Abstract

Nowadays, software is very influential on various sectors of life, both to solve business needs, as well as personal needs. To have a Software with high quality, testing is needed to avoid software defect. Research on software defects involving Machine Learning is currently being carried out by many researchers. This method contains one important step, which is called feature selection. In this study, researchers conducted a feature selection based on the software metric category to determine the level of accuracy of the prediction of software defects by utilizing 13 (thirteen) datasets from NASA MDP namely CM1, JM1, KC1, KC3, KC4, MC1, MC2, MW1, PC1, PC2, PC3, PC4, and PC5. To classify, the researchers involved 5 (five) classifiers, namely Naive Bayes, Decision Trees, Random Forests, K-Nearest Neighbor, and Support Vector Machines. The research result shows that each attribure on software metric categories has effect on each dataset. Naive Bayes Algorithm and Random Forest Algorithm can give better performance than other algorithm in classifieng software defect with feature selection based on metrics. On the other hand, the best metrics category on each classifier algorithm is metric Misc. From average AUC value, it can be concluded that metrics category which can give best performance is metric LoC, followed by metric Misc. Both categories have achieved highest AUC value in Random Forest classifier.

Abstract

Abstrak Munculnya kejahatan terhadap tanah menunjukan bahwa pada dasarnya pembidangan hukum sebagaimana diatur dalam Undang-Undang No. 5 Tahun 1960 tentang Peraturan Dasar Pokok-Pokok Agraria (UUPA) pada dasarnya tidak hanya terbatas pada aspek Hukum Perdata dan Hukum Administrasi Negara saja melainkan juga meliputi Hukum Pidana. Hal tersebut dibuktikan dengan adanya peningkatan angka Sengketa, Konflik dan Perkara yang tengah terjadi di Indonesia. Kejahatan terhadap tanah adalah kejahatan yang dilakukan tehadap dan berhubungan dengan hak-hak atas tanah sebagaimana termaktub dalam Pasal 16 jo. Pasal 53 UUPA. Berdasarkan waktu terjadinya, kejahatan terhadap tanah dapat terjadi pada saat; 1) Saat Pra-Perolehan, 2) Menguasai Tanpa Hak dan 3) Mengakui Tanpa Hak. Upaya penanggulangan kejahatan terhadap tanah dapat dilakukan berupa tindakan; 1). Pre-emtif, 2). Pereventif dan 3). Refresif. Point terpenting sebagai saran untuk mengantisipasi peluang terjadinya kejahatan terhadap tanah adalah agar masyarakat sesegera mungkin melakukan pendaftaran atas tanah-tanah yang secara sah dan nyata dikuasai oleh yang berangkutan kepada institusi yang berwenang (BPN) guna mewujudkan kepastian hukum hak atas tanah serta memperkecil kemungkinan terjadinya tindak kejahatan terhadap tanah. Kata Kunci: Penanggulangan, Kejahatan, Hak Atas Tanah.

Abstract

One object counting implementation is counting the number of road users from video data sources obtained from CCTV streaming. Video processing on CCTV is usually done on the server side by sending video data. If the need is only to determine the density of traffic, then the method is considered too expensive to be implemented because of the cost of internet connection and bandwidth that must be spent. The solution is to use a small computing device that can process the video first, and the calculation results are sent to the server regularly. In this study, a comparison between the Tensorflow Object Counting learning algorithm and the MOG2 Background Subtractor image processing algorithm with the aim to determine the accuracy of the calculation. The result is known that better accuracy is given by the MOG2 Background Subtractor technique and also the process is carried out using only a small percentage of the amount of memory and processor compared to the Tensorflow Object Counting technique. MOG2 Background Substractor technique is expected to be used on devices that have small data sourcesKeywords : Object Counting, Tensorflow, MOG2 Background SubstractorSalah satu implementasi object counting adalah menghitung jumlah pengguna jalan dari sumber data video yang didapat dari streaming CCTV. Pemprosesan video pada CCTV biasanya dilakukan disisi server dengan mengirimkan data video. Jika keperluannya hanya untuk mengetahui kepadatan lalu lintas, maka cara tersebut dinilai terlalu mahal untuk diimplementasikan karena biaya koneksi internet dan bandwidth yang harus dikeluarkan. Pemecahannya adalah menggunakan perangkat komputasi kecil yang dapat memproses video tersebut terlebih dahulu, dan hasil perhitungannya dikirimkan ke server secara berkala. Pada penelitian ini dilakukan perbandingan antara algoritma pembelajaran Tensorflow Object Counting dan algoritma image processing MOG2 Background Substractor dengan tujuan untuk mengetahui akurasi penghitungan. Hasilnya diketahui akurasi yang lebih baik diberikan oleh teknik MOG2 Background Substractor dan juga proses yang dilakukan hanya menggunakan prosentase jumlah memori dan prosessor yang kecil dibandingkan teknik Tensorflow Object Counting. Sehingga teknik MOG2 Background Substractor ini diharapkan dapat digunakan pada perangkat yang memiliki sumber data kecil. Kata kunci : Object Counting, Tensorflow, MOG2 Background Substractor.

