Abstract

Abstract. Indonesia became the country with the highest number dengue cases in Asia, with as many as 80.065 cases, according to data by the United Nations in 2010. Dengue fever has killed hundreds, posing a threat to society against vector-based diseases, especially to those who are vulnerable to the impacts of climate change. The vulnerability of society will depend on their adaptive capacity in preventing or responding to an increased risk of disease transmission. In the efforts to increase resistance to the dengue risk, it will be difficult when only relying on increasing the quality of human resources in the health sector. In this context, the overall participation of the communities who are vulnerable of dengue becomes significant. DHF prevention programs with an alternative approach based on community participation in the ACTIVE (Actions Changing The Incidence of Vector- Borne Endemic Diseases) program in Semarang have been carried out by Mercy Corps Indonesia (MCI) with the Government of Semarang (Health Department, Development Planning Agency, Meteorology Climatology and Geophysics Agency, Department of Education) as well as academics of Diponegoro University. A series of activities in the ACTIVE program aims to build a city resilient to climate change, especially in the health sector by reducing the incidence of dengue. This paper aims to assess an alternative approach based on participation implemented through the concept of community capacity building within the framework of ACTIVE Program. The method used is descriptive analysis with a qualitative approach to the process of community capacity building. An alternative approach based on the concept of social learning and inclusive planning is able to get the governments attention and arouse the enthusiasm and the spirit of the community facing dengue in the region. Based on interviews with stakeholders, they generally refer to the alternative approach based on participation as interesting and consider the approaches effective in solving the problems of dengue at the level of public behavior. Indonesia menjadi negara dengan kasus Demam Berdarah Dengue (DBD) tertinggi di Asia  yaitu sebanyak 80.065 jiwa (United Nation, 2010). Wabah DBD telah menelan banyak korban jiwa sehingga menimbulkan ancaman bagi masyarakat terhadap penyakit berbasis vektor, terlebih mereka yang rentan di bawah tekanan dampak perubahan iklim. Kerentanan masyarakat akan tergantung pada kapasitas adaptif dalam mencegah atau merespon risiko peningkatan transmisi penyakit. Dalam melakukan upaya peningkatan ketahanan terhadap risiko DBD tersebut, maka akan sulit jika hanya mengandalkan peningkatan kualitas SDM di bidang kesehatan saja. Pada konteks ini, maka partisipasi menyeluruh dari masyarakat yang rentan terhadap DBD menjadi signifikan. Program penanggulangan DBD dengan pendekatan alternatif berbasis partisipasi masyarakat dalam kegiatan ACTIVE (Actions Changing The Incidence of Vector- Borne Endemic Diseases/Inisiatif Penanganan Penyakit Endemik Berbasis Vektor) di Kota Semarang telah dilakukan oleh Mercy Corps Indonesia (MCI) bersama dengan Pemerintah Kota Semarang (Dinas Kesehatan, Badan Perencanaan dan Pembangunan Daerah (Bappeda), Badan Meteorologi, Klimatologi dan Geofisika (BMKG), Dinas Pendidikan) serta Universitas Diponegoro selaku akademisi. Rangkaian kegiatan dalam Program ACTIVE bertujuan untuk membangun kota yang berketahanan terhadap perubahan iklim khususnya dari sektor kesehatan dengan cara mengurangi kejadian DBD. Tulisan ini bertujuan untuk meninjau pendekatan alternatif berbasis partisipasi yang diterapkan melalui konsep peningkatan kapasitas masyarakat dalam kerangka Program ACTIVE. Metode yang digunakan adalah analisis deskriptif dengan pendekatan kualitatif terhadap proses peningkatan kapasitas masyarakat. Pendekatan alternatif berdasarkan konsep pembelajaran sosial dan perencanaan inklusif mampu mendapatkan perhatian pemerintah dan menggugah antusiasme serta semangat masyarakat dalam menghadapi DBD di wilayahnya. Berdasarkan hasil wawancara para stakeholder, umumnya menyinggung pendekatan alternatif berbasis partisipasi yang menarik dan dinilai efektif dalam menyelesaikan permasalahan DBD pada tingkat perilaku masyarakat.Kata kunci. demam berdarah dengue, ACTIVE, pendekatan alternatif, kapasitas masyarakat.

