Abstract

ABSTRACTThe Government of administration can not be separated of supervision. One of supervision undertaken by Governments in this time is the supervision of mangrove tree. Dinas Lingkungan Hidup in Tanjungpinang City is agencies who runs supervision of mangrove according to the legislation on environmental one of them is Undang-undang Number 32 of 2009 about Protection and Environmental Management and by law number 10 0f 2014 about Rencana Tata Ruang Wilayah Kota Tanjungpinang. It is crucial as following sustainable development and also basically government that has responsibility in the supervision of mangrove, it begun with data of environment especially mangrove ecosystem. As part of that government should have data on board about mangrove. Additionally, government should have a partnership with community to do the planting mangrove that have been damagedm expected Dinas Lingkungan Hidup in Tanjungpinang, Dinas Lingkungan Hidup dan Kehutanan in Kepulauan Riau Provincial and KPHP can do coordination in did routine patrol, and expected all Government that has responsibility in the supervision of mangrove can apply criminal sanctions expressly to anyone who does mangrove destruction. We can looking forward about dualism between provincial government and Tanjungpinang municipatility government regarding mangrove protection. However, it’s as a result of local government policy issuing by national government.Keywords : local government, mangrove, policy, environment, monitoringABSTRAKPenyelenggaran administrasi pemerintahan pada hakekatnya tidak terlepas dari pengawasan. Salah satu pengawasan yang dilakukan pemerintah saat ini yaitu pengawasan terhadap mangrove. Dinas Lingkungan Hidup Kota Tanjungpinang merupakan instansi yang menjalankan pengawasan mangrove berdasarkan Undang-Undang tentang Lingkungan Hidup salah satunya yaitu Undang-Undang No.32 Tahun 2009 Tentang Perlindungan dan Pengelolaan Lingkungan Hidup serta PERDA Nomor 10 Tahun 2014 tentang Rencana Tata Ruang Wilayah Kota Tanjungpinang. Hal ini begitu krusial sebagaimana diamanatkan pada konsep pembangunan berkelanjutan serta fungsi dasar dari pemerintahan yang sememangnya memiliki responsibilitas terhadap pengawasan dari ekosistem mangrove di Kota Tanjungpinang, dan memang mesti dimulai dari ketersediaan data yang menjadi sorotan selama proses penelitian ini dilakukan. Disamping itu juga, pemerintah daerah provinsi kepulauan riau dan pemerintah kota tanjungpinang mesti bekerjasama bersama komunitas untuk melakukan penanaman kembali terhadap lokasi-lokasi yang didalam rencana tata ruang dan wilayah menjadi kawasan lindung khsuusnya mangrove. , lalu diharapkan DLH Kota Tanjungpinang, DLHK Provinsi Kepulauan Riau maupun KPHP dapat melakukan koordinasi dalam melakukan patroli secara rutin dan terjadwal, serta diharapkan DLH Kota Tanjungpinang dan DLHK Provinsi Kepulauan Riau dapat bekerjasama dengan Satpol PP untuk menerapkan sanksi pidana secara tegas kepada siapapun yang melakukan perusakan mangrove. Kita bisa melihat bahwasanya terdapat dualism didalam kewenangan pemerintah daerah yang seolah melempar tanggung jawab urusan lingkungan hidup disebabkan oleh peraturan perundangan pemerintah daerah yang dihembuskan dari pemerintah pusat.Kata kunci : pemerintah daerah, mangrove, kebijakan, lingkungan, pengawasan

Abstract

Dinas Kependudukan dan Pencatatan Sipil merupakan instansi pelaksana dalam penerbitan dokumen kependudukan, salah satunya adalah akta. Dalam implementasinya terdapat gejala permasalahan setelah terbitnya Putusan Mahkamah Konstitusi Nomor 18 tahun 2013 tentang Akta Kelahiran Yang Melampaui Batas 1 (satu) Tahun, dimana proses penerbitan akta kelahiran berdasarkan asas peristiwa kelahiran. Tujuan dalam penelitian ini adalah untuk mengetahui Efektivitas Pra dan Pasca Putusan Mahkamah Konstitusi Nomor 18 tahun 2013 tentang Akta Kelahiran Yang Melampaui Batas 1 (satu) Tahun pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bintan. Metode Penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Data yang diperoleh melalui data primer dan skunder. Teknik pengumpulan data yang digunakan adalah Focus Group Discussion (FGD) dan wawancara tak berstruktur. Populasi yang digunakan adalah 75 orang dan yang dijadikan sampel sebanyak 25 orang. Teknik sampel yang digunakan adalah purposive sampling dan multistage sampling.Berdasarkan hasil penelitian dari data primer dan skunder yang penulis dapatkan, diketahui Efektivitas Pra dan Pasca Putusan Mahkamah Konstitusi Nomor 18 tahun 2013 tentang Akta Kelahiran Yang Melampaui Batas 1 (satu) Tahun pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bintan dilihat dari indikator dan dimensi sebagai pengukurnya bahwa masih terdapat kendala dalam pengurusan akta kelahiran bagi anak yang lahir di luar wilayah Kabupaten Bintan.