Abstract

Student Works Web Portal Of Multimedia Department In Smk Negeri 1 Martapura is a web portal implementing Digital Asset Management System. This web portal built based by the works of the students who had only used the DVD, in which each store one of his students in a single DVD. This causes problems especially in the limited physical storage space and search work takes a long time. With the waterfall method, built a student works web portal to save the works of the students in the form of digital media. A DAM system is built on a central repository that facilitates the storage, organization, retrieval, use and reuse of digital files. The results of the construction of the web portal is known that there is a significant speed difference between the old system to the new system, the new system can be said to be faster than the old system. In addition, the new system can be seen consuming less physical space than the old system. Based on research conducted, it can be concluded that by implementing the DAM system, the search speed for work can be improved and storage of work can be saved. Web Portal Karya Siswa Jurusan Multimedia SMK Negeri 1 Martapura merupakan web portal yang menerapkan Digital Asset Management System. Web portal yang dibangun dilatar belakangi oleh penyimpanan data karya-karya para siswa yang selama ini hanya menggunakan DVD, dimana setiap siswa menyimpan satu karyanya dalam satu DVD. Hal ini menyebabkan masalah terutama pada terbatasnya ruang penyimpanan secara fisik serta pencarian karya yang memerlukan waktu lama. Dengan metode waterfall, dibangunlah sebuah web portal karya siswa yang secara spesifik menyimpan karya-karya para siswa dalam bentuk media digital. Sebuah sistem DAM dibangun di atas repositori pusat yang memfasilitasi penyimpanan, organisasi, pengambilan, pemanfaatan dan penggunaan kembali file digital. Hasil dari dibangunnya web portal tersebut diketahui bahwa terdapat perbedaan kecepatan yang signifikan antara sistem lama dengan sistem baru, sistem baru dapat dikatakan lebih cepat dibanding sistem lama. Selain itu, dapat dilihat sistem baru memakan ruang fisik yang lebih sedikit dibanding sistem lama. Berdasarkan penelitan yang dilakukan, dapat disimpulkan bahwa dengan menerapkan DAM system, kecepatan pencarian karya dapat ditingkatkan dan penyimpanan karya dapat dihemat. Abstract

Circular work from home for land office employees needs to be examined whether there is a change in the mechanism in legal certainty of land registration during the Covid-19 pandemic, whether the process of measuring land and signing witnesses whose land borders comply with health protocols outside the land office, especially in the field. The issues that will be studied are the implementation of the land registration process during the Covid-19 pandemic and legal certainty in the implementation of the land registration process during the Covid-19 pandemic. The results show that the land registration process during the Covid-19 pandemic is still the same as before this outbreak, and regarding legal certainty, there are no specific rules regarding the obligation to comply with health protocols when undergoing the land registration process, especially in the field.

Abstract

The land mafia takes advantage of land scarcity with land related parties for various purposes. The Ministry of Agrarian Affairs and Spatial Planning (ATR)/National Land Agency (BPN) as the institution most responsible for land administration is still paying attention to the existence of the land mafia. It is necessary to know about the workings of the land mafia who will always seek information about the development of land prices in certain areas by the Local Government such as the Regional Government. This research uses normative law research methods (Normative Law Research). In accordance with the type and nature of the research, the data sources used are secondary data consisting of primary legal materials and secondary legal materials consisting of books, scientific journals, scientific papers and articles that can provide an explanation of primary legal materials. Various efforts were carried out by the government to achieve the goal of eradicating the land mafia, among others through the implementation of land registration as regulated in PP No. 24 of 1997 concerning Land Registration. Indonesia's national law that discusses the eradication of the land mafia is contained in the Technical Instructions of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency on Prevention and Eradication of Land Mafia. The land mafia is an act of usurping the rights of others, in Islam it is threatened to be hung around his neck from the seven layers of the earth. Sheikh Abdul Azhim bin Badawi al-Khalafi quoted from the Almanhaj page. said, from Sa'id bin Zaid radhiyallahuanhu, he said, "I heard the Messenger of Allah sallallaahu 'alaihiwasallam say "Whoever takes a little land in an unjust way, then (Allah) will hang it from the seven layers of the earth". From Salim from his father Radhiyallahuanhuma, he said, "The Prophet sallallaahu 'alaihiwasallam said: "Whoever takes a small amount of land in a way that is not justified, then he is immersed in the soil on the Day of Resurrection up to seven layers of the earth..Keywords: Land Mafia, COVID-19, National Law, Islamic Law.

Abstract

The process of registering mortgage rights electronically (HT-el) based on Permen HT-el Number 5 of 2020 is essentially a tangible manifestation of the applicability of the Business Administration Law which later transformed into a set of rules that regulate the legal relationship between business actors, namely between the giver and recipient of the mortgage and PPAT includes the rights and obligations of each with all the possibilities that occur after the registration of mortgage rights to the land office/BPN. In practice, HT-el registration has advantages and disadvantages based on the perspective of Business Administration Law. The type of research used in this paper is normative legal research with secondary data as the data source. Based on the outcomes of the study, it is known that the mechanism for registering HT-el based on Permen HT-el Number 5 of 2020 is to use an electronic system that separates the PPAT's duties in making the Mortgage Deed (APHT) with the PPAT's obligation to register mortgages that are integrated with the electronic system. to the land office/BPN.
