Abstract

Tujuan dari penulisan ini adalah untuk membuat gambaran umum megenai kondisi Sofifi yang akan dijadikan sebagai Kawasan Khusus Ibukota Provinsi Maluku Utara. Dalam kasus ini, Ternate yang merupakan ibukota sementara Maluku Utara ditempatkan sebagai pusat kota seolah melupakan Sofifi sebagai ibukota resmi Provinsi Maluku Utara. Setelah hampir 22 tahun lamanya, wacana pemindahan ibukota Provinsi Maluku Utara dari Ternate ke Sofifi mendapat titik terang. Tahun ini, pemerintah pusat berencana akan menjadikan Sofifi sebagai kawasan khusus untuk menunjang kesiapannya dalam melakukan transisi perpindahan ibukota provinsi. Dalam penulisan ini, metode yang digunakan adalah studi kepustakaan berupa jurnal, literature-literatur ilmiah, buku, berita, dan lain sebagainya. Analisis yang digunakan dalam penelitian ini bersifat kualitatif. Pengertian penelitian kualitatif sendiri adalah penelitian yang menghasilkan data deskriptif mengenai kata-kata lisan, maupun tertulis, dan tingkah laku yang dapat diamati dari orang-orang yang diteliti. Dalam penelitian kualitatif, proses penelitian dilakukan secara berkesinambungan sehingga tahap pengumpulan data, pengolahan data, serta analisis data dilakukan secara bersamaan selama proses penelitian. Oleh karena itu, data-data yang digunakan khususnya dalam penulisan ini berupa uraian-uraian kata berbentuk deskriptif.

Abstract

The need for electricity supply in Indonesia is increasing amid the availability of main raw materials which can be considered "insufficient". Departing from this, the government plans to increase power generation capacity which is then outlined in the Electricity Supply Business Plan (RUPTL) since 2017. However, instead of using renewable energy, the power plant used is a power plant with coal as raw material. Even though the threat of climate change is increasingly real for the whole world. Indonesia's dependence on coal was increasingly felt when the Government issued PP No. 22 of 2021 concerning the Implementation of Environmental Protection and Management which is a derivative of Law no. 11 of 2020 concerning Job Creation. In this regulation, Fly Ash and Bottom Ash (FABA) dust, which is the result of burning coal, is removed from the Hazardous and Toxic Waste (B3). The purpose of this study is to provide alternative policies for policy makers by using descriptive qualitative methods in the review process. This study uses a qualitative method by utilizing secondary data with the results in the form of an explanation of alternative policies in overcoming the problem of coal policy which is summarized in PP no. 22 of 2021.

Abstract

The purpose of this paper is to provide a general description of Sofifi's condition which will serve as a Special Capital Region of North Maluku Province. In this case, Ternate, which is the temporary capital of North Maluku, is placed as the city center, as if forgetting Sofifi as the official capital of North Maluku Province. After nearly 22 years, the discourse of moving the capital city of North Maluku Province from Ternate to Sofifi has come to light. This year, the central government plans to make Sofifi a special area to support its readiness to make the transition to moving the provincial capital. In this writing, the method used is literature study in the form of journals, scientific literatures, books, news, and so on. The analysis used in this research is qualitative. The definition of qualitative research itself is research that produces descriptive data regarding spoken and written words, and observable behavior of the people being studied. In qualitative research, the research process is carried out continuously so that the stages of data collection, data processing, and data analysis are carried out simultaneously during the research process. Therefore, the data used, especially in this writing, are in the form of descriptive word descriptions
