88 percent) more than transmigrants Ahenggi Haik (26 percent). Revenue from Jati Bali households in the range of one to two million rupiah per month 47 per cent, transmigrants Abenggi (53 percent) income just under one million. Quality Teak Balinese transmigrants house 53 per cent in either category, only 13 percent of transmigrants Abenggi. Teak Balinese transmigrants 70 percent have more wealth than four million, 52 percent of transmigrants Ahenggi only own property less than two million dollars. Teak Balinese transmigrants 38 percent major land expansion, land Abenggi decrease to less than one hectare (31 percent). Transmigrants Jati Bali (81 percent) livelihood in trade and services sector, 59 percent of transmigrants Abenggi livelihood in the agricultural sector.

Abstract

ABSTRAK Penelitian ini dilakukan di Kecamatan Abepura Kota Jayapura Provinsi Papua. Pengelolaan sampah anorganik yang dilakukan di wilayah ini digali melalui kajian perilaku masyarakat. Tujuan dilakukan penelitian ini adalah untuk 1) mengkaji karakteristik sosial-ekonomi masyarakat di daerah penelitian; 2) mengakaji perilaku masyarakat Kecamatan Abepura dalam pengelolaan sampah anorganik; 3) mengetahui faktor-faktor yang mempengaruhi perilaku masyarakat guna mewujudkan Kota Jayapura yang BERIMAN.  Hasil penelitian menunjukkan karakteristik sosial-ekonomi masyarakat yang meliputi pendidikan formal  responden 90% sangat tinggi (SLTA-Sarjana), 62,7% profesi responden (PNS/wiraswata), jumlah anggota keluarga (4-5 orang) cukup besar. Pendapatan responden (3.000.000-4.000.000) cukup besar, jumlah penduduk non Papua cukup tinggi 60%. Perilaku dominan masyarakat dalam pengelolaan sampah anorganik menunjukan dominan sedang (95%). Perilaku masyarakat dalam pengelolaan sampah anorganik menunjukkan gejala apatisme terhadap lingkungan dan ikut menunjang program pemerintah menjadikan Kota Jayapura yang BERIMAN. Faktor-faktor yang mempengaruhi perilaku sedang dalam pengelolaan sampah anorganik secara signifikan terpengaruh kuat adalah pengetahuan terhadap perilaku masyarakat karena kurangnya sosialisasi pemerintah kepada masyarakat terkait UU No 18 Tahun 2008 dan PERDA Jayapura Kota BERIMAN dan pengelolaan sampah, serta faktor lingkungan budaya (suku bangsa/adat istiadat) masyarakat yang meliputi adanya kurang kepedulian terhadap kondisi lingkungan Kota Jayapura baik dari suku asli Papua dan non Papua dalam perilaku pengelolaan sampah anorganik. Sedangkan jumlah anggota keluarga, jenis pekerjaan, tingkat pendidikan, pendapatan menunjukkan arah hubungan negatif dengan sifat korelasi lemah terhadap perilaku pengelolaan sampah anorganik.     ABSTRACT This research was conducted in AbepuraSubdistrict, Jayapura City, Papua Province. The inorganic waste management in this area is explored through studying people’s behavior. The research objectives are to: 1) study the social-economic characteristics of the community in the research area; 2) study the public behavior of AbepuraSubdistrict in the inorganic waste management; 3) find out the factors that affect public behavior to actualize the BERIMANprogram in Jayapura City. Research result shows that the social-economic characteristics of people in the area, including the education level, 90% of the respondents have education level of High School and Undergraduate study, 62,7% of respondent are Civil worker or entrepreneur, large number of family member (4-5 person).Respondent’s income of 3.000.000-4.000.000 is high enough, value 60% of non-Papua residents in the area. The dominant behavior of public in an inorganic waste management shows a medium dominant level of 95%. Public behavior in an inorganic waste management shows a phenomenon of apathy towards environment and also supports the Jayapuragovernment program to actualize a BERIMAN city. Significant factors affecting the medium level behavior in an inorganic waste management are the knowledge of public behavior because the lack of government socialization to the public concerning the UU No 18 Tahun 2008and PERDA Jayapura Kota BERIMANand waste management, there is also socio-cultural environment factor (ethnic/customs) which involves the lack of concern towards Jayapura City environmental condition, either from the Native Papua and non-Papua ethnic in the behavior of inorganic waste management.While the amount of family members, type of work, education level, and income shows a negative relation with a weak correlation towards the behavior of inorganic waste management.