Abstract

Penelitian ini memiliki tujuan utama untuk menganalis pencapaian inovasi daerah Kabupaten Bintan didalam Indeks Inovasi Daerah Tahun 2020 yang telah dilakukan evaluasi oleh Kementrian Dalam Negeri Republik Indonesia. Selain itu melalui penelitian ini dapat memberikan gambaran tentang kondisi eksisting inovasi daerah di Kabupaten Bintan sehingga dapat menjadi bahan evaluasi kebijakan bagi pemangku kebijakan Pemerintah Daerah Kabupaten Bintan dalam melakukan upaya terobosan meningkatkan Inovasi Daerah kedepannya. Serangkaian inovasi daerah yang meliputi inovasi pelayanan public, tata kelola pemerintahan hingga inovasi bentuk lainnya sesuai bidang urusan pemerintahan yang menjadi kewenangan daerah tentu berimplikasi terhadap penyelenggaraan pemerintahan daerah khususnya di Kabupaten Bintan. Pencapaian Kabupaten Bintan sebagai daerah perbatasan terinovatif di Indonesia yang kemudian dianugeragi Innovation Government Award oleh Kementerian Dalam Negeri Indonesia tentu memiliki prestasi tersendiri terutamanya proses pelaksanaan inovasi daerah yang dilakukan. Hasil dari penilaiannya inilah yang kemudian direview dan dianalisa kembali didalam tulisan ini.

Abstract

At the government level, upon the issuance of regional government regulations in Indonesia, innovation has been an obligation and an indication of regional competitiveness. Innovation is also an acceleration of governance including creating good governance arrangements, implementing bureaucratic reform agendas with dynamic governance values. Bintan Regency, as the most innovative regency in the category of borderline areas in Indonesia, received an Innovative Government Award (IGA) appreciation for the 2020-2021 period. This must ensure that the regional innovation agenda will continue to be sustainable. One of the important aspects in dynamic governance is the capability aspect in which government institutions must think ahead, think again and think beyond and that is included in every policy-making process, civil servants resources and performance implementation of the public sector bureaucracy in an attempt to bring together common consensus. This article aims to describe how the Bintan Regency government carries out adaptive policies through a dynamic governance capability approach in building ecosystems, government innovations in a sustainable manner. The findings of the present study discovered that the government's efforts to ensure future innovation through collaboration with universities as facilitators as well as evaluating the development of regional innovation in Bintan Regency for the regional innovation index. Abstract

ABSTRACTThe Bintan Regency government's commitment to implementing Regional Innovation is contained in Regent Regulation No. 48 of 2020. Regional innovation coaching is a very important aspect to be implemented in each regional apparatus organization to maintain the sustainability of the innovation climate. This research uses a qualitative approach with a descriptive type. The research subjects were the coaching team at Bapelitbang, implementor and facilitator teams and regional apparatus organization who were the target groups for fostering regional innovation. Furthermore, the determination of informants was determined based on the involvement of informants on regional innovation development activities. The data collection method was carried out through primary data, namely interviews and also using secondary data related to this research. Data analysis used qualitative narrative analysis using simple qualitative methods. This study aims to find out the pattern of coaching regional innovation by BAPELITBANG of Bintan Regency. The results of the research show that the coaching pattern carried out by Bapelitbang is in accordance with the duties, principals and functions. The availability of existing Human Resources can be optimized to carry out coaching to all of regional apparatus organization and Communities in Bintan Regency. However, there are innovations that last only temporarily and there is no sustainability due to innovation management factors and environmental support. Therefore, the need for regional apparatus organization and individual (employee) commitment to maintain a climate of innovation not only producing new innovations but also maintaining and caring for existing ones is a shared obligation and responsibility.ABSTRAKKomitmen pemerintah Kabupaten Bintan dalam melaksanakan Inovasi Daerah tertuang melalui Peraturan Bupati No.48 Tahun 2020. Pembinaan inovasi daerah merupakan salah satu aspek yang sangat penting untuk diterapkan di setiap organisasi perangkat daerah untuk menjaga keberlanjutan iklim inovasi. Penelitian ini menggunakan metode pendekatan kualitatif dengan jenis deskriptif. Subjek penelitian yaitu tim pembina di Bapelitbang, pengelola dan tim fasilitator serta OPD yang menjadi kelompok sasaran pembinaan inovasi daerah. Selanjutnya penentuan informan ditetapkan berdasarkan keterlibatan informan atas kegiatan pembinaan inovasi daerah. Metode pengumpulan data dilakukan melalui data primer yaitu wawancara dan juga menggunakan data sekunder yang berkaitan dengan penelitian ini. Analisis data menggunakan analisis naratif kualitatif dengan menggunakan metode kualitatif sederhana. Tujuan penelitian yaitu untuk mengetahui pola pembinaan inovasi daerah oleh BAPELITBANG di Kabupaten Bintan. Hasil penelitian menunjukkan bahwa pola pembinaan yang dilaksanakan oleh Bapelitbang telah sesuai dengan tugas, pokok dan fungsi. Ketersediaan Sumber Daya Manusia yang ada dapat dioptimalkan untuk melaksanakan pembinaan ke seluruh OPD dan Masyarakat di Kabupaten Bintan. Sosialisasi yang masif baik yang dilaksanakan secara offline dan online, adanya tim fasilitasi inovasi yang melibatkan akademisi, kegiatan Galanova sebagai ajang pemberian reward merupakan metode yang diterapkan oleh Bapelitbang untuk tetap menjaga budaya Inovasi tetap tumbuh di Kabupetan Bintan. Namun demikian, terdapat inovasi yang bertahan hanya sementara dan tidak ada keberlanjutan yang disebabkan karena faktor pengelola inovasi dan dukungan lingkungan. Oleh karena itu, perlunya komitmen OPD dan individu (pegawai) untuk menjaga iklim inovasi. bukan hanya menghasilkan inovasi yang baru tetapi juga menjaga dan merawat yang sudah ada merupakan kewajiban dan tanggung jawab bersama.

