Abstract

Efforts to establish the effectiveness of a leader lies solely on technical skills and debriefing dimensional conceptual skills. The personal skills become marginalized. Though the true effectiveness of managerial activities and their effects on organizational performance, highly dependent on the sensitivity of the leadership to use their personal skills. Personal skills include the ability to understand the behavior of individual and group behavior in the contribution to shaping the dynamics of the organization, the ability to modify behavior, the ability to understand and provide motivation, ability to understand the process of perception and creation of effective communication, the ability to understand the relation between the concept of power-political leadership in organization, the ability to understand the genealogy of conflict and negotiation, and the ability to construct an ideal organizational culture.Keyword : Decision, Organizational Behavior

Abstract

Public demand for more transparent public services increased along with governance reform, bureaucracy in the reformation era and the regional autonomy should realy emphasize the aspect of effeciecy, effectiveness, professialism, merit system, public servant. Trasparancy in the context of public service is an open, easy, and accessibl by all parties who need and available sufficiently and easy understood. Trasparancy bureaucracy in standart operation of public service is all the service activities undertaken by public service providers as an effort to fulfill the needs service recipients and implementation of legistation.

Abstract

The government as a provider of public services needed by the community must be responsible and continue to strive to provide the best service for the sake of improving public services. On the other hand, community satisfaction is a measure of the success of public services provided by public service providers. This research is a descriptive study using a qualitative approach to determine the quality of public services in the field of population administration in Telanaipura District, Jambi City. The data analysis technique used is an interactive model. The results showed that the quality of public services in the field of population administration in Telanaipura District, Jambi City, was seen from the aspects of physical facilities, reliability, responsiveness, assurance, empathy, that is, the Public Services section in Telanaipura District, Jambi City had not fulfilled adequate service facilities to provide services to the community. The community is satisfied with the services provided by Telanaipura District, Jambi City in the reliability aspect regarding reliability in handling any community complaints. Employees in terms of helping people who need services, especially people who are confused about services, have been seen between officers and visitors who communicate with each other. Security in Telanaipura District, Jambi City, has shown efforts to improve the quality of its services in relation to providing a sense of security for the community. The empathy given by the Telanaipura District, Jambi City, is to give a pleasant impression.

Abstract

Implementation of Public Service is all services organized by public service providers as an effort to meet the needs of service recipients and implementers of legislation. Public service is basically about the vast aspects of life. In the life of the state, the government has the function of providing various public services required by the community. One thing that until now is often still a problem in the relationship between the people and the government in the region is in the field of public services, especially in terms of the quality or quality of service government apparatus to the community.Tourism is currently being intensively incentive in the city of Jambi. Lots of local and foreign tourists visiting the city of Jambi. But with the level of service is said to be less than the relevant Office to make the process of tourism is not going well.In this research used qualitative research method, so the researcher will not specify the research only based on research variable, but the whole social situation examined covering aspect of place, actors and activity that interact synergistically. The result of the research shows that the lack of public service available in the Jambi City Tourism Office makes the tourism process less good. With the level of human resources that have not qualified with the limitations of foreign language skills make the tourists, especially foreign tourists feel uncomfortable. The tourism program created by the government itself has not been fully felt directly by the community. Lack of socialization of the existence of tourism programs from the government to make people less aware of the importance of existing tourism.

Abstract

Information and Communication Technology / IC is very important in the era of globalization. At this time, electronic government (e-gov) has begun to develop as an implementation of the use of information and communication technology in regional and provincial governments. One of the E-gov applications in government organizations is the local or provincial government website. Like the Jambi Province Culture and Tourism Office which uses the government's website as the simplest tool for viewing e-Government, the content is still in the form of general information needed by the public as information seekers. The problem is how to manage the web-based Government-to-Citizen (G2C) e-Gov model at the Jambi Province Culture and Tourism Office. Gov at the Jambi Province Culture and Tourism Office. To answer this problem is to use the management function of G.R. terry. This study used an exploratory qualitative research design. The results of the study show that the G2C web-based e-Gov management model at the Jambi Province Culture and Tourism Office is in the second stage, namely maturation. This condition can be seen from the planning, organizing, implementing and controlling in culture and the Jambi Provincial Tourism Office. Obstacles in the management of e-Gov based on the G2C web model at the Jambi Province Culture and Tourism Office seen from the process of planning, organizing, implementing, controlling have not been optimal as a whole. Inadequate human resources, lack of outreach to the community, sectoral ego in several local government agencies, and lack of budget from local government. There have been several improvements and change management in several aspects of planning, organizing, implementing, and controlling. Increasing outreach to the community, having good budget planning, and increasing the ability of employees are suggestions for improvement.

