Abstract

The special efforts to increase rice, corn and soybean production Program (Upsus Pajale Program) that started in 2015 is one of the government's strategic programs in achieving national food security, so it is necessary to evaluate the extent of its success. This study analyzes factors that affect production levels, the efficiency of production and income of the rice farming which is involved or not involved in Upsus Pajale Program. The data consisted of primary and secondary data source. The sampling method used a disproportionale stratified random sampling method. To answer the research objectives used Cobb-Douglass production function, efficiency calculation and T-test. The result of data processing sho(wed that the rice farming which is involved in Upsus Pajale Program that: labor factor, Urea, NPK and pesticide were influenced the production, while the land, SP-36 and seed weren’t. The rice farming which is not involved in Upsus Pajale program showed that all of production factors weren’t influenced on production. The efficiency of rice farming which is involved in Upsus Pajale Program indicates that land, SP 36 and NPK are not efficient while labor, urea, pesticide and seed are efficient for technically, allocatively and economically. Abstract

Penelitian ini mengkaji kelayakan usaha industri tepung tapioka di Ogan Ilir dari aspek ketersediaan bahan baku, potensi pasar, dan proyeksi laba/rugi sehingga dapat memberikan rekomendasi kepada pemerintah dalam menunjang hilirisasi industri singkong kususnya industri tepung tapioka. Sumber data dalam penelitian ini adalah data primer dan sekunder. Lokasi penelitian dilaksanakan di Desa Seri Tanjung Kecamatan Tanjung Batu Kabupaten Ogan Ilir Provinsi Sumatera Selatan yang merupakan lokasi berdirinya industri tepung tapioka. Penentuan lokasi dilakukan secara sengaja atau purposive. Data yang diperoleh diolah dan dianalisa secara manual dan menggunakan komputer, dan disajikan secara deskriptif kuantitatif. Dari hasil pengolahan data diperoleh bahwa Industri tepung tapioka di Ogan Ilir memiliki kapasitas produksi sebesar 60 ton tepung tapioka per tahun atau kebutuhan bahan baku singkong sebesar 240 ton per tahun. Kebutuhan bahan baku singkong ini dapat dipenuhi oleh Kabupaten Ogan Ilir yang tercatat 310,05 ton. Dengan kemampuan produksi tersebut industri ini mampu memenuhi seluruh kebutuhan pasar dari tepung tapioka di Kabupaten Ogan Ilir, bahkan dapat memenuhi hampir 40 persen kebutuhan tepung tapioka di Provinsi Sumatera Selatan. Dari sisi finansial diperoleh Break Even Point sebesar Rp 341.246.269,- atau tapioka sejumlah 31.022 kg. Nilai Internal Rate Return sebesar 14,41%, Net B/C 1,01 dan Pay Back Periode selama 3 tahun.
