Abstract

Bureaucratic reform is a way out in realizing a better bureaucracy as well as a solution to problems in public services. This study aims to demonstrate and analyze efforts to strengthen bureaucratic reform through the perspective of policy leadership carried out by the East Java Provincial Government under the leadership of Khofifah Indar Parawansa as the Governor of East Java Province. Policy leadership itself refers to four important aspects, namely commitment to bureaucratic reform, initial allocation of resources, support from legislators, and reform management models. In this study, the author explores and analyzes related to efforts to strengthen bureaucratic reform in the East Java Provincial Government through descriptive qualitative approaches and case studies as research methods. Data collection was carried out through extracting data and information contained in the East Java Provincial Medium-Term Development Plan for the 2019-2024 period and the Instagram social media platform of the East Java Organizational Bureau. The results of this study indicate that the East Java Provincial Government's seriousness in pursuing bureaucratic reform can be seen from the perspective of policy leadership. First, the strong commitment of Khofifah Indar Parawansa as the Governor of East Java Province, as well as his subordinates. Second, optimizing the allocation of existing resources which is realized through bureaucratic reform programs and activities. Third, the role of legislators is to form a support system. Finally, the reform management model is used as a reference in implementing bureaucratic reform in the East Java Provincial Government.

Abstract

Education is one of the priority basic services for human resource development. There are two indicators to measure the success in education, known as the accessibility of education and the quality of education. Efforts to determine the level of success of the Government in opening access to education services can be identified from several indicators. These indicators are a benchmark for the success of the Government in opening access to education for the entire community, especially those related to the School Participation Rate. This study aims to determine the existing conditions and analyze the forecasting of determinant factors that affect the achievement of school participation rates in Banyuwangi Regency. This study used a qualitative method with a dynamic system approach. The results showed that the school participation rate in Banyuwangi Regency was influenced by several determinant factors that were interrelated with each other. Based on the existing conditions, there was a need to improve all of the determinant factors. However, an increase in poverty factor as an impact of COVID-19 has encouraged government to provide an alternative policies to avoid the decrease in school participation rates. The results of the forecasting simulation for the next 20 years showed that the behaviour of time from the school participation rate will be in line with the increase in determinant factors in education system, while the results of forecasting education quality showed that within next 20 years, there will be a significant increase in the first two years of the simulation, then there will be an increase in slopes in the opposite direction from the school participation rate and accompanied by an increase in other elements that run in the education system in Banyuwangi Regency.

Abstract

: Simplifying the bureaucracy is a vocal policy priority initiated by President Joko Widodo. Basically, the simplification of the bureaucracy tries to rebuild the bureaucracy based on functions and expertise which ultimately results in better output and performance. So far, the consequence is the transfer of structural positions to functional positions. These changes also have an effect on changes in the management of the state civil apparatus (ASN). Even though the management of functional positions in regional government is still a formidable challenge. Therefore, this research aims to describe the various problems of managing functional positions in local government, which are increasingly complex with the presence of the obligation to simplify the bureaucracy. Researchers conducted interviews with multiple parties, both with managers of functional positions and with individuals who have functional positions in the Malang Regency Government. The results of this study show the dynamics of the problem from three aspects, namely, first from a comparative point of view in the era of bureaucratic simplification, which shows the lack of clarity in policies seen from policy clarity, policy direction, and policy effectiveness. The second point of view of the actor is that of a functional official who experiences various human resource management problems as a functional official. The third point of view is the management of functional positions that face cultural and structural challenges such as habits and human resources management at the local level.

