Abstract

This study aims to identify and analyse Total Human Resources Champions Management in relation to the Total Performance Scorecard. This study uses primary data by distributing questionnaires to the respondents, the 30 heads of department, 60 lecturers, 30 administrative staffs and 60 students of UIN Syarif Hidayatullah Jakarta. Partial Least Square (PLS) had been used. Results from this study showed that all dimensions of Total Human Resources Champions Management (Human Resources Strategic Management, Infrastructure Management Firm, Management Employee Contribution, Management of Transformation and Changes, Spiritual and Campaign Management, Talent Management) affected on Total Human Resources Champions Management, furthermore, Total Human Resources Champions Management has a significant positive effect on the Total Performance Scorecard course at UIN Syarif Hidayatullah Jakarta.DOI: 10.15408/etk.v15i2.3864

Abstract

Abstract. This article discusses emotional expression and experience of Jakarta millennials in perceiving fear at the beginning of the Covid-19 outbreak in Indonesia. This research was conducted through a case study method which was narrated descriptively. The initial concept led this research in finding data was the Extended Parallel Process Model theory proposed by Kim Witte and several supporting concepts in emotional communication. The results show that Jakarta millennials perceive fear as internal anxiety created by threats as an external danger. They consider Covid-19 as a frightening threat with a high level of vulnerability and severity that has an impact on health, economic and social aspects. They also have a high level of efficacy by having the understanding of Covid-19 and health protocols and efforts to implement them. Individual differences through media literacy and direct experience of Covid-19 are important aspects that encourage efficacy to achieve danger control from fear that change beliefs, intentions, attitudes and behaviors of Jakarta millennials in fighting the transmission of Covid-19 through the application of health protocols.Keyword: Fear; Covid-19; Millennial; Media; ExperienceAbstrak. Artikel ini membahas mengenai ekspresi dan pengalaman emosi milenial Jakarta dalam mempersepsi rasa takut pada awal wabah Covid-19 di Indonesia. Penelitian ini dilakukan melalui metode studi kasus yang dinarasikan secara deskriptif. Konsep awal yang mengantarkan penelitian ini dalam menemukan data adalah teori Extended Parallel Process Model yang diajukan Kim Witte dan beberapa konsep pendukung dalam komunikasi emosional. Hasil penelitian menunjukan bahwa milenial Jakarta mempersepsi takut sebagai kekhawatiran yang bersifat internal yang diciptakan oleh ancaman sebagai bahaya yang bersifat eksternal. Mereka menganggap Covid-19 sebagai ancaman yang menakutkan dengan tingkat kerentanan dan keseriusan yang tinggi yang berdampak pada aspek kesehatan, ekonomi dan sosial. Mereka juga memiliki tingkat efikasi yang tinggi dengan adanya pemahaman tentang Covid-19 dan protokol kesehatan serta upaya penerapannya. Perbedaan individu melalui literasi media dan pengalaman langsung terhadap Covid-19 merupakan aspek penting yang mendorong efikasi untu mencapai pengendalian bahaya dari ketakutan yang mengubah kepercayaan, intensi, sikap dan perilaku milenial Jakarta dalam melawan penularan Covid-19 melalui penerapan protokol kesehatan.Kata Kunci: Rasa Takut; Covid-19; Milenial; Media; Pengalaman

Abstract

The quality of Hajj services in Indonesia is conventionally analysed through managerial frameworks that treat officer competence as an administrative rather than a juridical variable. This study challenges that framing by situating spiritual capital, human capital, and knowledge management within the normative architecture of fiqh al-khidmah and maqāṣid al-sharīʿah, and by determining the ḥukm taklīfī governing spiritual capital in the specific context of khidmah al-ḥujjāj. A Systematic Literature Review (SLR) structured according to the PRISMA protocol synthesises 48 Scopus-indexed studies published between 2020 and 2025. The PRISMA workflow governs source identification and selection, while an istinbāṭ-oriented analytical layer derived from uṣūl al-fiqh governs normative interpretation, applying the maqāṣid hierarchy (ḍarūriyyāt, ḥājiyyāt, taḥsīniyyāt), selected qawāʿid fiqhiyyah — principally al-masyaqqah tajlib al-taysīr, taṣarruf al-imām ʿalā al-raʿiyyah manūṭ bi al-maṣlaḥah, and al-wasāʼil lahā ḥukm al-maqāṣid — and the principle of sadd al-dharāʼ iʿ as interpretive instruments. The synthesis finds that human capital is a necessary but insufficient determinant of service quality; spiritual capital, grounded in taqwā, amānah, and iḥsān, functions as a sharʿī-normative asset whose ʿillah is not private piety but the realisation of ḥifẓ al-dīn and ḥifẓ al-nafs for the pilgrim; and knowledge management constitutes the organisational wasīlah that operationalises both capitals in accordance with maqāṣid objectives. The resulting ḥukm taklīfī positions spiritual capital as ḥājī rising to ḍarūrī whenever its absence foreseeably endangers the pilgrim’s religious or physical integrity, and identifies knowledge management as a sharʿī wasīlah whose neglect is juristically censured wherever it produces loss of maṣlaḥah to the pilgrim. These findings are synthesised into a “Sharīʿah-Informed Service Profit Chain” model that reframes officer performance as a taklīf sharʿī rather than an administrative duty, contributing to fiqh al-khidmah a normative framework applicable to state-administered religious services beyond the Hajj context
