Abstract

This study aims to analyze the policy formulation model of space utilization in the cultural preservation area in Mojokerto Regency as a form of protection and preservation of cultural heritage. The author analyzes the policy formulation using a comprehensive rational model, which includes knowing the choices that people want, finding policy choices that can be implemented, assessing the consequences of each policy, assessing the comparison of the profit and loss calculations that will be obtained if the policy is implemented. The type of research used is a type of descriptive and historical research with a qualitative approach. The results showed that in the determination and decision making, the government made several considerations with a long period of time, starting from formulating the problem, advocating to the local community, choosing alternative policies using forecasting policies by taking into consideration several consequences of the policy of space utilization in the cultural heritage area if the policy is implemented. Some aspects that are taken into consideration are losses and benefits if the policy is implemented, the budget of the funds, the impact of the policy and efficiency of the policy.

Abstract

The Covid-19 pandemic has had a complex impact on various aspects, one of which is food security. Efforts are needed from below to prevent and overcome food problems, especially for affected areas. Social capital is the availability of mutual trust in society, norms, and networks that can be utilized by the community in order to solve common problems. This study aims to determine the process of social capital within the framework of the Rukun Warga (RW) Siaga in preventing and overcoming household food problems during the Covid-19 pandemic in Bekasi City by using a descriptive type of research conducted through a qualitative approach. The results of the analysis in this study found that the process of social capital carried out by the community which was also facilitated by the Bekasi City Government through the RW Siaga program has been running well as evidenced by the strong trust in the community, active participation in encouraging the government to provide appropriate assistance and forming collaboration between communities that to create household food security during the Covid-19 pandemic.

Abstract

This study aimed to determine the knowledge, action, perception, and attitude of landfill managers and community to Talangagung landfill program as an edu-tourism destination in Malang. Talangagung landfill became one of the best examples of waste management in Indonesia. This study used a quantitative approach by conducting field observations and questionnaire survey for data collecting. Questionnaires were distributed to community around landfill to assessed waste management in Talangagung landfill as an edu-tourism attraction. The data obtained was analyzed descriptive quantitatively by using Likert scale. The results showed that landfill manager and community had good knowledge about waste management practices based on environmental conservation principles. This was in line with the action, perception, attitude of landfill managers and community that supported the government program. The average Likert score of observed indicators indicated that respondents' answers were in the 'high level' category with a score of 3.92. It means respondents had a positive response to the questions posed by the researcher based on conditions in the field. Synergy and cooperation between landfill managers and community were one of the keys to support the success and sustainability of edu-tourism program in Talangagung landfill.Keywords: community, edu-tourism, landfill management, perspective.

Abstract

This research focuses on health and education as basic needs to build society through public services. Quality and accessibility are a series of processes to provide valuable services to society as a whole. Additionally, there is regional development to be closer and reach the community to avoid imbalances that occur between regions. This study used survey data collection methods and data analysis using quantitative descriptive. The sample of this study was 195 respondents spread across three districts of the City of Mojokerto using stratified random sampling related to a proportional sample. The findings in this study indicate that public services affected the quality and accessibility improvement of the people of Mojokerto Regency. However, public perception still showed that public services are not yet quality and affordable in all areas of society. Thus, public services have not been felt with the ease of access in some areas. There needs to be an evaluation of public services to provide welfare and improve connectivity between regions.

Abstract

This study aims to analyze the policy agenda of the utilization of the retaining cultural heritage area in Mojokerto Regency in order to protect cultural heritage. This research is based on several problems, is a Cultural Heritage that hasn’t been determined based on regulations, most of the Cultural Heritage located in the open air so that’s quickly damaged and weathered, location not strategic, and limited norms for preservation cultural heritage. So, the author conducted an analysis using a policy agenda model, by assessing a number of conflicts of interest from several stakeholders. The type of research used is descriptive and historical research with a qualitative approach. The results showed that the policy agenda of the utilization of cultural heritage area in Mojokerto Regency still had a number of conflicts of interest between the cultural observer, between the Regional Apparatus Organizations in the local government and the local community. The author gives recommendations to the government is to take into consideration and unite some of these interests, given the cultural interest in preserving cultural heritage in accordance with the Mandate of the Law and is an important aspect that must be implemented by the state in preserving historical heritage.