Abstract

Isu dalam pemenuhan air bersih terkait dengan kesenjangan penyediaan air bersih dengan permintaan air bersih. Upaya adaptasi menghadapi kurangnya ketersediaan air bersih dikenal adanya istilah koping. Koping terhadap tekanan merupakan salah satu komponen dari kerentanan. Penelitian ini memiliki pertanyaan penelitian berkaitan dengan “bagaimana mekanisme koping masyarakat Kampung Tambaklorok dan Kelurahan Rowosari terhadap permasalahan pemenuhan air bersih?”. Tujuan penelitian ini adalah mengkaji mekanisme koping yang dilakukan oleh masyarakat Kampung Tambaklorok dan Kelurahan Rowosari dalam pemenuhan air bersih. Kampung Tambaklorok dan Kelurahan Rowosari merupakan dua wilayah di Kota Semarang yang memiliki permasalahan dalam pemenuhan air bersih. Pendekatan penelitian yang digunakan adalah metode penelitian survei dengan penyebaran kuisioner kepada masyarakat. Analisis yang digunakan dalam penelitian adalah statistik deskriptif. Hasil temuan studi yaitu terdapat perbedaan dan persamaan mekanisme koping masyarakat Kampung Tambaklorok dan Kelurahan Rowosari. Perbedaan mekanisme koping dinilai berdasarkan faktor yang mempengaruhi pemilihan koping, bentuk koping dan tindakan yang dilakukan sebelum dan saat terjadi permasalahan pemenuhan air bersih. Berdasarkan hasil analisis, tindakan berkaitan dengan permasalahan pemenuhan air bersih yang dilakukan oleh masyarakat Kelurahan Rowosari lebih beragam dibandingkan dengan tindakan yang dilakukan masyarakat Kampung Tambaklorok. Tindakan-tindakan tersebut meliputi tindakan teknis/struktural, ekonomis dan sosial.

Abstract

Mijen District as a peripheral area of Semarang has been urbanizing based on population growth and land development in the period 1993 – 2015. One of urbanization problems in Mijen district as peripheral area is land use change and increasing population, which caused by BSB new town development. Identification of urbanization stages in the peripheral area is expected as consideration for government to manage regional development effectively and efficiently. This research uses an urbanization cycle approach by Van Den Berg as a conceptual theory to identify the urbanization stages. In addition, the land development and its linkage with the population growth are also used to identify emerging problems, so that the government reduces its impact. The research shows Mijen District runs into the stage of urbanization, suburbanization, desurbanization/ counterurbanization and the absolute phase of decentralization in the period 1993 – 2015. Most of sub-districts in Mijen have sprawl characteristics which the land development of each sub-district is greater than population growth, so it indicates that the land usage is less. Otherwise,  Polaman, Jatisari, Mijen and Wonolopo have densification characters which each population growth is greater than the land development and  indicates that the lands are used effectively and efficiently.

Abstract

Tembalang area, located in the outskirt of Semarang city is experiencing the proliferation of modern convenient shops (minimarkets) dominated be Indomaret and Alfamart shops. Since 2001, 13 (thirteen) minimarkets have been established along the Jalan Bulusan to Jalan Ngesrep Timur corridor with the highest growth during the 2004‐2009 period. Most of the shops have been established by constructing on an empty land or residing a redesigned existing building. Consumer behavior analysis revealed that 39,9% consumer visits happens twice a week with 62,7% of them to buy daily consumer products. Proximity has been identified as the highest motivation to shop in these minimarkets, followed by variability of products. Locational analysis identified overlapping of service range of the minimarkets due to close proximity between each other. The minimarkets located in the Jalan Ngesrep Timur – Jalan Prof. Sudarto corridor have the highest accessibility, while those located on Jalan Tirto Agung have the least. This study found oligopolistic competition among the two minimarkets.

Abstract

Muntilan is one of a small city that cities that respond to the development and modernization . In addition to its position on the national path that connects Yogyakarta to Semarang as the capital of the each province, in a fact Muntilan was probably save any locality aspects such as natural conditions, as the descendants of Javanese society and diversity religious that exists but at the same time they are become the opportunity for the development of Muntilan. These phenomena will be continue to emerge that  influence in the direction of urban space which is arranged by the government in a process and a product of spatial planning. The research about local values in spatial planning use The Grounded Theory approach was successfully finds local values that formed from the interaction of society with the aspects of localities , including community perceptions for the threat of Merapi Mountain , their love as Javanese, the faith value that hidden on stone carving art, mina lumping art, and tolerance and harmony among diverences of religions in Muntilan’s society. There is the only one of the local value that considered in spatial planning and contained within the spatial planning documents, RDTRK Muntilan. The others local values that has not regulated by local government in spatial planning, serve as recommendations to the government and stakeholders to make the implementation of spatial planning for the small town of Muntilan.

