Abstract

This study discusses the influence of globalization on the development of LGBT (Lesbian,Gay, Bisex, and Transgender) in Indonesia. Indonesia has a history of LGBT development from year to year which is still spelled out surreptitiously. In 2015 the United States constitution adopts same-sex marriage, it becomes a momentum of international LGBT openess. The American decision has influenced other countries to make silimar constitutions and even pave the way for LGBT Asia’s struggle particularly. Indonesia as a member country of the UN is inseparable from the recomendations to accept LGBT. Today this community becomes lifestyle,economic value and trend. Five years back, araund the year 2010 LGBT in Indonesia is still in the concentration of the population as a key transmitter of HIV/AIDS virus, but then the sexual violence that emerged on the surface of children, street children conducted by adult, homosexual in Indonesia is still seen as a crime.This study uses the analysis of querr theory and globalization, which is a method of qualitative research.Key Words: LGBT, History of Indonesian’s LGBT, Globalization, Querr Theory

Abstract

This research is a study of conflict of interest which discusses about the interest of The United Nations Framework Convention on Climate Change on chosing the World Bank as the shareholders of the Green Climate Fund. The climate change has been a crucial issue that should be solved wisely. Many efforts had been tried for solving this issue, until the countries agree for making an operating entity of the financial mechanism of the convention (The Green Climate Fund) through the Conference of Parties of UNFCCC.This funding mechanism requires all developed and developing country to take their part in making the success of it.In this research, the author uses the group behavior analysis level which focused on the role of international organization. This research uses the diplomacy theory by Woodrow Wilson and the decision making theory, which are explain how the procedure for the decision is choosen.In effort to succeed this new agenda of UNFCCC, some critical statement come because the fact that, there are many developed countries that still using the dirty energy, which is the high factor of carbon emissions producer. The record of World Bank career in funding the countries which support and produce the dirty energy, also being one of the critic and obstacle. Abstract

According to the Corruption Perception Index 2015 published by Transparency International that ranks countries from less corrupt (1) to most corrupt (168) , Indonesia is on 88th out of 168th countries and with the socre 36 out of 100, 36 (definitely corrupt) and 100 (clean) . It indicates that corruption is still an issue happening mostly in public sector and other areas. Even though Indonesia has spreaded no effort to combat against corruption through enforcing law enforcement conducted by the police, prosecutors and State Audit Agency (BPK) and also establishing Corruption Eradication Comission (KPK), an International Nongovernmental Organization namely Transparency International (TI) also involves participating in fighting against corruption through a join collaboration with the government since 2011-2015 to publish the Corruption Perception Index. This research aims to explain the interest of Indonesia to collaborate with TI in attempt to eradicate corruption.This research theoretically has built by using Neorealism perspective on International Relations and supported by Nation-State theor. Formulation of all arguments, data, facts, and theoritical framework in this research using qualitative explanation methods.This research also using subnational group as the level of analyze, the focus on this research is explain the interest of Indonesia to collaborate with TI in attempt to combat against corruption through conducting a join research on mapping out the level or corruption in Indonesia and the result of the survey is published at Corruption Perception Index.Keywords: Corruption Perception Index, Survey, TI, Neorealism, Nation-State.

Abstract

This research describes Indonesia in dealing with the problem of avian influenza virus H5N1 that’s where the pandemic of this virus spread further from year to year. Indonesia makes policies towards getting new nutbreak of the avian influenza H5N1 virus by making vaccine samples of H5N1 virus, which afterwards the samples are sent to World Health Organizations (WHO). Associated with the vaccine, there is statement : How Indonesia participation in the World Health Assembly (WHA) in addressing the problem of avian influenza H5N1 virus”.On the December 20, 2006 the government of Indonesia ( Ministry of Health ) issued a policy to stop the shipments of the virus to WHO because of cheating conducted by World Health Organizations (WHO) and Australia in the use of vaccines and sell vaccines with very expensive price.Indonesia share avian influenza vaccine utilization in order to be used by developing countries at affordable prices in accordance with the resolution of World Health Assembly (WHA) concerning PIP ( Pandemic Influenza Preapradness ), Framework : sharing influenza Viruses and Access to Vaccines and other benefits, and the PIP Framework is in line with the Nagoya Protocol on genetic resources and this genetic resourcesis in protect by patents, namely Act No. 14 of 2001.Keywords: Avian Influenza Virus H5N1, Vaccine, WHA, Patents, The Nagoya Protocol