Abstract

Trust in the context of communication is a description of the hope that words, promises, verbal or written statements from other individuals or groups can be trusted. In an organization or institution, trust is the most important capital in its survival. Organizations or institutions will not be able to survive for long if they do not gain the trust of the community. This public trust will be one of the factors in the occurrence of a crisis. For this reason, it is considered very important for communication strategies in dealing with crises that occur in institutions and organizations. The crisis of confidence experienced by most government hospitals regarding the quality of health services has an impact on the existence and existence of Abdul Manaf Hospital, Jambi City, which incidentally is also the core of public health services in Jambi City. With the increasingly mushrooming growth of competitors such as private clinics and hospitals, this is used as a benchmark for continuous improvement in service quality. The tendency of people to prefer clinics, private hospitals or to seek treatment in extreme conditions abroad, this is evidence that government hospitals are starting to be abandoned by the public in entrusting their health. The communication strategy of government hospital public relations practitioners must be able to overcome this so that it does not have a broad impact on the continuity of health institutions in Indonesia.

Abstract

Dinamika politik dan implementasi kebijakan pendidikan Islam di era desentralisasi menunjukkan kompleksitas hubungan antara regulasi formal dan realitas lapangan. Penelitian ini bertujuan menganalisis dinamika politik lokal dalam formulasi kebijakan, mekanisme implementasi, dan kesenjangan yang terjadi antara regulasi dengan praktik pendidikan Islam di Kota Jambi. Metode penelitian menggunakan pendekatan kualitatif dengan library research, menganalisis literatur primer dan sekunder periode 2020-2025 melalui content analysis dan thematic analysis untuk mengidentifikasi pola dan tema kunci. Hasil penelitian menunjukkan bahwa dinamika politik lokal mempengaruhi formulasi kebijakan melalui interaksi kompleks antara elit politik, tokoh agama, dan organisasi kemasyarakatan Islam yang menciptakan sistem patronase politik. Implementasi kebijakan menghadapi tantangan multidimensional meliputi keterbatasan kapasitas sumber daya manusia, koordinasi kelembagaan yang tidak optimal, resistensi terhadap perubahan, dan disparitas ekonomi antar daerah. Kesenjangan implementasi disebabkan oleh desain kebijakan yang tidak mempertimbangkan heterogenitas kondisi lokal, lemahnya sistem monitoring dan evaluasi, serta ketidakstabilan politik yang mempengaruhi konsistensi kebijakan. Transformasi digital dan tuntutan modernisasi menciptakan dilema antara mempertahankan nilai-nilai tradisional Islam dengan kebutuhan adaptasi perkembangan zaman. Penelitian ini menyimpulkan bahwa perbaikan kebijakan pendidikan Islam memerlukan pendekatan holistik yang mengintegrasikan partisipasi stakeholder, penguatan kapasitas implementasi, dan pengembangan sistem monitoring berbasis evidensi untuk menjembatani kesenjangan antara regulasi dan realitas lapangan.

Abstract

Penelitian ini menunjukkan bahwa revitalisasi kurikulum madrasah salafi di Sarolangun merupakan respons strategis terhadap kebutuhan integrasi antara tradisi keilmuan Islam klasik dengan tuntutan pendidikan modern. Temuan utama menunjukkan bahwa model kurikulum hybrid yang memadukan metode pembelajaran tradisional dan pendekatan kurikulum nasional menjadi solusi efektif untuk mempertahankan otentisitas identitas keilmuan sekaligus meningkatkan daya saing lulusan. Faktor pendukung meliputi kebijakan pemerintah, partisipasi aktif stakeholder, dan kesiapan sumber daya manusia, sementara tantangan terbesar terletak pada resistensi kultural terhadap perubahan serta keterbatasan infrastruktur teknologi. Dengan pendekatan kontekstual, partisipatif, dan berkelanjutan, revitalisasi kurikulum ini berpotensi menjadi model nasional dalam pengembangan pendidikan Islam berbasis nilai, adaptif, dan inklusif. Gagasan lanjutan dari penelitian ini diarahkan pada pengembangan sistem evaluasi kurikulum yang mengukur keseimbangan antara nilai spiritualitas dan kompetensi abad ke-21.
