Abstract

The Mayor of Bandung, Ridwan Kamil, has reformed his government. It is now the best performing city in Indonesia, and mainly through the use of technology such as social media. This paper focuses on the use of his social media account to increase transparency and public participation. This paper answers questions about: how he utilised his Facebook account to be open and involved his electorate and maximize government efficiency and responsibility. This research uses a mixed qualitative and quantitative content analysis to answer research questions. The data are consists of 264 posts from January 2016 to June 2016, and are categorised as: information sharing, government activity, decision impacts, accountability, and personal posts. The results show that Ridwan Kamil Facebook page became a venue for two-way interaction between the public and government. In term of transparency, Facebook can provide information that is accessible to the people. This research found that the selection of issues and language style of the posts have significant impacts on the level of public engagement. In addition, it highlighted the potential of the use of social media to promote the branding of individuals and corporation including government.

Abstract

In this paper we discuss the connection between the concept of good governance and bureaucratic reform policy. Improving bureaucracy performance can be achieved by implementing good governance. However, another argument posits the notion that bureaucratic reform can lead the way to achieving good governance. Therefore, this paper assesses the relationship between the concept of good governance and bureaucratic reform in Indonesia. The research was based on content analysis technique that analysed the relevancy of good governance criteria and content of policy document, which were supplemented by interviews. Subsequently policy analysis was done using a policy transfer lens. Research findings showed that good governance influences Indonesian bureaucratic reform policy and international organizations have played significant part in influencing the Indonesian government to adopt good governance.

Abstract

Abstract Dengue Hemorrhagic Fever(DHF) was the deadliest disease in Indonesia with the highest number of cases in 2016. This study aims to determine the effectiveness of Bundo Peduli Jentik program, one of the Health Department of Padang City Government programs, in controlling DHF, especially in Lubuk Kilangan Sub-district. This is a descriptive qualitative research with an inductive approach. Data and information collection were done by observation, interviews and documentation. The theory used is the theory of effectiveness proposed by Budiani that measures effectiveness comprising the accuracy of program targets, program socialization, program objectives and program monitoring. The result showed that the Bundo Peduli Jentik program has been categorized as effective based on the theory used. This is proven by the DHF cases continue to decline every year and there were no number of deaths due to DHF since 2017 in Lubuk Kilangan, Padang City. Keywords: Dengue Hemorrhagic Fever, Effectiveness, Government Program Abstrak Demam Berdarah Dengue (DBD) pernah menjadi penyakit paling mematikan di Indonesia dengan jumlah kasus terbanyak di tahun 2016. Penelitian ini bertujuan untuk mengetahui efektivitas program Bundo Peduli Jentik, salah satu program Dinas Kesehatan Pemerintah Kota Padang, dalam pengendalian DBD terutama di Kecamatan Lubuk Kilangan. Metode penelitian dalam penelitian ini adalah metode kualitatif deskriptif dengan pendekatan induktif. Pengumpulan data dan informasi dilakukan dengan cara observasi, wawancara dan dokumentasi. Teori yang digunakan dalam penelitian ini adalah teori efektivitas yang dikemukakan oleh Budiani yang mengukur efektivitas menggunakan variabel-variabel, diantaranya ketepatan sasaran program, sosialisasi program, tujuan program dan pemantauan program. Hasil penelitian menunjukkan bahwa program Bundo Peduli Jentik dapat dikategorikan efektif berdasarkan teori yang digunakan. Hal ini dibuktikan dengan kasus DBD yang terus menurun setiap tahunnya bahkan tidak ada lagi kasus kematian karena DBD sejak tahun 2017 di Kecamatan Lubuk Kilangan, Kota Padang. Abstract

Nglanggeran Village, Gunungkidul Regency has high natural tourism potential which is driven by the innovation ability of its citizens in managing this potential. This study aims to analyze how the political aspect in Nglanggeran Village, Gunungkidul Regency is framing innovation in the tourism sector and how innovation in tourism in Nglanggeran Village, Gunungkidul Regency is able to encourage inclusiveness of welfare and gender equality. To do this, this research uses qualitative methods by conducting interviews and quantitative methods by conducting perception surveys to stakeholders. The results of this study indicate that development and innovation have been carried out by Nglanggeran village which have an impact on improving the welfare of the villagers. The initiation of this innovation comes from the ideas and ideas of community members. However, in its execution there is the participation of various stakeholders. Innovation in Nglanggeran village has a positive impact on people's income, especially for those whose livelihoods are related to tourism management and their MSMEs. However, for residents who do not work in this field, they still feel the benefits, one of which is the improvement of facilities or access to their village. In addition, female residents have the same opportunity to provide their views and opinions in the formulation of the tourism village activity program.
