Abstract

Alih fungsi lahan secara umum menyangkut transformasi dalam pengalokasian sumber daya lahan dari satu penggunaan ke penggunaan lainnya. Tujuan penelitian ini adalah (1) mengidentifikasi permasalahan alih fungsi lahan pertanian, khususnya lahan sawah (2) menganalisis pola spasialnya dan faktor-faktor yang mempengaruhi, serta (3) menganalisis kebijakan yang terkait dengan alih fungsi lahan pertanian. Penelitian ini menggunakan pendekatan kualitatif, pengumpulan data mengunakan teknik wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah deskriptif kualitatif. Penelitian dilaksanakan di Kabupaten Brebes, Jawa Tengah. Kesimpulan dari penelitian ini adalah 1) alih fungsi lahan pertanian ke penggunaan nonpertanian sangat dipengaruhi oleh dinamika pertumbuhan perkotaan yang sangat pesat, baik dilihat dari aspek demografis, ekonomi maupun fisik. 2) Pola spasial alih fungsi lahan sawah dipengaruhi oleh faktor-faktor sosial ekonomi, meliputi pertumbuhan penduduk perkotaan, pertumbuhan dan pergeseran struktur ekonomi, pertumbuhan rumah tangga pertanian pengguna lahan dan perubahan luas penguasaan lahan. 3) Kebijakan yang terkait dengan pengendalian alih fungsi lahan pertanian adalah konsistensi pelaksanaan RTRW Provinsi maupun Kabupaten sebagai kunci pencegahan alih fungsi lahan pertanian ke nonpertanian.

Abstract

This study aims to study the social capital role of poor fishermen's activities and to study the social network of fishermen communities and their institutions. This research uses mixed method, namely qualitative and quantitative. The results showed that natural capital in the eleven sample villages is coastal and oceanic, and the majority of the population with formal education has not graduated from elementary school (SD) and low incomes, Smooth interactions between the rulers and laborers are supported by social relationships based on neighborhood, kinship and religious ties, power transfer only occurs in the level of local institutions that is dominated by close groups of power; and there is relatively no social learning process, because the program activities are more economical. The strength of non-material culture or social capital is an important factor in why the people in the eleven sample villages can still survive. The meaning of mutual trust is the result of interactions involving (at least three) community members in a neighboring group, hamlet level associations, village level organizations, and the development of a social network system across village boundaries. (f) Empowerment programs in poverty reduction efforts are influenced by the strength of social capital generated by a number of values ​​(composite) that form networks of mutual trust, mutual respect and mutual benefits.Recommendations that can be given: (a) strengthening social capital such as shame / self-esteem, empathy, honesty, trustworthiness, altruism, being forward-looking and being rational are important; while the driving force for material progress is hard and diligent work, frugal, passionate about innovation, respect for work performance, visionary, and rational. The two combined values, namely for strengthening social capital on the one hand and for driving progress or strengthening material capital on the other hand, collectively (synergistically) are needed in the management of sustainable programs in rural areas. (b) empowerment of rural communities, especially poor fishermen, through strengthening social capital needs to be put in the framework of the transformation or sustainable development of rural communities (c) the development of coastal areas must pay attention to social relations in fishing communities, so as not to lead to social polarization. (d) the factor of village leadership and extension officers is important for the sustainability of an empowerment program in providing guidance for the productive economic business of the fishing community in the form of technical guidance and business management. (e) need post-program “coaching” by the competent agency; (f) the need for empowerment of the poor through increased coordination between poverty alleviation agencies.

Abstract

Covid-19 cases in Indonesia tend to increase, and several studies show that there is still a lack of public awareness on implementing health protocols. Public spaces have a greater potential for transmission than private spaces, so it is important to ensure the implementation of health protocols. The purpose of this study was to determine the potential for community behavior on implementing health protocols in public spaces, as well as how to improve efforts that need to be made. This type of research is descriptive with a mixed method quantitative and qualitative, and its applied research. This research was conducted using a survey technique involving 2,894 respondents spread throughout Central Java. The sample is probability sampling, determined by the technique of multistage random sampling and cluster random sampling. The instrument of this research is a semi-closed questionnaire which is given through google form media. The analysis in this study uses descriptive statistical techniques, as well as qualitative analysis of simultaneous models. This study concludes that public areas must be watched out for because they have the potential to create a fairly high level of the crowd, but the implementation of the covid-19 health protocols has not been optimal, especially tourist and entertainment places, public transportation, and traditional markets. Several places with high potential for visits, such as workplaces, places of worship, culinary places, and socio-religious celebrations/rituals, also need to improve the implementation of health protocols.
