Abstract

Using clustering to develop the UMKM economy, emphasizes cooperation between the elements that are incorporated in it. The core business unit acts as a cluster carriage. Geographical concentration between UMKM that are interrelated to cooperate, involving suppliers of goods, service providers and business actors. Developing the economy by managing UMKM after the Covid 19 vaccination and being able to provide solutions. Determine information on the location of potential development of UMKM, see potential and consumer demographics. Clustering can show the potential of the region, the profile of UMKM, and see regional developments and regional potentials as well as suitable businesses to be developed. The test results above show that the data clustering process for UMKM in Lhokseumawe City is 4 with cluster income, namely good, sufficient, and less, less than optimal based on testing on the elbow method with SSE (sum of square error). The number of clusters used is 4 clusters by determining the starting point at random. The results obtained from grouping into 4 clusters are cluster_0 which has 20 items members, cluster_1 has 3 items of data, cluster_2 has 1 items of data, and cluster_3 has 6 items of data. The total of all data is 30 items, the data has been reduced to 30 sample data.

Abstract

The commitment to innovative city-based development must begin with the presence of digital communities that become users and take advantage of all the smarts presented in a smart city. Strengthening digitalization in society by utilizing all the technology offered by the government is interesting to study. Banda Aceh is one of the first cities in Aceh Province to implement the bright city concept successfully; the choice in this study is where the digital literacy strategy in urban communities is the focus. This study aims to describe and analyze digital literacy strategies and their obstacles in building a smart city in Banda Aceh City. This study also uses a descriptive qualitative approach with data collection techniques using observation, interviews, and documentation studies. The data analysis technique used in this study is an interactive model through three main things: data reduction, data presentation, and conclusion. The results of the study found that digital literacy in building a smart city in the Banda Aceh City government by; First, Providing Smart City Technical Guidance, developing intelligent city policies and institutions, conducting readiness analysis and setting targets, introducing smart cities through social media, Cooperating with the community and actively descending to the village, as well as cooperating with other work units, and Infrastructure Development. The obstacles include the government, budget, community, and public organizations. Furthermore, some people are less responsive and use digital literacy for people with disabilities.

Abstract

Penelitian ini bertujuan menganalisis pemberdayaan UKM industri tahu di Gampong Paloh Lada, Kecamatan Dewantara, dalam meningkatkan kapasitas produksi. Industri tahu memiliki peran penting dalam menciptakan lapangan kerja dan meningkatkan perekonomian masyarakat lokal, namun masih menghadapi berbagai kendala seperti keterbatasan modal, tenaga kerja, teknologi produksi, dan sarana pendukung. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pemberdayaan UKM industri tahu dilakukan melalui pembinaan oleh pemerintah gampong, pembimbingan tenaga kerja, upaya menjaga ketahanan dan keberlanjutan usaha, pemberdayaan kapasitas alat produksi, serta pengembangan jaringan pemasaran. Pembinaan yang diberikan meliputi bantuan modal usaha, pengawasan pengelolaan limbah, dan dukungan pemasaran produk. Meskipun demikian, peningkatan kapasitas produksi belum optimal karena jumlah tenaga kerja terbatas, penggunaan teknologi yang masih sederhana, dan minimnya dukungan pemerintah daerah dalam pengembangan usaha. Oleh karena itu, diperlukan peningkatan akses permodalan, modernisasi peralatan produksi, penguatan kapasitas sumber daya manusia, serta perluasan jaringan pemasaran untuk mendukung keberlanjutan dan daya saing industri tahu.

Abstract

Stunting remains a serious health problem in Indonesia, including in Lhokseumawe City. This study aims to examine the implementation of stunting prevention and management programs at Muara Dua Community Health Center (Puskesmas) and to analyze the inhibiting factors. A qualitative approach was used through observation, interviews, and documentation. The results show that the program is carried out through nutrition counseling, provision of supplementary food and vitamins, monitoring child growth at posyandu, home visits, and nutrition counseling for pregnant and breastfeeding mothers. The roles of health workers, posyandu cadres, and village officials are significant, and continuous education improves community knowledge about child nutrition and health. However, the program still faces challenges such as low community awareness, limited facilities, participation dependent on incentives, and data recording issues. Cultural factors and misconceptions about short stature also slow program achievements. Effective communication strategies, improved facilities, and optimal resource management are needed to enhance program implementation.

