Abstract

Humanitarian issue that often raised as a problem for developing countries, is often likely linked to gender issue. Having labeled as a region with the highest violence data prevalence, Pacific Islands countries possess assorted factors that tolerates the practice of gender dominance and discrimination amongst their societies. Responding this phenomenon, the governments in Pacific Islands countries are oftentimes receiving assistance from other international relations actors, in which one of them is UN Women. With the support from Australian government, this UN body assist numerous institutions from various level in making the effort to eliminate violence against women as the most protrude form of gender based discrimination in Pacific. Involvement of other parties from diverse groups indicates the relations between actors of Multi-Track Diplomacy with the program initiated by UN Women. Using theory of Multi-Track Diplomacy and concept of Gender-Based Violence, this research identifies the participation and contribution made by a total of nine tracks in responding to violence against women issue in the Pacific. Such response itself is one of the world peace endeavors, which is also the ultimate purpose of Multi-Track Diplomacy. Result of this response shaped in their participation and contribution within variety of programs under Pacific Fund. Keywords: Pacific, gender equality, foreign aids, Multi-Track Diplomacy, peacemaking.

Abstract

This study is intended to provide general descriptions of the actors involved in the management of remittance sent by Indonesian migrant workers from their working abroad. Data was collected through interviewing 2 actors at the national level, a national NGO and a government institution, and 3 actors at the grassroot level, a local NGO, academic, and a community of women migrant workers. The interview is intended to identify the actors involved, their relative position and function within the remittance flow, bad practices that need to be avoided, and best practices that need to be replicated.  This study found that there are still needs for: safe and cheap remittance sending mechanism, remittance is still mainly used for consumption, there is a need for capacity building to assist Indonesian migrant workers to start their own business, and the strong influence of patriarchy culture in the management of remittance sent by women migrant workers. Kajian ini ditujukan untuk memberikan gambaran umum tentang aktor yang terlibat dalam pengelolaan aliran dana yang dikirimkan oleh buruh migran Indonesia sebagai hasil mereka bekerja di luar negeri. Pengumpulan data dilakukan dengan mewawancarai 2 aktor di tingkat nasional, NGO nasional dan badan pemerintah, dan 3 aktor di tingkat akar rumput, NGO lokal, akademisi dan komunitas buruh migran perempuan. Wawancara ditujukan untuk mengetahui siapa aktor yang terlibat, posisi relatif mereka dan fungsi yang mereka jalankan dalam alur remitansi, praktik buruk yang perlu dihindari, dan praktik baik yang patut direplikasi. Penelitian ini menemukan masih diperlukannya mekanisme pengiriman remitansi yang aman dan murah, remitansi masih lebih digunakan untuk kebutuhan konsumsi, diperlukannya capacity building untuk membantu BMI memulai usaha, masih kentalnya budaya patriarki dalam pemanfaatan remitansi yang datang dari buruh migran perempuan.

Abstract

Istilah ‘Pacific Elevation’ muncul pertama kali ketika penyelenggaraan Pacific Exposition pada 2019 lalu di Auckland, Selandia Baru. Konsep baru ini diperkenalkan oleh Menteri Luar Negeri, Retno Marsudi sebagai istilah yang merujuk pada era baru kemitraan yang lebih kuat antara Indonesia dengan negara-negara Kepulauan Pasifik. Kegiatan yang dimanfaatkan untuk membahas berbagai peluang kerja sama ini merupakan salah satu bentuk realisasi kebijakan ‘Look East’ oleh Indonesia dengan memberikan perhatian lebih melalui berbagai keterlibatannya di negara-negara Kepulauan Pasifik. Kajian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui studi literatur dan diskusi kelompok terarah. Artikel ini bertujuan untuk menganalisis dan memaparkan realisasi kebijakan luar negeri Indonesia di negara-negara Kepulauan Pasifik merupakan tindakan adaptif sebagai respons dari perkembangan yang terjadi di lingkup eksternal. Hasil kajian ini menunjukkan bahwa perkembangan di negara-negara Kepulauan Pasifik seperti seringnya pergantian kepemimpinan yang terjadi, manuver politik Gerakan Persatuan Pembebasan untuk Papua Barat, dan disuarakannya isu Papua oleh beberapa negara di Kepulauan Pasifik dalam sidang PBB mendorong pemerintah Indonesia mengeluarkan kebijakan adaptif untuk mengatasi potensi ancaman yang diterima dengan cara meningkatkan keterlibatan yang lebih intensif di kawasan Kepulauan Pasifik.Kata-kata kunci: Kebijakan luar negeri, Adaptif, Papua, Kepulauan PasifikThe term 'Pacific Elevation' first appeared in the Pacific Exposition event in 2019 in Auckland, New Zealand. The Minister of Foreign Affairs, Retno Marsudi, introduced this new concept as a term that refers to a new era of stronger partnerships between Indonesia and Pacific Island Countries (PIC). The activity used to discuss various opportunities for cooperation is one of the realizations of the 'Look East' policy by giving more attention to Indonesia's various engagements in the PICs. This study employs a qualitative method with data collection techniques through literature study and focus group discussions. This article aims to analyze and explain that Indonesia's foreign policy in PICs is an adaptive action in response to developments in the external environment. The results of this study indicate that developments in PICs such as frequent leadership changes, political maneuvering of the United Liberation Movement of West Papua, and voicing the issue of Papua by several PICs in the UN forum encouraged the Indonesian government to issue an adaptive policy to overcome the potential threats received by Indonesia by increasing more intensive involvement in the region of Pacific Islands.Keywords: Foreign policy, Adaptive, Papua, Pacific Islands