Abstract

This paper is a study of the phenomenon of international economy and politics in the study of international relations which elaborates and analyzes the political and economic interest of Singapore to implement Islamic economic system. Broad trading network owned by Singapore resulted in instability of Singapore’s capitalist economy during crisis. This underlies the application of the Islamic economic system as an alternative economic system to keep the economy stable.This paper was developed based on the framework of liberalism perspective supported by national interest theory as well as the use level analysis of the state as the main actor in international relations. This study uses qualitative research methods to the study of literature as a source of information.Application of Islamic economic system in Singapore other than as an alternative economic system is also an economic and political interests of Singapore to the Middle East demanding their economic system based on Islam in trade agreements. Strategic steps in applyintg Islamic economic system is an effort to maximize Singapore's bilateral relations with the Middle East.Kata kunci : Islamic economic system, economic crisis, interest, Middle East.

Abstract

Unilateral activity conducted by Ghana has given impact to their relation with Ivory Coast. Ivory Coast as a country which directly border with Ghana has concerns with expanding exploration and exploitation of Ghana’s petroleum industrial in disputed area. Ghana and Ivory Coast have adjacent coast in the Gulf of Guinea. The parties hold their opposing positions over delimitation of maritime boundary which caused a disputed area in the Gulf of Guinea. This research is aimed to explain the foreign policy of Ghana in disputed area.This research theoretically has built by using Behavioralism perspective on International Relations and supported by Foreign Policy theory from Graham T. Allison. Formulation of all arguments, data, facts, and theoritical framework in this research using qualitative explanation methods.This research also using subnational group as the level of analyze, the focus on this research is explain the causes of Ghana’s foreign policy unilateral exploiting petroleum over Ivory Coast in the Gulf of Guinea. Abstract

The conflict between India and Italy were preceded by shooting two Indian fishermen by Italian marines take legal complex. This was caused by the second argument Country conflicting legal process that must be taken by the two Italian marines. Various ways taken by Italy to repatriate the two marines on health grounds. Italy struggles to repatriate the two marines was a good response from the Indian government after some diplomacy pursued by Italy. The Italian government does not restore the two marines to India. This provoked a strong reaction in India, Government of India condemned the action taken by the Italian Government. Daniele Mancini, as envoy Ambassador of Italy to India earlier guarantee the return of Italian marines on bail him that the two marines would return to India after the existing agreement. But an agreement is violated by Italy, this led to Daniele Mancini held in India with not allowed to leave India as collateral itself on the Italian marines. Abstract

This research using the concept by applying the role conduct of the programs to see how is the effects in tackling deforestation and emission issue in Kalimantan during 2010-2014 in three focus area. This research using the role theory and International Organisation level analysis. These concept pointing to quantitative method dan library research as source of information.Some of contents in FORCLIME program in tackling id of the core issue are strategic approaches, by monitoring Forclime in three scoope area: Kapuas Hulu, Berau and Malinau. Abstract

This research explains how Indonesia's efforts to solve the problem of people smuggling in Riau Islands, Indonesia (2009-2012). Indonesia, which is an archipelagic country, has border areas by sea, land and air facing directly with neighbour countries, one of them is Riau Islands region. Under these situation, Indonesia becomes a country with the  highly vulnerable to the crime of people smuggling because of the weakness of guarding the border areas.The author collects data from books, encyclopedias, journals, mass media and internet websites to analyze Indonesia's efforts to solve the problem of people smuggling in Riau Islands (2009-2012). The theory used in this research is the perspective of realism with the theory of Public Policy by James E. Anderson.The results show that Indonesia has done various ways to prevent the occurrence of  people smuggling cases by ratifying the palermo convention with the 2 protocols to prevent the problem of people smuggling and illegal immigrants into the country and also work together with neighbour countries to exchange information. The law used to give effect to the perpetrators of people smuggling is using UU no.6 of 2011 on immigration and for illegal immigrants smuggling victims submitted to UNHCR and IOM.Key words: People smuggling, illegal immigrants, public policy, convention, protocol
