Abstract

Tindak pidana korupsi dilakukan sebagian besar kepala daerah semakin merajalela, evaluasi kebijakan menggunakan kebijakan publik. Dan penelitian mencegah tindak pidana korupsi. Metode penelitian yang digunakan adalah studi kasus (case study), yaitu suatu metode penelitian untuk menggali informasi yang diperlukan secara komprehensif, mendalam, dan apa adanya. Evaluasi kebijakan tindak pidana korupsi dengan indikator specifications,  measurement, and analysis kebijakan ditemukan hasil bahwa pidana korupsi dilakukan oleh kepala daerah di Indonesia. Berdasarkan Komisi Pemberantasan Korupsi (2018), menyebutkan ada 115  kepala daerah. Rinciannya 22 orang gubernur, 80 orang bupati dan 13 orang walikota. Akhirnya dapat disimpulkan, bahwa pidana korupsi di Indonesia dilakukan oleh kepala daerah, sehingga Indonesia masih belum menjadi negara maju.

Abstract

Ekspor rendah dibandingkan dengan negara lain di dunia, disebabkan salah satunya oleh implementasi kebijakan yang belum sesuai dengan teori kebijakan publik. Dan tujuan penelitian ini adalah untuk meningkatkan ekspor Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus (case study), yaitu suatu metode penelitian yang dilakukan untuk mengeksplorasi dan memahami suatu kasus, seperti kebijakan atau proses berdasarkan pandangan dari partisipan. Implementasi kebijakan ekspor dengan indikator organisasi, interpretasi, dan aplikasi kebijakan ditemukan hasil bahwa Indonesia kalah dengan sejumlah negara di Asia dalam hal volume ekspor. Berdasarkan Badan Pusat Statistik (2017), ekspor Indonesia pada tahun 2017 hanya mencapai 168,73 miliar. Hasil penelitian ini menunjukkan, bahwa ekspor Indonesia belum bisa menyamai sejumlah negara di Asia, dan belum menuju produk ekspor yang berdaya saing.

Abstract

Masalah utama dalam penelitian ini adalah narkotika sangat berbahaya bagi kehidupan manusia. Oleh karena itu, negara membuat Undang-Undang Nomor 35 tahun 2009 Tentang Narkotika, Psikotropika, dan Zat Adiktif lainnya. Narkotika merupakan zat atau obat yang berasal dari tanaman atau bukan tanaman baik sintetis maupun semisintetis yang dapat menyebabkan penurunan atau perubahan kesadaran, hilangnya rasa, mengurangi sampai menghilangkan rasa nyeri, dan dapat menimbulkan ketergantungan. Penyalahgunaan Narkotika mengakibatkan kerusakan fisik, mental, emosi dan sikap dalam masyarakat. Metode yang digunakan dalam penelitian ini adalah metode participation observation yang disebut juga dengan observasi aktif, langsung pada 34 provinsi di mana kasus itu terjadi. Evaluasi kebijakan narkotika dengan indikator isi, implementasi, dan dampak kebijakan ditemukan hasil penyalahgunaan narkotika setiap hari 30-40 orang meninggal dunia. Hasil dari penelitian ini, menunjukkan bahwa anak-anak, remaja, dan dewasa, menjadi produsen, pengedar, dan pengguna, narkotika di Indonesia

Abstract

Kondisi empiris menunjukkan bahwa pemerintahan telah gagal baik dalam teori maupun dalam prakteknya. Hal ini terjadi karena tidak adanya formula yang dapat mengatasi masalah-masalah negara selama era reformasi. Mengurangi cakupan aktivitas negara dan perluasan pasar tidak selamanya menjamin pemerintahan yang kuat dan kesejahteraan sosial. Hal ini disebabkan oleh pengurangan cakupan negara, pengikisan kedaulatan negara, dan negara yang lemah. Isu mewujudkan strong political dan strong administration dalam arti mewujudkan politik dan administrasi yang benar-benar mengabdi pada kesejahteraan rakyat menjadi sangat urgen. Tantangan public administration ke depan adalah menemukan formula dan model yang tepat untuk menyelesaikan masalah-masalah seperti konflik KPK - Kepolisian - Kejaksaan Agung, konflik perbatasan, mergerisasi departemen/dinas, kepegawaian pusat/daerah, pelayanan publik untuk masyarakat miskin, penjagaan terhadap sumber daya alam dan kekayaan negara lainnya. Berdasarkan hal tersebut, tantangan terbesar administrasi negara masa depan adalah mengembangkan teori yang lebih kuat daripada penguatan negara dan memecahkan masalah lubang hitam dalam administrasi negara. Hal ini diperlukan tidak hanya teori emansipatif saja tetapi juga perspektif baru dari teori struktural, khususnya bagi negara-negara sedang berkembang.

