Abstract

Climate change adaptation is globally arranged in many agreements. Those regimes realize the importance of small islands and vulnerable community as the entities at prime risk. However, as climate change progresses slowly, developing countries do not put this as a priority compared to other natural calamities like earthquake of volcanic eruption. Ternate authority as a government of sub-national small island is prone to climate hazard, but practically not prepared to defend the island against climate disaster. Despite receiving an award as a climate-resilient city, a wider governance aspect is left incapable to build an early initiative to construct a solid governance mode to manage its vulnerability. Through a set of indicators of policy approach, institutional capability, and social capability, this research finds that local governance and local politics in small island government is not supporting the establishment of an adaptable government, particularly on the context of decentralization. Technical capabilities in Ternate is present as a best practice to respond to volcanic eruption and tsunami, but not to the threat of climate change. Eventually, the case of Ternate highlights the importance to position subnational small islands according to its unique feature as a frontline to climate change adaptation, both in global and national context. Decentralization of governance does not automatically intensify the initiative of Ternate government to adapt with climate change imperatives.

Abstract

In recent years situation on the South China Sea facing an escalationcondition, especially affected from China maritime activities. That conditionemerged when China put South China Sea territory at China's official map,which called 9/10/11 dashed line or u-shaped line. This paper addresses theIndonesian Government respond about territorial disputes with China'sofficial map on Natuna. Abstract

Poros Maritim Dunia sejak dicanangkan oleh Presiden Joko Widodo pada KTT Asia Timur 2015 di Myanmar menjadi nafas setiap kebijakan strategis di Indonesia. Salah satu pilar yang memiliki posisi penting adalah membangun kembali budaya maritim di Indonesia. Strategis dalam hal ini karena menyangkut kesadaran diri bangsa Indonesia atas karakternya sendiri. Secara khusus, dalam hal ini masyarakat pesisir memiliki kontak langsung dengan budaya maritim setiap hari. Melalui film, sebagai salah satu budaya populer; budaya maritim di Indonesia dapat lebih diidentifikasi dan dilakukan dengan pendekatan yang sarat dengan unsur hiburan. Penelitian ini bersifat kualitatif dengan sumber data dan literatur yang berkaitan dengan Poros Maritim Dunia dan pariwisata yang diinduksi film. Temuan menunjukkan bahwa ada contoh yang dapat di replikasi menjadi ide pemberdayaan masyarakat pesisir di daerah ataupun kawasan lain.

Abstract

Tulisan ini membahas tarik menarik orientasi geopolitik Indonesia “Poros Maritim Dunia” yang di saat bersamaan berada dalam momentum Revolusi 4.0. Teknologi dan informasi yang mengalami perkembangan pesat menjadi desakan perubahan drastis pada segala bidang kehidupan. Termasuk salah satunya adalah sistem pertahanan, yang selama ini sistem pertahanan dilihat sangat eksklusif dan memiliki kecenderungan menempatkan teknologi dan informasi hanya menjadi sistem pendukung. Sementara situasi tersebut menjadi tidak adaptif untuk melihat realita yang ada, termasuk bagaimana memetakan potensi ancaman yang akan dihadapi kemudian. Militer tidak lagi bisa hanya menempatkan teknologi dan informasi hanya sebagai sistem pendukung, melainkan perlu memposisikannya sebagai bagian terintegrasi dengan sistem pertahanan yang dijalankan.

Abstract

Trilateral cooperation between Indonesia, Malaysia and the Philippines in the Sulu Waters is a unique phenomenon in the context of contemporary security studies. The cooperation leads to a regional security architecture that makes relations between the three countries even more intensive. The relationship became close because of the common security threats experienced by the three countries. These threats vary from the threat of terrorism, smuggling, piracy and other transnational crimes. The three countries then formed a joint system to be able to handle these problems, this situation is hereinafter referred to as cooperative security. This research further identifies cooperative security carried out by Indonesia, Malaysia and the Philippines which can be an alternative security architecture in the maritime area. Based on the cooperative security idea put forward by Richard Cohen that there are four rings that are important elements, namely (1) individual security, (2) maintaining peace, (3) mutual protection and (4) actively promoting stability. The four rings are then used to explain the pattern of relations in the context of cooperative security involving Indonesia, Malaysia and the Philippines. This research then uses a qualitative method, with a descriptive approach to explain the whole process that occurs.