Abstract

ABSTRAK Penelitiaan mengenai persepsi masyarakat terhadap pengelolaan sampah padat perkotaan dilaksanakan di Kecamatan Dom Aleixo, Kabupaten Dili Timor Leste dengan sampel penelitiannya adalah rumah tangga yang ada di Desa Comoro dan Bairopite. Penelitian ini dilaksanakan dengan tujuan untuk: (1) mengkaji persepsi masyarakat terhadap usaha pemerintah dalam memberdayakan, menguatkan serta bagaimana menfasilitasi peranserta masyarakat dalam mengelola sampah rumah tangganya; (2) mengkaji kelemahan-kelemahan maupun permasalahan yang dihadapi Pemerintah Kota Dili dalam hal:  (a) merumuskan kebijakan dan peraturan daerah tentang pengelolaan sampah padat perkotaan di Kecamatan Dom Aleixo; (b) bagaimana usaha pemerintah daerah menggerakkan masyarakat agar berperan serta secara aktif dalam kegiatan pengelolaan sampah rumah tangganya; (3) mengkaji struktur kelembagaan Pemerintah Kota Dili guna mempertegas pendelegasian wewenang institusi pengelolaan sampah perkotaan; (4)  membantu menfasilitasi keterlibatan stakeholder dalam mendukung program pemerintah mengenai pengelolaan sampah perkotaan di Kabupaten Dili. Penelitian ini merupakan penelitian yang merujuk pada kegiatan lapangan atau survei. Dari populasi yang ada dipilih sejumlah sampel mengunakan teknik sampling yaitu secara random sampling. Teknik ini dipilih karena populasi sudah diketahui memiliki karakteristik yang homogen sehingga setiap individu yang terpilih sebagai sampel diyakini mampu menggambarkan karakteristik dari populasi tersebut. Data yang diperoleh dianalisis secara mix method yaitu gabungan antara analisis kuantitatif dan kualitatif. Teknik analisis ini dipilih dengan pertimbangan bahwa data yang telah diolah secara kuantitatif yaitu dengan teknik scoring diharapkan dapat di interpretasi secara lebih luas dan mendalam dengan teknik kualitatif. Penelitian ini dilaksanakan pada bulan Juli 2010 sampai dengan Agustus 2010.  Hasil dari penelitian ini : (a) untuk kepentingan pemerintah daerah dalam usaha pemberdayaan, penguatan dan fasilitasi masyarakat melalui pendidikan non formal, penyuluhan, pendampingan dan pengembangan program 3R (reuse, reduce dan recycling) guna meningkatkan persepsi masyarakat terhadap pengelolaan sampah rumah tangganya, (b) sebagai model dalam merumuskan kebijakan dan aturan daerah guna meningkatkan persepsi masyarakat terhadap pengelolaan sampah padat perkotaan, (c) sebagai masukan untuk pemerintah pusat dalam menentukan intansi pengelola sampah perkotaan guna meningkatkan persepsi masyarakat terhadap kinerja Pemkot Dili, (d) sebagai masukan untuk pemerintah kota Dili dalam melibatkan peranan stakeholder terhadap kegiatan pengelolaan sampah perkotaan di Kota Dili.  ABSTRACT A case study regarding to public perception of municipal solid waste management in Sub District Dom Aleixo, Dili Timor Leste with a sample of research is household in the village of Comoro and Bairopite.  This research was conducted with the aim to: (1) to assess the public perception of the government's effort to empowering, strengthening and how to facilitate public participation in managing their household waste; (2) to assess the weaknesses and problems faced by the local government of Dili city in terms of: (a) formulation of policies and regulations draft about municipal solid waste management in Sub district Dom Aleixo; (b) how local government to encourage mobilization of community to participate actively in the activities of the household waste management; (3) to review the institutional structure government of Dili city to reinforce the institution of delegations of urban waste management; (4) to help facilitate the involvement of stakeholders in supporting the government's program on urban waste management in the Dili district.These researches represent the researches which refer to the activity of field or survey. From existing population selected by a number of samples base on sampling technique that is by random sampling. The reason why to choice the technique, because population have been known to have the homogeneous characteristic so that every chosen individual as sample believed can represent the characteristic of the population. The data was collected will be analysis by mix method that is combined between quantitative analysis and qualitative. Technique analyses this selected with the consideration that data which have been processed quantitatively that is with the technique scoring expected to interpretation broader and circumstantial with the technique qualitative. This research was conducted on July 2010 to August 2010. The results of this study: (a) local government importance to empowering, strengthening and how to facilitate people through informal education, environmental champagne, and working together to manage waste through 3R program (Reduce, Reuse and Recycling) to encourage people perception on household waste management, (b) as a model to formulate local low and regulation to improve community perception about city solid waste management, (c) as an input to help central government to decide local institute or department for solid waste management to improve perception of community that Dili District local government performance, (d) as an input to local government Dili District how to given opportunity for stakeholder to participate on city solid waste management activity.

Abstract

Small cities and towns in Indonesia have experienced a significant development during the period of 2000-2010. However, the development of small cities and towns has not been in line with the way the urban areas are governed and managed. There is a tendency that the governments pay a little attention to the governance of smaller urban areas, especially those which do not municipal status or the urban areas which is part of regency administrative boundary. This research analyzes the governance and planning of small towns in Central Java taken four small towns in Joglosemar region (Yogyakarta-Surakarta-Semarang). The research applied some qualitative methods combining document analysis, interview and regulation analysis. It is found that there is a significant gap between the urban development and its planning and governance. Urban development policies seem to be lacking in providing guidelines to drive the development of the small towns so that they can perform their functions within their respective regional urban system as well as solve their internal problems. The governance has mostly relied on the role of local government despite continuing lack of institutional capacity in managing urban development.