Abstract

According to the declaration of the WHO about the pandemic, COVID-19 is pathogenic in humans. Leaders around the world have implemented strategies to prevent the transmission of this outbreak. The Indonesian government also encountered a similar problem, with the first case of COVID-19 in Indonesia announced around March 2020. Soon after, the number of cases increased dramatically over time. Months later, the Indonesian government distributed the vaccination program throughout the country, reaching more than 70% of the population. As the immune system strengthens, the government is planning a transition from pandemic to endemic based on the condition of each area. Adaptive governance is needed during this transition, and according to that, the local government plays an important role in dealing with the endemic. Further research has been conducted in Surabaya, one of the largest cities in Indonesia with a heterogeneous population. This study used Soft System Methodology to create a model of bureaucracy between local governments in Surabaya, and the results showed that in the relationship between local governments, the mayor of Surabaya Municipality has to be the main commander, with the regional disaster management agency as the leading sector. However, the results showed that adaptive governance in Surabaya has been effectively implemented. This study is expected to be one of the references in preparing for the transition from pandemic to endemic by using an adaptive governance perspective.

Abstract

The availability of fertilizer is also a problem experienced by several regions in Indonesia, such as Mrayan Village and Baosan Lor Village, Ponorogo. This availability results in less than optimal quality and quantity of existing harvests. Several stakeholders directed the Association of Farmer Groups (Gapoktan) to optimize existing harvests. This research examines collaboration between relevant stakeholders such as the Department of Agriculture, the Department of Tourism, Perhutani, Extension, and LMDH in overcoming existing problems. One of the efforts is processing household organic waste into eco enzymes or alternative fertilizers that can be used when fertilizer availability is limited. This management requires stakeholders to guide and direct Gapoktan and Gapoktan Perempuan in managing waste and converting it into alternative fertilizers. Based on the program already running, creating a training module that the community can use to continue managing organic waste is necessary. The research was conducted using soft system methodology with the results of a farmer organization governance model through community empowerment. The results show stakeholders' role in providing guidance and direction to farmers through counseling by separating organic and inorganic waste and then processing it into eco enzymes that can be used as alternative fertilizer. Through this research, it is hoped that waste can be processed into alternative fertilizer, but its management requires extension workers and local community leaders. AbstrakKetersediaan pupuk turut menjadi problematika yang dialami oleh beberapa daerah di Indonesia, seperti Desa Mrayan dan Desa Baosan Lor, Ponorogo. Ketersediaan ini menyebabkan kurang optimalnya hasil kualitas dan kuantitas hasil panen yang ada. Menyikapi hal tersebut, beberapa stakeholders mengarahkan Gabungan Kelompok Tani (Gapoktan) untuk mengoptimalkan hasil panen yang ada. Penelitian ini mengkaji kerjasama antara stakeholders terkait seperti Dinas Pertanian, Dinas Pariwisata, Perhutani, Penyuluh hingga LMDH dalam mengatasi problematika yang ada, salah satu upaya yang dilakukan ialah pengolahan sampah organik rumah tangga menjadi eco enzym atau pupuk alternatif yang dapat digunakan dikala ketersediaan pupuk sedang terbatas. Pengelolaan ini membutuhkan peran dari stakeholders untuk membimbing dan mengarahkan Gapoktan dan Gapoktan Wanita dalam mengelola sampah menjadi pupuk alternatif. Adapun berdasarkan program yang telah berjalan, perlu dibuat suatu modul pelatihan yang dapat digunakan masyarakat untuk melanjutkan pengelolaan sampak organik. Penelitian yang dilakukan menggunakan metode soft system methodology dengan hasil berupa model tata kelola organisasi petani melalui pemberdayaan masyarakat. Hasil yang didapat, adanya peran dari stakeholders dalam memberikan bimbingan dan arahan kepada para petani melalui penyuluhan dengan memisahkan sampah organik dan anorganik untuk kemudian diolah menjadi eco enzym yang dapat dimanfaatkan sebagai pupuk alternatif. Melalui penelitian ini, diharapkan sampah dapat diolah menjadi pupuk alternatif, namun dalam pengelolaannya dibutuhkan adanya peran dari penyuluh dan tokoh masyarakat setempat.Kata Kunci: modul pengembangan masyarakat; model tata kelola; stakeholders
