Abstract

SIJITU (Integrated Licensing Information System) is an application developed by Department of Capital Investment and One-Stop Integrated Services (DPMPTSP) in Ponorogo District in order to provide effective, efficient, and transparent service in Non-Business Licensing Service. The reason behind SIJITU application is the rise of management information system so it can be utilized in the process of licensing service implementation at DPMPTSP in Ponorogo District. This research aims to identify, analyze, and describe SIJITU implementation in Non-Business Licensing Service at DPMPTSP in Ponorogo District that includes implementation strategy, resources involved, procedure and mechanism, and service improvement through SIJITU. This research is a descriptive research with qualitative approach. The method of data analysis used is data analysis of Miles, Huberman, and Saldana’s interactive model that involves data collection, data condensation, data presentation, and conclusion verification or description. The result of the research is that SIJITU application certainly helps the performance of public service in non-business license field that is held by DPMPTSP in Ponorogo District. Through SIJITU application, the service process can be done transparently with the tracking feature. DPMPTSP in Ponorogo District also tries to increase the officers’ ability through formal and non-formal education, and conducts socialization to the society regarding SIJITU application. Services procedure and mechanism through SIJITU can be known in details on the Standard Operating Procedure (SOP) of Licensing Service at DPMPTSP in Ponorogo District

Abstract

Education is one of the priority basic services for human resource development. There are two indicators to measure the success in education, known as the accessibility of education and the quality of education. Efforts to determine the level of success of the Government in opening access to education services can be identified from several indicators. These indicators are a benchmark for the success of the Government in opening access to education for the entire community, especially those related to the School Participation Rate. This study aims to determine the existing conditions and analyze the forecasting of determinant factors that affect the achievement of school participation rates in Banyuwangi Regency. This study used a qualitative method with a dynamic system approach. The results showed that the school participation rate in Banyuwangi Regency was influenced by several determinant factors that were interrelated with each other. Based on the existing conditions, there was a need to improve all of the determinant factors. However, an increase in poverty factor as an impact of COVID-19 has encouraged government to provide an alternative policies to avoid the decrease in school participation rates. The results of the forecasting simulation for the next 20 years showed that the behaviour of time from the school participation rate will be in line with the increase in determinant factors in education system, while the results of forecasting education quality showed that within next 20 years, there will be a significant increase in the first two years of the simulation, then there will be an increase in slopes in the opposite direction from the school participation rate and accompanied by an increase in other elements that run in the education system in Banyuwangi Regency.

Abstract

Basic education is the foundation for the development of a nation. However, the implementation of basic education services in Indonesia is not yet fully running well. Shifting the authority to provide basic education to regional governments is a challenge for regional governments. Bonding lack of capacity and territorial catchment complicates the problem of providing basic education services. This research examines the factors that influence the quality of basic education service delivery in Banyuwangi Regency, Indonesia. This research uses a systems thinking approach. Modeling with a causal loop diagram as a type of qualitative system model that illustrates the factors that influence the capacity of basic education service delivery. The causal loop diagram was constructed through in-depth interviews with several informants, namely the head and secretary of the education office, elementary and middle school principals, elementary and middle school teachers, and community members (n=12), and FGD (n=2). The location of this research is Banyuwangi Regency, the area with the largest area in East Java. Research findings show that the factors influencing the quality of basic education service delivery in Banyuwangi Regency are based on CLD. A model consisting of two nodes balancing that interact in such a way that the activity of one loop significantly reduces the balance of other loops in an effort to achieve a goal. That the quality of providing basic education services is balanced by conditions of service gaps, so the following actions need to be taken: a) when performance decreases, then check whether this happens because the targets that have been made have been lowered, then b) check how the targets were made and who determines it. This means that the quality of basic education services in Banyuwangi Regency can be improved by evaluating whether the target setting is realistic with the quality of educational facilities and infrastructure, the quality of transportation infrastructure, and the geographical location, which varies according to the characteristics of the region.