Abstract

Penelitian ini dilatarbelakangi oleh meningkatnya jumlah santri di Dayah Misbahudh Dhulam Al-Aziziah Muara Satu Kota Lhokseumawe yang sebagian besar berstatus sebagai mahasiswa aktif, sehingga menyebabkan masih terjadinya pelanggaran aturan pada bidang pengajian, jamaah, dan kegiatan umum. Penelitian ini bertujuan untuk mengetahui pelaksanaan penegakan kedisiplinan di Dayah Misbahudh Dhulam Al-Aziziah serta faktor-faktor yang menghambat proses penegakan disiplin tersebut. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi dengan informan yang dipilih secara purposive sampling, yaitu pimpinan dayah, pengurus bidang terkait, pengawas, dan santri. Hasil penelitian menunjukkan bahwa penegakan disiplin di dayah telah dilaksanakan melalui aturan bertahap dan sanksi edukatif, seperti teguran lisan, denda kebersihan, dan sanksi material. Namun, pelaksanaannya belum berjalan optimal karena masih terdapat lemahnya kesadaran santri, pengaruh teman sebaya, kurang efektifnya pengawasan, serta belum tertibnya sistem pencatatan pelanggaran secara administratif. Dengan demikian, penegakan kedisiplinan di Dayah Misbahudh Dhulam Al-Aziziah belum sepenuhnya efektif dan masih memerlukan perbaikan dalam sistem pengawasan dan administrasi.

Abstract

ABSTRACT This study aims to analyze the implementation of inclusive education policy for children with special needs (CSN) at SD Swasta Srikandi, Lhokseumawe City, the school with the highest number of CSN in the city, while identifying the barriers affecting its implementation. A descriptive qualitative approach was employed, with informants selected through purposive and accidental sampling, comprising the school principal, teachers, an Education Office official, and parents. Data were collected through observation, in-depth interviews, and documentation, then analyzed using the Miles and Huberman interactive model, with validity established through source and method triangulation. Findings, analyzed through Van Meter and Van Horn's policy implementation theory, reveal an uneven pattern across indicators: policy standards and objectives are clearly defined, yet human, financial, and infrastructural resources remain severely limited marked by the absence of Special Assistant Teachers and inadequate accessibility facilities while implementers' disposition remains consistently positive, functioning as a temporary buffer against these resource deficits. These findings confirm that successful policy implementation depends on the simultaneous interaction among indicators rather than clarity of objectives alone, with practical implications underscoring the urgency of providing Special Assistant Teachers, sustained training, and needs-based resource allocation. Further research is recommended to broaden the scope of locations and adopt mixed-methods approaches.

Abstract

This study is entitled "Implementation of Gampong Online in Lhokseumawe City". Where the strengthening of information and communication technology is still considered a luxurious facility and requires very large costs, so only a small part of the village government has obtained it. The wide gap between the size of the budget needs and the limited budget that can be provided gives rise to budget allocations that lead to physical activities for the development of rural infrastructure alone without looking at the increasingly rapid technological developments and increasing the capacity of village apparatus resources to support the current government system. both in the administrative system, public services as well as on matters relating to community business development. This study aims to see and describe the implementation of technology to present online gampongs with basic information and communication technology training activities for gampong governments in Lhokseumawe City. A descriptive qualitative approach with observation and documentation data collection techniques has been carried out in this study with field assessments in 3 (three) Gampongs in the Lhokseumawe city area to see the application of technology, determine strategy, socialize and provide information and communication technology introduction materials. The results of the study found that training for 3 (three) gampongs in the Lhokseumawe city government, namely Gampong Hagu Barat Laot, Gampong Hagu Teungoh and Gampong Hagu Selatan, had provided an understanding and awareness of the importance of using information and communication technology in gampong government for the smooth running of public services, public relations and public relations. internal organization as well as improving the business of the village community in the field of technology, where technology can help the village government connect with the city government and the village community online.

Abstract

Waste management remains a critical environmental challenge in Indonesian urban areas, with governance failures contributing to persistent issues including illegal dumping and inadequate infrastructure. This study examines waste management governance in Muara Satu District, Lhokseumawe City, analyzing implementation through five principles of good governance: participation, rule of law, transparency, responsiveness, and accountability, while identifying obstacles to effective management. A qualitative descriptive approach was employed, utilizing observation, in-depth interviews with eight purposively and accidentally selected informants, and documentation. Data analysis followed the Miles and Huberman interactive model, with data validity ensured through source and technique triangulation. The findings reveal that waste management governance has not achieved optimal implementation. Community participation remains transactional and limited to economic incentives. Rule of law enforcement is weak despite existing Qanun Number 9 of 2015, with inconsistent sanctions and persistent illegal waste sites. Transparency is partial, with program information available but budget information undisclosed. Responsiveness shows mixed results: while the Environmental Agency has developed innovative processing technologies, operational constraints limit timely service delivery. Accountability operates predominantly through vertical mechanisms, with limited horizontal accountability to communities. Two categories of obstacles were identified: structural constraints including inadequate fleet capacity (39 vehicles serving 133 tons daily waste), damaged equipment, limited storage sites, and insufficient human resources; and cultural constraints including low community awareness, limited participation, and entrenched habits. These obstacles are mutually reinforcing, creating a feedback loop that perpetuates governance weaknesses. Strengthening governance requires simultaneous investment in infrastructure, consistent enforcement, comprehensive transparency, proactive responsiveness, and systematic accountability mechanisms.
