Abstract

City is highly vulnerable to the impacts of climate change because of the large population, the intensive usage of infrastructure and a lot of economic activities. In addition, lifestyle and activity of urban communities, which neglect the impact of energy consumption, tend to increase the concentration of greenhouse gas involved in global warming. Improving the environment and the quality of life become the responsibility of all stakeholders, including the higher education institutions. They are the ones who have the contribution to conserve the environment. Sustainable Campus is a concept that began to develop in the world as a response to the environmental degradation which is integrated into the campus policy. This study proposes to compare the sustainable development policy within the Tertre campus, University of Nantes-France and Tembalang campus, Diponegoro University-Semarang, Indonesia. The material of this study was constituted through the interviews with the main stakeholders, as the key personnel in the field of sustainable development. In summary, we can conclude that the best sustainable development policy in the campus must be integrated into the environmental management, the improvement of the quality of life of the university community, and the strengthening of the economy, as well as engage in partnerships with all the stakeholders.

Abstract

ABSTRAK: Pengasapan ikan atau pemanggangan ikan merupakan pengolahan yang pontensial di Kota Semarang. Usaha pengasapan ikan ini telah berlangsung lama di Kelurahan Bandaharjo yang terletak di wilayah Kecamatan Semarang Utara. Usaha ini merupakan salah satu bentuk aktivitas ekonomi masyarakat yang berbasis rumah tangga. Kebijakan pengembangan sektor sosial dan ekonomi yang dilakukan pemerintah kota Semarang menekankan pemindahan atau penataan terhadap kegiatan pengasapan ikan ini yang semula berada di lingkungan perumahan ke lokasi khusus pengasapan ikan untuk dijadikan sebagai Sentra Industri Pengasapan Ikan Bandarharjo. Saat ini permasalahan pada kawasan pengasapan ikan Bandarharjo antara lain berupa limbah asap produksi dan limbah ikan, kurang optimalnya sarana dan prasarana, terbatasnya pemasaran untuk promosi dan kurangnya perhatian pemerintah dan masyarakat. Hal ini akan menimbulkan dampak terjadinya lingkungan yang tidak sehat dan kotor, pendapatan yang rendah dan produksi pengasapan ikan yang stagnan. Melalui metode eksplorasi dan deskripsi terhadap permasalahan kawasan pada kegiatan ekonomi pengasapan ikan di Bandarharjo pada wilayah studi maka diharapkan akan dapat memberikan tambahan "muatan” penataan kawasan ekonomi Bandarharjo yang responsive,  aplikatif dan memberi nilai peningkatan ekonomi dan menumbuhkan kualitas lingkungan yang lebih baik. Kata Kunci : pengasapan ikan, sentra industri rakyat, penataan kawasan, peningkatan ekonomi  Curing fish or grilling fish is any potential processing in Semarang. Fish fumigation effort is long overdue in the Village Bandaharjo located in the District of North Semarang . This effort is one form of economic activity -based household. Social sector development policy and the government's economic Semarang emphasize the removal or restructuring of the activities of these fish smokehouse which was originally located in a residential area to a specific location to be used as fish curing Industry Centers Bandarharjo Smoking Fish. Currently fogging problems in areas including but not limited Bandarharjo fish waste and the production of smoked fish waste , less optimal infrastructure , limited marketing and lack of attention to the promotion of government and society . This will impact the environment unhealthy and dirty, low income and Curing fish or grilling fish production is stagnant. Through the methods of exploration and description of the problem areas in economic activity in Bandarharjo curing fish in the study area is expected to provide an additional "charge" arrangement responsive Bandarharjo economic region, applicative and gave a foster economic development and better environmental quality. Keywords: curing fish, folk industrial district, regional structuring, economic improvement