Abstract

The purpose of the study was to determine the Coordination Function of the Environment and Forestry Service of the Riau Islands Province and the Tajungpinang City Environmental Service in Monitoring Mangrove Forests in Tanjungpinang City. In this study, the theory used by Hasibuan (2019:88). The population in the study amounted to 8 people, the data analysis used in this study was a qualitative descriptive data analysis technique. The conclusion obtained is that the Coordination Function of the Environment and Forestry Office of the Riau Islands Province in Supervision of Mangrove Forests in Tanjungpinang City is in accordance with their respective authorities although several things need to be improved. Then for the socialization that was carried out both to the community and to employees, it was found that the socialization was not comprehensive. Because the socialization carried out only in general terms, such as raising the theme of cleanliness and environmental protection, has not focused on monitoring mangroves. Before being able to implement a policy, the implementor must realize that a decision has been issued, there are often misunderstandings about the decisions that have been issued so that there are no misunderstandings, socialization must be carried out and that everything is coordinated even though it only occurs when the RTRW is drafted and problems are related to mangroves

Abstract

The Natuna Islands will be proposed as a UNESCO geopark site through a Letter Of Intent (LOL) that Indonesia will submit to the UN organization at the end of 2019, which is submitted by the Head of the Agency for the Study and Policy Development (BPPK) of the Ministry of Foreign Affairs. The purpose of this study is to see and find out the Action Plan from BPKGN as the authorized agency which is planned in geopark management to improve the status of the Natuna National geopark to become a UNESCO Global Geopark. The research uses qualitative research methods which aim to put more emphasis on the process and meaning by describing something. This research is descriptive, namely to describe the reality of the events studied by using a sampling technique, namely Purposive Sampling. His research is based on the reference of Presidential Regulation which describes 2 planning dimensions, namely implementing guidelines and amenities. From the results of the analysis, it can be concluded from the findings that it can be explained that from the dimensions of the Implementing Guidelines, it is found that there are still many findings from the Planned Action Plan. This is due to the weakness in the budget sector which still relies on CSR funds. Furthermore, in its implementation, the majority still involve district government structural officials so that in managing geoparks there is no focus, in determining the delineation boundary it is not yet specific in each existing geosite, land status is still unclear, because it is still community property, and there is no Masterplan so that it still relies on action plans. regions and the lack of education about geoparks, so there is a need for socialization about the existence of geoparks. Furthermore, in the Amenity dimension, there are still many incomplete ones, only the sandstone geosite is complete, and the majority of cooperation partners still rely on local communities.

Abstract

Fulfillment of children's rights must be carried out by the government for the continuity of future development. The problem with this research is that there are still many children whose rights have not been fulfilled, such as the lack of facilities and infrastructure in the field of participation towards a Child Friendly City. Many children in Tanjungpinang City do not know about the existence of a participation forum that is directly under the umbrella of the government. In a situation like this, the government has formed a forum such as the Tanjungpinang City Children's Forum to become an organization that can embrace and express the aspirations of the children in Tanjungpinang City. The Tanjungpinang City Children's Forum which was formed as an instrument to become a forum for children's participation refers to the Regulation of the Minister of Women's Empowerment for Child Protection of the Republic of Indonesia Number 18 of 2019 concerning the Implementation of the Children's Forum. The purpose of this study was to evaluate the role of the Tanjungpinang City Children's Forum in the Development of a Child Friendly City in Tanjungpinang City. The theory used is Daniel Stufflebeam's evaluation model, namely CIPP (Context, Input, Process, and Product) with a qualitative approach to evaluative methods. The results of this study indicate that the role of the Tanjungpinang City Children's Forum in the Child Friendly City Policy has been fulfilled for a small part of the fulfillment of children's rights.