Abstract

The construction sector plays a significant role in the Indonesian economy. The construction sector has an influence on the economy through the inputs used or generated, absorption of the materials and labor used, as well as producing and distributing the output produced in economic activities. Its contribution and growth each year shows a particularly good value in the central part of Java. This study aims to create a regional typology in Central Java based on its construction sector. The methods used are Location Quotients, shift and share and Klassen Typology. In 2018 most of the districts/cities had a typology of fast developing regions, progressive GRDP growth in the construction sector and baseless absorption of labor. In 2019,  central part of Java had a typology of fast-growing and relatively lagging regions, progressive GDP growth of construction sector and baseless absorption of labor. Overall, the GRDP growth in the construction sector in the central part of Java has a positive impact on the economic development of districts / cities in the central part of Java, but this is not followed by absorption of labor in the construction sector.

Abstract

The special form of urbanization in Indonesia has led to a variety of themes on the urban development studies in Indonesia. Since 1990s, there has been an emphasis on the development of mega-urban regions, particularly those surrounding Jakarta as the biggest and the prime city in Indonesia. This research is aimed at elaborating the previous knowledge on the urbanization pattern in Indonesia, and Java in particular. More specifically, this study examines urban development trend in Central Java. The analysis of urbanization in this study can be classified into two categories, i.e. analysis of the urbanization level and analysis of the urbanization growth. These two analyses are combined by applying some GIS methods in order to understand the pattern of urbanization in the region. It is found that the urbanization process in Central Java has transformed the predominantly rural regions in the 1980s into the urban ones. The rapid growth of urban population forms some observable pattern that may be different to the national pattern. There are common spatial patterns, such as the importance of the coastal region and the essential role of the larger urban centers in the urbanization. In this regards, the emergence of the smaller centers has also contributed to the process, especially in bridging a more balanced development between major urban centers and their respective rural hinterland.

Abstract

Batik Pekalongan potentially has a unique characteristic developed by each entrepreneur. The relationships between entrepreneurs in order to stimulate the innovative development of batik should be examined for future development. This study aims to determine how the relationships between and information flow across the actors involved in cooperation networks to support batik cluster development in Pekalongan. The research conducts survey method with both qualitative and quantitative approaches. The data is obtained from primary and secondary data. This study aims to understand the relationships between the actors involved in the batik cluster through Social Network Analysis (SNA). The results show that the roles of actors are still not optimal and need to be improved. Disperindagkop and UMKM, Bappeda, Ministry of Industry, and FEDEP BPPT of Pekalongan City have the major role in developing batik clusters. Their contributions are measured from techniques of centrality degree, closeness centrality, and betweenness centrality in the network. The source of batik knowledge information source comes from the both the customers and the entrepreneurs of batik. The sources of batik knowledge sharing come from the consumers useful to information exchange and innovation sharing which affect to batik production process. Batik cluster consists of multi-stakeholders carrying out some shortcomings so that it is necessary to integrate the roles of actors and the innovation process and technology as a strategy for the development of innovative clusters.

Abstract

Urbanization has brought rapid changes and transformations in many aspects of urban processes of many developing countries, including in spatial aspect, in the form of extended spatial formation of the cities into the surroundings, in order to meet the needs of economic and productive processes as well as those of social and consumption processes. Using the case of the growth of Surakarta Metropolitan, this paper aims to deepen understanding on the spatial process of urban population growth in the peripheries of secondary metropolitan that based on medium city size in Java, which is considered as one of the most densest populated in the world. The article will show the process of metropolitanization in Surakarta Metropolitan, in which influenced of its limitness of the administrative jurisdiction of the core area, the the growth extends into the surrounding areas. The analysis employs a time serial analysis by utilizing the national censuses population data from 1990 to 2010, The result shows that the urbanization process in Surakarta leads into a extended spatial form which also characterized by a fragmented phenomena. The spatial urban formation formed by such a process consist of a combination of some extensions of the previous urban areas and the formation of new urban centers that approached and merged one to each other in the long run. This process need to be understood as urbanization process is also a major contributors that shape the resource allocation and consumption of resources in the metropolitan and the surrounding areas. For Indonesia, the understanding of these processes will be very beneficial for the formulation of regional collaboration strategies in developing sustainable urbanization in the future.