Abstract

The main problem in this research is that implementing policies on waste management in realizing environmental health in Kuningan Regency has not been implemented optimally. The approach used in this research is the policy implementation theory of Van Meter and Van Horn, namely the stages of size and content of policies, resources, characteristics of implementing organizations, attitudes of policy implementers, communication between implementing organizations, and the social, economic and political environment. The method used in this research is descriptive analysis with a qualitative approach. The descriptive method is used to overview each factor in implementing policies on waste management to achieve environmental health in the Kuningan Regency. At the same time, the qualitative approach was chosen, considering that this approach is expected to obtain accurate data and study research problems in depth so that the expected results can be obtained. Some factors that cause the implementation of the policy on Waste Management in Achieving Environmental Health in Kuningan Regency have not been optimized. This is indicated by the absence of an incentive mechanism for villages/communities to increase the effectiveness/efficiency of public service delivery in the solid waste sector. This egoistic culture develops in the community because there is no clear understanding of the Kuningan Regency Environmental Service officers and the TPST 3R KSM community. As a result, waste management and the budget for waste management usually get the lowest priority weight compared to other programs in creating a clean environment. A strategy was found that could be carried out so that the implementation of policies on Waste Management in Realizing Environmental Health in Kuningan Regency (Study of Kuningan Regency Regional Regulation Number 04 of 2010 concerning Waste Management) runs effectively, namely the condition of waste management and its urgency and accessibility to decision-makers in order to build. The commitment of leaders and appreciation and community participation. In addition, the relatively small institutional financial resources become a synergistic unit through partnership, harmonization, synchronization, mobilization, or collaboration with local governments (provincial and district), related institutions/agencies, and the community.

Abstract

The main problem in this research is motivated by the existence of teacher development policies which tend not to work effectively. Even though the Provincial Government of Banten has issued Banten Governor Regulation Number 8 of 2014 concerning the Organization of the Teacher Work Culture Development Center (P2BKG). P2BKG tends not to be used effectively. The method used in this research is a qualitative research method with a descriptive approach. The results of the study revealed that the implementation of the policy for organizing the teacher work culture development center (P2BKG) had not been running effectively. The causative factors are: (1) the content of the policy which consists of: (a) the interests affected (interest affected) the implementation of the policy on the implementation of the teacher work culture development center; (b) the type of benefits in the implementation of the policy for organizing a teacher work culture development center; (c) the degree of change to be achieved (extent of change envision); (d) the location of decision making (site of decision making) for leadership in the implementation of the policy of implementing a teacher work culture development center; (e) implementing the program (program implementer) for organizing a teacher work culture development center; (f) the resources involved (resources committed) in the organization of work culture development centers. (2) the implementation environment (Context of Implementation) consists of: (a) the power, interests, and strategies of the actors involved; (b) institutional and regime characteristics; and (c) the level of compliance and response from employees (compliance and responsiveness) in the implementation of the teacher work culture development center. The strategy for implementing the policy for implementing a teacher work culture development center (P2BKG) in improving the quality of teachers and education staff, namely: (a) increasing professional resources by optimizing the availability of buildings and facilities to make it easier for teachers to implement programs to improve the quality of teachers and education staff held at the central development of teacher work culture; (b) optimizing professional resources by building a strong organizational structure supported by a shared commitment to implementing teacher quality improvement programs held at the teacher work culture development center. The two alternative strategies can be implemented in government policies based on the two dimensions of Grindle's theory, namely the content of policy and the context of implementation.

Abstract

Micro-enterprises in Bandung Regency face systemic challenges, including limited capital access, fragmented empowerment programs, and weak post-training monitoring. Despite efforts by the Cooperatives and SMEs Office (DISKOP-UKM), gaps persist in achieving sustainable outcomes. This study evaluates DISKOP-UKM’s empowerment model, identifies implementation barriers, and proposes an enhanced framework integrating multi-stakeholder collaboration and digital solutions. A qualitative case study approach was employed, analyzing data from interviews, field observations, and DISKOP-UKM documents (2023–2025). Thematic analysis aligned findings with Chambers’ (1995) empowerment elements: people-centered, participatory, empowering, and sustainable. Current programs lack post-empowerment tracking and proactive stakeholder engagement. Successful interventions (e.g., Kopontren’s community-based model) highlight the potential of penta-helix collaboration and digital tools for scalability. The study recommends (1) adopting A-B-C-G-M partnerships to expand resources, (2) developing digital monitoring systems, and (3) diversifying capital access. These strategies address systemic inefficiencies and align with regional development goals, offering a replicable model for similar contexts.
