Abstract

The provision of freight infrastructure linking the hinterland to the port requires agreement between actors. However, in reality there is a policy conflict in the development of a regional freight infrastructure, such as in the case of the Aloha Perak Toll Road construction in Surabaya. This study aims to discuss actor relationship in the freight transport infrastructure development strategy to support export activities in Tanjung Perak Port of Surabaya, using Dynamic Actor Network Analysis. It is found that there is an action conflict in achieving smooth flow of goods coming from the hinterland to the port, particularly between the city of Surabaya Planning Board and the East Java Province Planning Board. The conflict can be minimized by the existence of jujitsu negotiation and BATNA, because the Surabaya City Government, as the owner of the land, has greater power than the Provincial Government.Keywords: regional freight infrastructure, Dynamic Actor Network Analysis, action conflict, conflict management technique

Abstract

Roads are public utilities whose financing comes from various sources of general taxes and loan, so the return on the financing of transport infrastructure is not only from the transportation sector itself. It raises injustice in the road usage. Taxpayers are required to pay taxes in the same amount, but the loadtraffic and the intensity of road usages are different each other. One method of road infrastructure management that has been conducted by various countries is the reforms of road management by commercializing the road, take the road financing to the market mechanism by fee for service. Condition of the road infrastructure has continued to decline since the economic crisis. This condition is exacerbated by the limitation of budgeting capacity of the local government that is not possible to finance the operation and maintenance of road infrastructure and also the uncertainty of the transfer of funds from the central government. Road User Charges can be an alternative source of financing the operation and maintenance of road infrastructure depend on the allocation of Government funds for transportation sector from Vehicle Tax and Tax on Vehicles Ownership. Then road users have to pay additional fees in each liter of fuel purchases.

Abstract

Salah satu strategi mitigasi perubahan iklim untuk mengurangi emisi gas rumah kaca, yang merupakan penyebab perubahan iklim, adalah perencanaan Ruang Terbuka Hijau (RTH) berbasis carbon capture. Perencanaan RTH berbasis carbon capture dilakukan melalui penanaman vegetasi yang berdaya serap CO2 tinggi melalui permodelan lanskap yang berwawasan ke depan untuk keberlanjutan lingkungan dan konsisten dengan Tujuan Pembangunan Berkelanjutan (SDG) 13: Aksi Iklim. Berbeda dengan studi terdahulu yang umumnya menitikberatkan RTH jalan tol pada aspek estetika, penelitian ini menawarkan pendekatan baru yang berpotensi mengurangi emisi karbon di jalan tol. Integrasi penyerapan karbon ke dalam perencanaan RTH dapat memberikan manfaat mitigasi yang terukur secara karbon melalui desain lanskap. Studi ini bertujuan untuk merancang RTH Jalan Tol Jagorawi (STA KM 3.800–26.500) yang memaksimalkan kapasitas penyerapan CO₂. Metode analisis yang digunakan dalam studi ini terdiri dari tiga tahap, yaitu (1) perencanaan tata tanaman untuk memenuhi fungsi estetika dan ekologis, dengan menekankan pada daya serap CO2, (2) perhitungan kapasitas daya serap CO2 oleh tanaman eksisting dan rencana, dan (3) estimasi emisi CO2 dari kendaraan dalam area studi. Rencana yang diusulkan mencakup penanaman 20.383 pohon, dengan perkiraan kapasitas penyerapan sebesar 211.142,46 kg CO₂ per hari atau naik 2,48 kali dari kapasitas penyerapan CO2 dengan tanaman eksisting. Kesimpulan dari studi ini yaitu bahwa perencanaan RTH di wilayah studi berpotensi mengurangi emisi CO₂ yang dihasilkan oleh kendaraan bermotor secara signifikan. Hasil ini menunjukkan bahwa pengembangan RTH dapat berfungsi estetika sekaligus ekologis, dan menjadi strategi mitigasi yang efektif untuk perubahan iklim dengan tetap memprioritaskan aspek keselamatan jalan
